This position is located at MCCS San Diego MCRD. Candidates selected for this position will serve as a Supervisory Recreation Specialist (Health & Fitness), NF4/RFT.
Major Duties
The purpose of this position is to plan, manage, and administer a comprehensive year-round health and fitness program, and the facilities used in conducting the activities that comprise the program at Marine Corps Recruit Depot (MCRD), San Diego. The program serves a population of active duty; reserve, and retired military personnel, their family members, civilians, and other authorized customers. The incumbent will plan, develop, organize, manage, and supervise diverse and comprehensive health and physical fitness programs, which include group exercise classes, self-directed fitness programs, incentive programs, special events, and instructional programs.
On occasion may serve as the installation Liaison with agencies internal and external to MCRD to enhance the programs for which responsible for and as determined by the WARR Manager, Semper Fit Deputy and Director. Plans and conducts comprehensive programs on the health and physical well being of beneficiaries to include the following elements: physical activity, injury prevention, nutrition, obesity, substance abuse, mental health, responsible sexual behavior and disease management.
Contributes to readiness and improving productivity through programs that promote fitness, sports, esprit de corps, and quality of life for authorized customers. Conducts various levels of group exercise classes. Coordinates the use of fitness facilities to accommodate the comprehensive Semper Fit Program and ensures weekly/daily inspections are conducted on fitness and sports equipment, and facilities with discrepancies documented and forwarded to the appropriate office for correction. May drive a government vehicle to transport equipment and to conduct site visits for program oversight, development, and to gauge participation.
Provides enhanced health and fitness programs and supports the Sports Program. Ensures required annual training is accomplished at the unit level, and coordinates with Unit Commanders on Installation outreach programs to include health risk assessments, health screenings, seminars, classes, workshops, and annual training requirements.
Plans, coordinates and conducts recurring and non-recurring education and awareness activities, and special events. Establishes a comprehensive annual plan, to include program goals and objectives that align with Marine Corps Policy, program metrics, and that identifies and prioritizes health risks of the given population. Customizes comprehensive health promotions and management strategies to promote improvement of the population¿s overall health status. Establishes monthly calendars for scheduled activities in support of health promotions, and national health observances to publicize activities.
Surveys and evaluates patron interest and needs to determine desires of the serviced community. Continually evaluates the effectiveness of ongoing activities, resources, and program objectives, and adapts and alters program activities based on findings.
Initiates purchase requests for required equipment, supplies, and services. Prepares and submits the annual budget for review/approval. Performs a variety of administrative tasks to include but not limited to establishing and updating operating procedures, preparing management narratives, after action reports etc.
Reports significant issues and problems related to work accomplishment to the higher-level supervisor. Exercises supervisory personnel management responsibilities to include: supervising, mentoring, structuring assignments, and reviewing work of subordinates based on deadlines. Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work. Provides and advocates recognition and feedback for employee performance and contributions, and recommends appropriate honorary and/or monetary awards. Advises employees regarding policies, procedures, and directives of management, and assures that mission and accuracy requirements are met.
Practices sound position management by periodically reviewing organizational structure and functional assignments to include ensuring position descriptions are accurate, interviewing and selecting candidates for vacancies, managing details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO objectives. Hears and resolves grievances and complaints; initiates appropriate corrective and/or minor adverse/disciplinary actions for performance or conduct; schedules and grants leave; and approves the master leave schedule assuring adequate coverage through peak workloads and traditional holiday vacation time. Conducts, monitors, updates, and documents a comprehensive training program to ensure all staff members and volunteers possess the necessary skills and knowledge for their position. Advises employees in advance of performance expectations; appraises performance within established Marine Corps guidelines and time frames; explains performance expectations to employees and provides regular feedback to supervisors and employees on strengths and weaknesses. Approves appraisals of nonsupervisory employees.
Develops, prepares and documents a five-year plan to replace or repair program equipment and supplies, and ensures equipment and supplies are available according to Marine Corps standards. Reports safety and security violations to the proper authority, when discovered. Determines adequacy of facilities and recommends facility construction/alterations and renovation projects, and monitors repair and maintenance of existing facilities and equipment. Coordinates and implements plans and policies to ensure facilities and programs are in compliance with established safety, fire, and environmental directives.
Establishes and maintains business relationships with professionals in the field of health and fitness. Reviews research publications and health journals to ensure currency in methodology and philosophy in the area of health and fitness. Oversees all aspects of recurring and non-recurring activities, special events and joint military and civilian community undertakings to make maximum use of facilities, services and other resources. Briefs customers and base leadership on program offerings; completes local needs assessments and/or local surveys annually to determine customer needs and incorporates these findings into the annual program plan based on customer feedback. Coordinates with marketing staff to plan and develop promotional, advertising, commercial sponsorship, and publicity strategies. Coordinates and implements joint programs with other Semper Fit and MCCS activities.

Qualifications
Four years of experience in fitness or a health field with health education & prevention as a primary focus. Experience in planning, managing, and administering a comprehensive year-round health and fitness program, and the facilities used in conducting the activities at a military installation serving a population of active duty, reservists, retired military personnel, their family members, civilians, and other authorized customers. Skills to plan, develop, organize, manage, and supervise diverse and comprehensive health and physical fitness programs, that include group exercise classes, self-directed fitness programs, incentive programs, special events, and instructional programs. A bachelor¿s degree is preferred and in one of the following areas: health promotions, health education, public health, Exercise Physiology, Exercise Science, Fitness Management, or a related field.
Certifications in health promotion and fitness, basic cardiopulmonary resuscitation, automated external defibrillator, and First Aid that are kept current throughout employment.
Competency in public speaking, professional writing for public awareness, computer literacy and metrics reporting and/or program evaluation.
Physical dexterity, and ability to conduct exercise classes, stand for long periods of time, and lift and carry objects up to 45lbs independently and objects over 45lbs with assistance.
A valid driver¿s license is required.
