The Chief Administrative Officer, Supply Chain serves as the executive leader responsible for the strategic direction, administration, and performance of Supply Chain operations for UC San Diego Health. Reporting to the Chief Financial Officer, this role oversees all aspects of procurement, logistics, inventory management, procure-to-pay systems, and accounts payable to ensure the efficient, reliable, and cost-effective delivery of supplies, services, and equipment across a complex, multi-site academic health system.
Directs and integrates the activities of core functional areas, including Supply Chain, Procurement Services, and Accounts Payable, ensuring alignment with organizational priorities, service expectations, and regulatory requirements.
Establishes systemwide strategies and operational plans for supply chain and logistics management, including vendor management, sourcing, materials management, and distribution. Reviews and approves recommendations related to service levels, operational models, technologies, and program development to drive performance, standardization, and continuous improvement.
Allocates leadership accountability among subordinate management teams and ensures that appropriate financial, human resources, and change management strategies are in place to support operational execution and transformation initiatives. Leads efforts to optimize performance, address complex operational challenges, and capitalize on strategic opportunities.Partners with UC systemwide Supply Chain leadership to align practices, leverage scale, and support system initiatives.
As a member of the executive leadership team, contributes to the development and execution of UC San Diego Health’s strategic priorities, ensuring Supply Chain operations are aligned with organizational goals, financial stewardship, and operational excellence. Recognized as an influential leader, providing direction to senior managers across multiple functional areas. Performs other related duties as required.
Key Responsibilities:
- Directs through subordinate managers the activities related to strategic and operational planning for all aspects of supply chain management. Advises subordinate managers on implementation of innovative initiatives.
- Provides tactical and strategic direction to the Materials Management operations across the health system. Creates and innovates at the strategic level while managing diligent execution at the tactical level. Ensures that creative inventory and planning programs are in place and supported in order to prevent material shortages from affecting the entire organization delivery commitments.
- Leads the strategic sourcing for all raw materials, supplies and services to improve the health system competitiveness and create differentiation in terms of raw material cost, on-time delivery, and quality. Implements strategic partnership programs to ensure lowest cost, increased quality, and timely delivery of equipment and supplies. Maximize and improve cost performance across the entire health system.
- Participates with senior leadership in developing the financial long term strategies for the supply chain across the health system. Reviews and approves fiscal planning proposals for new programs, annual budgets, and long term goals. Develops budgets and other fiscal controls for assigned departments. Directs subordinate managers, ensuring resource management meets system wide objectives. Manages significant resources. Final approver of additional resource requests. Sets allocation priorities when funds are limited or restricted.
- Formulates and administers materials management procedures for major functions. Develops improved health system wide processes and policies and oversees their implementation through subordinate managers. Oversees the overall design / implementation, on-going support, and strategic planning for purchasing and sourcing applications to support the health system operations and new initiatives.
- Guides Materials Management professionals and leaders to develop core competencies in supply chain management, in accordance with organizational short and long term strategic goals. Ensures the development of assessment plans and tools for the medical center and / or health system.
- Ensures ongoing mentorship and relevant leadership / professional development programs areprovided for materials management leadership across the health system.
- External interface with professional organizations and societies on a broad level. Recognized throughout the industry. Regularly interacts with Executives across the system, negotiating critical matters. Integrates assigned functions with those of other major organizational segments.
- Directly negotiates contracts and capital equipment purchases. Sets overall information technology and systems strategy based on business needs and related IT organizational goals.
- Develops staffing plans, based on organizational strategy, workforce planning, and talent development needs. Works with senior leaders to develop a succession planning pipeline for supply chain leadership. Emphasizes the importance of staff developing supply chain expertise through providing opportunities for professional growth, publishing, and teaching.
- Establishes and communicates high performance standards, defines clear accountability, and leads by adopting improvement strategies to reduce operational variances and increase efficiency.
- Oversees process improvement for Materials Management activities. Develops partnerships with suppliers to ensure a continuous improvement process is in place to optimize lead time reduction, technology and new product development, quality, and communication.
Bachelor's degree in a related area and 12 or more years of relevant experience in health system supply chain services; or equivalent combination of experience, education and training.
Expert understanding of current business trends and the organization's materials management objectives and initiatives.
Expert knowledge of relevant internal policy, external regulations, and best practices.
Expert management skills to lead cross functional teams in complex activities that cross department and entity boundaries. Ability to facilitate teams to successful resolution of challenging issues.
Superior organization skills, including the ability to think and respond quickly in response to unplanned events and make decisions that are in line with the strategy of the organization.
Highly adaptable to change with the ability to meet evolving organization needs and flexible enough to drive optimal tactical and operational decisions.
Proven track record of identifying process gaps and implementing updated processes to improve efficiency and reduce errors/waste.
Demonstrated expert interpersonal skills to interact with both internal and external resources.
Ability to negotiate with vendors and gain cooperation of others.
Superior business, negotiation, analytical and problem solving skills, and demonstrated ability to implement new contractual agreements. Experience implementing and leading value analysis committees, including establishing value committees for all major implant categories. Integrated supply chain into all system service line departments.
Supply chain techniques and lean/continuous improvement programs.
Possesses excellent communication skills at multiple levels of the enterprise. Strong abilities to actively listen, and change the thinking of, or gain acceptance from, others.
Experience implementing P2P automation, to streamline supply chain and accounts payable processes.
Proven track record of identifying/implementing initiatives to drive meaningful and sustainable savings in supply chain, procurement, purchased services and capital projects.
Experience in managing GPO relationships and establish key performance metrics to ensure performance to negotiates terms/guaranteed savings.
Experience in working collaboratively with physician leaders and service line executives to identify and implement strategic savings initiatives.
Advanced degree in a relevant field.

12 or more years of progressive leadership experience
Director-level supply chain leadership experience within a complex academic medical center or health system.
Experience supporting operations in acute and non-acute facilities.
Track record of activating newly developed/ acquired facilities (hospitals and clinics) and integrating acquired existing facilities.

Pay Transparency Act
Annual Full Pay Range: $207,800 - $454,400 (will be prorated if the appointment percentage is less than 100%)
Hourly Equivalent: $99.52 - $217.62
Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs.
