The Role
Are you a driven data science and analytics leader who is passionate about building a more equitable society and has experience in building high-performing data infrastructure, teams, and culture? If so, please consider joining Pacific Community Ventures as our Chief Data Officer. As a mission-driven lender, we invest in diverse small businesses across the state of California to help them grow and strengthen their practices. You’ll work to take our renowned data practices to the next level, setting new standards in the impact investing, community development financial institution (CDFI) ecosystem for machine learning and artificial intelligence innovations to expand access to capital, advising, and good jobs in underestimated communities. This role will lead the new Data and AI Hub that we have built inside PCV, and for shared services for the social impact field, from predictive impact investing, to impact measurement, to voice AI, data governance, and more. It will also lead our Good Jobs Lab, overseeing our integrated model combining affordable capital with mentorship to ensure that we are seeing financial health and wealth building outcomes with our core good jobs employers in the portfolio, and making data-driven recommendations to our program teams on what more can be done to ensure more entrepreneurs stay on these journeys.
This position will report to the Chief Executive Officer. This is a wonderful opportunity for an experienced data and analytics leader to advance PCV’s leadership, culture to fully support an ambitious 10-year vision to rapidly expand affordable access to financial services, mentorship, and financial health outcomes in underserved communities, powered by responsible technology and AI, build upon our lead in impact and technical innovation.
Why You’re Needed
We’re a dynamic nonprofit organization with an industry leading data analytics and ethical AI team and approach, bringing predictive impact insights into community and small business lending to advance inclusive entrepreneurship across the U.S. PCV has a growing Loan Fund that supports more and more small businesses with loans and pro bono mentoring, creating good jobs in low-and-moderate income communities. With our expansion, we are adding systems, processes, and software to reach entrepreneurs more effectively, and manage the outcomes and impact of our work more efficiently. You will be a dedicated member of our Executive team, able to contribute to PCV’s long-term strategic vision and day-to-day operational activities equally well. You bring a strong track record of success in the areas of leadership, program management, analytical, technical, writing, and interpersonal skills. You are self-directed, quickly create clarity out of ambiguity, comfortable undertaking and appropriately mitigating risk, attentive to detail and data integrity, think critically, enjoy mentoring early and mid-career colleagues, and are passionate about investing in underserved communities and creating good jobs.
Key duties and Responsibilities
● Oversee robust data architecture and data governance: maintaining high standards of data quality and integrity at PCV, ensuring availability, privacy, and security appropriate for different internal and external stakeholders;
● Lead data analytics function to support executive decision-making, identify strategic program-related innovation triggers in close partnership with Lending and Business Advisory teams, and support the Good Jobs Innovation Lab’s research, policy, and new product development agendas;
● Lead the development and commercialization of new AI-supported technologies that collect and synthesize unstructured stakeholder feedback (ex: AIKKA), streamline insights generation (ex: clustering UI), and produce proprietary, domain-specific LLMs (good jobs)
● Leverage advances in machine learning and artificial intelligence to glean non-obvious insights from historical and real-time data stores, and develop predictive models to augment program activities;
● Build a reputable earned revenue consulting business to advance PCV’s reputation as a data-driven leader, that demonstrates a ‘multiplier effect’ on impact as it bolsters the data capabilities of peer CDFIs and mission-aligned firms; partner with CEO and other team leaders on fundraising and investor relationships;
● Develop and socialize policies to govern the judicious use of new ML / AI tools and technologies to further PCV’s data capabilities, keeping abreast of AI tools development and our Ethical AI policy and data governance standards updated;
● Passion for financial health outcomes with underserved entrepreneurs and workers, evidence-based strategies to improve program interventions across teams for our Good Jobs model.
● Ensure PCV’s compliance with data-related financial regulations;
● Partner closely with PCV’s information technology office to develop and enforce cybersecurity protocols and reasonable protection of client data;
● Lead and coach a team of data and software professionals and researchers. Partner closely with C-suite for strategic alignment, program leaders for operational excellence, fundraising, communications, and policy teams;
● Serve as a thought leader (webinars, speaking opportunities, articles, research, and earned media) to share best practices in data strategy and management, and ML / AI for the benefit of the CDFI ecosystem; funders, investors, and ecosystem partners;
● As a member of the Executive team, build and promote organizational culture at all levels, advance impact in the community, and uphold PCV’s industry reputation for deep impact innovation and excellence.

Requirements
● 15+ years of experience in a data science and/or business analytics role, preferably within a mission-driven company, skilled in data collection, analysis, insights generation, impact assessment, and data storytelling.
● 10+ years of hiring and managing professionals with expertise in data science, data engineering, systems architecture, software development, product development, and information technology. Comfortable overseeing and trouble-shooting strategic, product, and technical work streams.
● Proven experience with public speaking, persuasive writing, resource development, grants and earned revenue to support the team’s technology, capacity, and technical innovation opportunities.
● Proficiency in Python, R, SQL, and demonstrated experience in big data modeling and analytics for mission-driven applications.
● Proficient in supervised and unsupervised machine learning frameworks (e.g., scikit-learn, TensorFlow, PyTorch, Agentic AI tools).
● Skilled with data visualization tools such as Tableau, PowerBI, and/or Google Looker.
● Experience configuring and developing data warehouse architectures for solutions such as Salesforce, Databricks, Snowflake, AWS, Azure, and/or Google BigQuery.
● Preferred domain expertise: experience in financial services, portfolio management, entrepreneurship, given our impact focus.
● Bachelor's degree in an analytical field such as Statistics, Mathematics, Computer Science, Economics / Econometrics, Data Science. MBA and/or Masters is highly preferred, in an analytical field with a focus on data for economic development as listed above.

Location/Travel
This is a hybrid position requiring occasional business travel to PCV’s headquarters in Oakland, team retreats, and conferences throughout California and nationwide. Additional travel may be required based on business needs.
