Your impact
We are seeking a detail-oriented and proactive Project Finance & Billing Associate to support financial operations within the PRASA Capital Improvements Program (CIP). This role requires a strong understanding of accounts payable, labor billing, and financial reporting, along with the ability to communicate effectively across multidisciplinary teams.
The ideal candidate will be highly analytical, organized, and capable of managing multiple priorities in a fast-paced, client-facing environment.
Key Responsibilities
Process Accounts Payable (AP) transactions, including invoice review, validation, and coordination with vendors and internal teams
Support labor billing processes, including review of timesheets, cost allocations, and preparation of labor invoices
Prepare and analyze financial reports, including accruals, unbilled balances, and budget tracking
Assist in the preparation and submission of client invoices, ensuring accuracy and compliance with contractual requirements
Coordinate with project managers, finance teams, and subconsultants to resolve billing discrepancies
Develop and deliver presentations and reports for internal leadership and client stakeholders
Maintain organized financial records and ensure proper documentation for audit and compliance purposes
Support monthly close activities, including accruals and reconciliations
Assist in improving financial processes and workflows to enhance efficiency
Here's what you'll need
Bachelor’s degree in accounting, Finance, Business Administration, or related field
Minimum of 4–10 years of experience in accounts payable, billing, or financial operations
Strong understanding of labor billing and cost tracking
Proficiency in Microsoft Excel and Microsoft Office Suite (advanced Excel skills preferred)
Experience with financial systems (e.g., Oracle or similar ERP systems) or similar systems is a plus
Knowledge of capital improvement programs (CIP) or infrastructure projects is highly desirable
Understanding of General Accounting Principles (GAAP) is a must
Familiarity with governmental agency process and dynamics is a plus
Understanding of Procurement (Subcontracting) process is plus
Candidate must be flexible and able to support additional duties and operational needs as required

The base salary range for this position is $46,000.00 to $72,000.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
