Full Job Description

The Judicial Council of California is accepting applications for the position of Associate Human Resources Analyst with the Human Resources office.

This Associate HR Analyst is responsible for handling the full cycle process of the payroll and benefits for approximately 400+ judicial officers (Supreme/Appellate justices and Superior Court judges). They will provide all aspects of payroll (appointments, elevations, separations, retirement, etc.) and benefits (change plans, COBRA, add/delete dependents, etc.) services for all judicial officers and their dependents. The position involves analyzing, researching, resolving, and responding to the most technical, complex, and/or sensitive payroll and benefits issues, often under time constraint. The incumbent collaborates with the State Controller’s Office (SCO), controlling agencies (CalHR, CalPERS, JRS, etc.), benefit plan administrators, Judicial Council Offices and private/public entities to ensure judicial officers’ payroll and benefits are properly updated, maintained, and administered timely.

The Judicial Council
The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. As employees of the council, every member of staff should view and approach their work as one Judicial Council with a public service mission that is greater than the sum of its parts.

The Judicial Council strives for work-life balance, including substantial vacation and holiday time. In addition, we offer an excellent benefits package, including pension, medical, dental, and vision coverage, flexible spending, up to $130 per month reimbursement for qualifying commuting costs, student loan forgiveness as part of Public Service Loan Forgiveness (PSLF), and retirement savings plans. In San Francisco, the office is only a 7-minute walk from the Civic Center BART station.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding this location. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

Responsibilities

Judicial Appointments
- Review new judicial appointment documents received from the Governor’s Office for accuracy.
- Prepare a notification announcement report of newly appointed judicial officers for distributions to the Chief Justice, other judicial officers, Judicial Council management, and other public entities.
- Prepare and discuss new hire packets with judicial officer(s).
Administer Payroll
- Process and Collaborate with the SCO and CalHR system/staff regarding judicial officers’ pay rate changes to ensure that the Laws and Regulations are properly implemented.
- Review, audit, and process personnel and payroll transaction forms (appointments, separations, retirements, etc.) and ensure that judicial officers’ records are updated and completed by set deadline(s).
Administer Benefits
- Review and approve completed benefit forms to enroll/cancel benefits, add/delete dependents, change plans, etc. Ensure that all benefits changes are completed by the designated deadline and active by designated effective date.
- Update the CalPERS system and/or submit benefit forms to the SCO/designated administrator for processing.
Reporting and Accounting
- Audit, prepare and submit a monthly judges retirement headcount eligibility report to the SCO to ensure that the SCO accurately remit to Judges’ Retirement System (JRS) the employer share retirement contribution.
- Audit, prepare, and submit the monthly MetLife Insurance headcount report to Branch Accounting representative for the timely remittance of the benefit premiums. The report is also forwarded to MetLife for reconciliation of their record.
Judicial Officer Retirement
- Research, analyze, and review the judicial officer’s employment histories and benefits information. Coordinate with JRS on details of retirement as needed.
- Prepare and provide retirement separation packets to Judicial Officers on documents needed to process their retirement and enrollment into retiree benefits.
Communication and Other Duties Assigned
- Conduct education outreach to judicial officers to provide retirement and other benefits related information onsite or trainings/conferences (New Judicial Orientation trainings).
- Work with other HR Staff/Judicial Council offices to update the judicial officers’ payroll and benefit information posted on internal websites.

Qualifications

EDUCATION AND EXPERIENCE
Bachelor’s degree, preferably in human resources, business administration, psychology, or a directly related field that would provide the knowledge and skills necessary for the assigned area. An additional four (4) years of professional human resources experience may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.

Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
