Full Job Description

General Summary

The Employment Case Manager (ECM) I is passionate about assisting eligible Welfare-To-Work (WTW) program participants in developing self-sufficiency goals reflective of their skills, capabilities and interests. Partners with participants to also support progress in achieving their goals by creating and updating plans to help participants overcome barriers or challenges that affect their employment readiness and self-sufficiency. The incumbent will provide quality strengths-based case management to participants and their families in accordance with the CalWORKs Program Guide (CPG).

Job Responsibilities

Meets with participants to identify barriers and challenges to employment/self-sufficiency and develop strategies to manage these challenges through motivational interviewing techniques.
Maintains complete, accurate and timely case notes and related records in manual and electronic systems.
Track and reports out on participant progress and participation in assigned employment services activities
Determine eligibility and/or issue supportive services such as transportation, child care and ancillaries to support participants in employment service activities
Outreach to re-engage participants who fail to show for appointments and assigned activities
Create, update and ensure completion of plans according to contract deadlines.
Assess and refer participants to appropriate departments and/or agencies for job readiness, training, support services, specialized services, and/or behavioral health services
Attends scheduled supervision meetings to discuss participants’ progress.
Utilize county and company computer data processing systems to efficiently track and record participant activity
Complete all necessary case management documentation and forms; maintain records and files; and schedules appointments
Other duties as assigned

Qualifications

Associate’s degree in related field or two years of work experience in related field is preferred. Satisfactory equivalent of education and experience is acceptable.
Strong communication skills
Knowledge about community resources preferred
Able to work with and relate to participants through an empathetic, culturally sensitive and trauma informed lens
Attention to detail and excellent organizational skills
Must be computer literate and have Microsoft (MS) Word and Excel skills at a minimum and the ability to learn specialized databases and software

Working knowledge of the CalWORKs program and Welfare-to-Work component is preferred
Bilingual a plus

Work Requirements:

Proficient office computer skills; MS Word and Excel program applications
Current Driver’s License/ Drivers Insurance and have and maintain a “Good Driving Record”
