Full Job Description

Under the direction of the Board of Directors (“BOD”), the HOA Manager will assist in the overall planning and administration of the DLC Texas HOA’s and COA’s, owner and vendor communication, maintenance of the association books and records, coordination with the management company, and design/architectural review committee coordination. In addition, the HOA Manager will have close working relationships with the local Security & Safety and Common Area Landscape teams.

Key Responsibilities:

Administrative:

Management of operations that include overseeing of personnel, collections, resident relations, owner/member service, community maintenance, contracted services, administration, reporting, and legal compliance.
Oversees and coordinates the activities of HOA/COA administration, design review committee, common area landscaping and community security.
Organize meetings of owners, including the preparation of notices, agendas, minutes, and other necessary documents.
Maintain as needed or required, but not less frequently than monthly, the association’s financial records, accounts, and other records as provided for in the Governing Documents and otherwise as required by law.
Maintain registers of owners, officers, and directors and such other registers or schedules as may be required by the Governing Documents.
Attend and respond as necessary to correspondence.
Manages and monitors HOA contracts and ensures performance of contractors. Prepares RFQ’s for new contracts and conducts a bidding process for new contracts and/or renewals, as necessary.
Monitors all real estate transactions and closings to ensure fees are properly accounted for between Driftwood, buyer, seller, title and closing office.
Maintain and continually update databases for accuracy and consistency.
Maintain and manage the appropriate insurance policies for all HOA/COA property.
Review CCRs and provide comments/changes based on operations and functionality.
Prepare management contracts for developer signature.
Implement signed contracts with startup email to internal departments.
Obtain proposals for new services or special projects as requested by the Developer.
Assist in the administration of the provisions of the Declaration, Articles of Incorporation, Bylaws, Rules and Regulations and other policies of the association
Works closely with HOA/COA management company.

Financial:

Prepare a recommended annual budget. The budget shall be based on prior operating expenditures, estimated future expenses, and required capital reserves.
Collect from owners all regular and special assessments (collectively the “Assessments”), and other revenues which may be due the association from owners as needed or required but not less frequently than monthly.
Deposit, promptly after receipt, all funds collected from owners and others into the pertinent bank account, so that all said funds, among other things, may be withdrawn therefrom to pay all expenses of operation and maintenance of the common property as contemplated herein.
Directly manages HOA/COA accounts receivable.
Make all disbursements from Assessments collected for normal recurring expenses as provided in the budget.
Furnish a monthly financial statement for the prior month prepared on a modified accrual basis, which will include all income and expenses for the month and for the year to date and will reflect the net cash position of the association.
Prepare Developer subsidy invoices as funding is needed.
On an annual basis, prepare such financial information as may be required for the association to obtain an independent report from a CPA.
On an annual basis, effect the renewal of insurance policies then in effect and presents the same to the Board for review and approval.

Board Of Directors Support:

Provide the Board with a written Board of Directors meeting package, delivered in advance of the meeting, so the Board members can be best prepared.
Guide and assist members of the Board in the performance of their obligations.
Guide and assist the Board in the development of policies and procedures.
Provide a weekly update to the Board of Directors of those items completed during the week.
Consults with and advises the Board of Directors on HOA/COA matters.
Attend HOA/COA Board of Director meetings, prepare minutes and provide community status reports.
Makes recommendations regarding contracts and budgets to BOD based on sound judgement and knowledge.

Communications:

Prepares and transmits communications, instructions, and policies to appropriate parties.
Prepares special reports on operational activities and statistics.
Prepare and send all letters, newsletters, surveys, reports, and notices related to the association as may be reasonable.

Design Review Committee:

Active member on all community DRC’s.
Monitor homeowner construction and ensure compliance with approved design guidelines.
Coordinate with DRC architects and staff.

Field Supervision:

Conducts field inspections of site activities.
Receives and evaluates reports and recommendations from vendors and Club.
Assists and directs subordinates in the handling of problems and community issues in all areas, including construction personnel, members, and residents.
Perform routine inspections and make recommendations in writing to the Board as to the maintenance and improvements of the common property.

Owner/Member Support:

Assist in resolving owners’ problems, complaints, and disputes as they pertain to the community, the common property, and the Governing Documents.
Helps coordinate information transfer to HOA members regarding restrictive covenants, declarations, and architectural design guidelines.

Requirements/Qualifications:

Minimum 5 years HOA-related experience.
Ability to deliver a 5-star customer service to the Board and the residents
Ability to advise and direct the Board to make the necessary decisions
Ability to build rapport with clients
Strong analytical and critical thinking skills
Excellent written and verbal communication skills

Pay: $90,000.00 per year
