Full Job Description

Quality Control Manager (QCM) / SSHO – Federal & Military Construction

We are currently seeking an experienced Construction Quality Control Manager (QCM) / Site Safety and Health Officer (SSHO) to support federal and military construction projects. The ideal candidate will have experience working for a federal general contractor on projects including new construction, design-build, renovations, and tenant improvements.

The Quality Control Manager is responsible for implementing, managing, and performing daily quality control responsibilities to ensure construction is completed in accordance with contract requirements, specifications, and established quality standards. This role includes direct oversight of quality documentation, inspections, testing coordination, subcontractor compliance, and project closeout activities.

Essential Duties & Responsibilities

Lead the planning, development, implementation, and management of the Quality Control Management Plan from Notice to Proceed through final acceptance.
Establish and maintain the Quality Control Program in accordance with NAVFAC/USACE Construction Quality Management (CQM) requirements and contract documents.
Serve as the Site Safety and Health Officer (SSHO) in accordance with EM 385-1-1 and project requirements.
Conduct QC Plan Meetings, Coordination and Mutual Understanding Meetings, preparatory meetings, initial inspections, and follow-up inspections for definable features of work.
Conduct weekly QC meetings with project staff and subcontractors.
Prepare and maintain daily QC reports, inspection logs, testing logs, and photographic documentation.
Review project specifications, shop drawings, submittals, and material approvals for compliance with contract requirements.
Manage submittal logs and track approvals through completion.
Coordinate with subcontractors, suppliers, testing laboratories, inspectors, Special Inspectors, and project personnel.
Ensure all required testing and inspections are completed and documented properly.
Manage Non-Conformance Notices (NCNs) and Requests for Information (RFIs) through corrective action and resolution.
Verify all materials received onsite comply with approved submittals and specifications.
Ensure proper handling and storage of materials onsite.
Conduct pre-construction meetings with subcontractors before each new phase of work.
Coordinate and document testing and commissioning of building systems.
Maintain project “as-built” drawings daily.
Assemble and submit project closeout documentation including O&M manuals, warranties, testing records, and as-built drawings.
Coordinate Government and Contractor punch list activities and verify completion prior to final inspections.
Stop work when necessary to address quality or safety concerns.
Ensure compliance with EM 385-1-1, OSHA regulations, sustainability requirements, and contract specifications.
Oversee quality control for Secure Space, Controlled Area, and Sound Rated perimeter construction.
Perform additional duties as assigned.

Required Qualifications

Minimum 10 years of construction experience on projects of 10M +
Minimum 4 years of experience as a QC Manager
Bachelor’s degree in Engineering, Architecture, or Construction Management
Current Professional Engineer (PE) license in the State of Texas OR current Texas Registered Architect license
Strong knowledge of federal construction quality control procedures
Thorough understanding of EM 385-1-1 requirements
Experience with hazard identification, safety compliance, and sustainability practices
Ability to read, write, and communicate fluently in English
Strong leadership, organizational, and communication skills
Experience with hazard identification, safety compliance, and sustainability practices.
Valid Driver’s License must be “Real ID” compliant
Ability to read, write, and communicate fluently in English.

Skills & Abilities

Strong working knowledge of Bluebeam, Microsoft Excel, Outlook, Word, and PowerPoint.
Excellent organizational, leadership, communication, and problem-solving skills.
Thorough understanding of construction means, methods, and sequencing.
Ability to interpret construction drawings, specifications, and contract documents.
Ability to prioritize work, manage deadlines, and maintain detailed documentation.
Ability to work collaboratively with project teams, subcontractors, clients, and government representatives.
Strong attention to detail and commitment to quality workmanship.
Preferred Qualifications
Experience on USACE, NAVFAC, DoD, or other federal construction projects.
OSHA 30-Hour Construction Safety Certification.
First Aid and CPR Certification.
Experience serving in a dual QCM / SSHO role.
Work Schedule
Full-time onsite position
Monday through Friday
Typical work hours: 7:00 AM – 4:00 PM
Must be able to reliably report onsite daily in San Antonio
