ABOUT ALLCOVE: allcove™ San Mateo allcove.org/san-mateo is a youth wellness center open to ages 12 – 25 lead by Peninsula Health Care District. The center provides free to low-cost services for those looking for support. The center offers Peer Support, Family Support, Education and Employment, Physical Health, Mental Health and Substance Use services. Aside from the core services allcove San Mateo offers a safe and confidential space for youth to hang-out, do homework, attend workshops and events to connect with community.
ABOUT THE OPPORTUNITY: This is a full-time, non-exempt, in-office position. The regular schedule is Monday through Friday, 10:30 a.m. to 7:00 p.m., with occasional evenings, weekends, and adjusted hours as needed to support program operations. Bilingual English-Spanish proficiency is required.
Under the direction of the Youth Behavioral Health Program Manager (YBHPM), the allcove™ Education and Employment Specialist (EES) provides individualized education and employment support to youth ages 12–25, while promoting awareness of allcove through outreach and community engagement. The EES assists youth in achieving their educational and career goals through services such as academic planning, resume and interview preparation, college and financial aid applications, career exploration, trade and vocational pathway navigation, and employment readiness. The EES also leads the development of the education and employment service stream and supports workforce development initiatives in collaboration with the YBHPM.
KEY RESPONSIBILITIES:

- Conduct intake, orientation, and registration for youth accessing allcove services, creating a welcoming and supportive experience.
- Provide individualized education and employment coaching to help youth achieve academic, career, and employment goals.
- Assist youth with educational planning, school re-entry, college exploration, financial aid, and disability accommodations (IEPs/504 Plans).
- Support career development through resume writing, interview preparation, job search assistance, internships, volunteer opportunities, and employment placement.
- Use youth-centered, evidence-based coaching techniques to help youth identify strengths, overcome barriers, and build self-sufficiency.
- Connect youth with internal and community resources through referrals, care coordination, and warm handoffs.
- Collaborate with clinical, peer, family support, medical, and administrative staff to coordinate integrated services.
- Develop and facilitate workshops focused on education, career readiness, employment skills, financial literacy, and workforce development.
- Build and maintain partnerships with schools, colleges, employers, workforce agencies, and community organizations to expand opportunities for youth.
- Participate in community outreach, presentations, tours, and events to promote allcove services and increase community awareness.
- Assist with marketing and outreach efforts to increase awareness of education and employment services.
- Maintain accurate client records, service documentation, program data, and outcome reporting in accordance with organizational standards.
- Manage an independent caseload, appointment calendar, follow-up activities, and related administrative responsibilities.
- Maintain current education, employment, and community resource information for youth and families.
- Assist with grant deliverables, program implementation, special projects, reports, and presentations as assigned.
- Apply trauma-informed, culturally responsive, and youth-centered practices in all interactions.
- Foster an inclusive, welcoming environment that promotes belonging, resilience, and equitable access to services.
- Maintain confidentiality and comply with all applicable laws, regulations, and organizational policies.

Administrative Support:
- Prepare correspondence, reports, presentations, and program materials.
- Coordinate meetings, workshops, community events, and partner communications.
- Maintain electronic records, databases, files, and program documentation.
- Track program metrics, budgets, invoices, and grant-related information as assigned.
- Order supplies and assist with the day-to-day administrative operations of the center.

QUALIFICATION GUIDLINES:

EDUCATION:
Required: Bachelor’s Degree in social work, health promotion, public health or relevant health-related field. Will consider relevant work experience in lieu of formal education. Minimum of two years of experience in public health and health promotion, program development and working with young people, community partners and parents in a school-based setting in a professional or leadership role.
KNOWLEDGE:
Required:
Excellent working knowledge of the computer, including Microsoft Office Programs (e.g., Word, Excel, Outlook, PowerPoint), and ability to learn software programs and databases. Community outreach or success in actively engaging organizations in a program/project is required. Bilingual Spanish-English skills are required. Understanding of financial transactions. Ability to learn compliance with legal, financial and university policies and external regulations.
Preferred:
Strong understanding of Child and Adult Protective Services rules and regulations, HIPAA, Mandated reporting, and limits of confidentiality.
SPECIAL REQUIREMENTS:
- First Aid and Cardiopulmonary Resuscitation (CPR) methods; appropriate safety precautions and procedures; simple record keeping procedures.
- Must be able to successfully pass background check.
- Must have a valid Class C California driver’s license and ability to maintain insurability under the District’s Employee Use of Automobiles Policy

COMPENSATION & BENEFITS:
This is a full-time, hourly, non-exempt position (40hrs/week). Yearly compensation range of: Minimum 28 - 38/hr DOE. In addition, Peninsula Health Care District benefits include: CalPers Pension, CalPers Health, Delta Dental Plan, VSP Vision Plan and Life Insurance as well as 13 paid holidays during the year. Accrued PTO-(eligible for up to 13 days in the first year of employment).
