Full Job Description

The Health and Benefit Trust Fund, Annuity Fund, and Training Fund of the International Union of Operating Engineers, Local 94-94A-94B, AFL-CIO (“Funds”), located in New York City, is seeking a Controller. Reporting to the Executive Director, the Controller will oversee financial operations, work closely with management and the Boards of Trustees, ensure the integrity of financial records, and safeguard Funds’ assets.

The Controller will develop financial strategies that support organizational goals, improve processes through effective technology use, ensure compliance with applicable laws and regulations, oversee accounting operations, and provide timely financial analysis to support decision-making. The ideal candidate will have Taft-Hartley benefit fund experience, technical accounting expertise, regulatory knowledge, leadership capability, and strong systems proficiency appropriate for overseeing multiemployer benefit plans with approximately $2.7 billion in assets.

The Funds provide benefit administration for the membership of the International Union of Operating Engineers Local Union 94, 94A, 94B (“I.U.O.E Local 94”). The I.U.O.E Local 94 represents employees covered by collective bargaining agreements between the Union and various employers, employer associations and the City of New York with office buildings, schools, and hotels requiring maintenance of heating and air conditioning systems in the New York metropolitan area. RESPONSIBILITIES

Responsibilities include:

Financial Leadership: Develop financial strategies, provide analysis and recommendations on operations and strategic initiatives, monitor financial performance, and recommend corrective actions. Supervise accounting and finance staff, including hiring, training, mentoring, evaluation, goal setting, and performance management.
Accounting: Oversee accounting functions, including general ledger, contribution revenue recognition, accounts payable and receivable, benefit and claims accounting, payroll, interfund transactions, cash management, audited financial statements, audit schedules, annual audits, and financial forecasting.
Compliance: Ensure compliance with ERISA, U.S. Department of Labor, IRS, federal and state requirements, including coordination of Form 5500, Form 990, tax, and related filings. Work with internal and external stakeholders to support fiduciary safeguards and organizational policies.
Financial Operations: Lead month-end and year-end close processes, maintain accrual accounting, oversee reconciliations, manage treasury and cash management activities, develop and monitor budgets, analyze variances, and prepare timely financial packages for executive leadership and the Boards of Trustees.
Technology: Use accounting systems to improve reporting, reconciliations, allocations, automation, and integration with payroll and banking platforms. Identify operational efficiencies, recommend cost-saving initiatives, protect data integrity, and support cybersecurity initiatives affecting financial systems and administration systems.
Internal Control and Risk Management: Design, implement, and maintain internal control frameworks (including segregation of duties) and accounting policies and procedures. Monitor governance and approval authorities; assess financial and operational risks; remediate control deficiencies; and support audits and compliance reviews.

REQUIREMENTS

The ideal candidate will meet the following requirements:

Work Experience: Minimum of seven (7) years of increasingly responsible accounting experience, with the technical, regulatory, leadership, and systems skills needed to oversee multiemployer benefit plans with approximately $2.7 billion in assets.
Educational Background: Bachelor’s degree in accounting or finance, CPA designation preferred.
Special Skills or Credentials: Professional experience with union benefit funds or Taft-Hartley funds is preferred. Experience managing accounting teams and working with executive leadership is also preferred.
