Job Description

General Functions:

This position has responsibility in planning, coordination and program management activities that require broad discretion and strict accountability for one or more diverse and complex emergency management programs such as emergency planning, training and education, public information, disaster recovery, and duties related to complying with the planning and confidentiality requirements of Chapter 252 of the Florida Statutes regarding the special needs program. Reports to the Assistant Emergency Program Manager, who reviews work for compliance with established policies and procedures and desired results.

Representative Duties/Assignments:

Develops, delivers and designs Public information and outreach programs relating to disaster preparedness, response and recovery for businesses and citizens countywide.
Administers and processes all local, state and federal emergency management training requests and coordinates course attendance for county and municipal officials, public safety personnel and volunteer organizations.
Coordinates, designs, facilitates and evaluates multi-jurisdictional disaster preparedness exercises which test continuity of government procedures, determining the plans effectiveness and functionality.
Develops and implements a Neighborhood Emergency Preparedness Program.
Provides program administration and coordination with the OC Health & Community Service Division in further developing Orange County's Special Needs Program, to include identification of additional shelters, training for shelter staff, incorporation of Home Health Care agencies into plans, etc.
Establishes, implements and manages a training program for Emergency Coordinating Officers.
Designs, develops and implements emergency planning seminars for small businesses.
Coordinates and conducts mall expos and other types of public presentations relating to emergency preparedness.
Assists in planning, developing, and delivery of seminars/workshops for Health Care Facilities' staff regarding planning requirements and County's review process.
Develops and maintains scripted All Hazards public awareness and education presentations for Office use.
Designs, develops and disseminates Hazard specific such as Hurricane Brochures, coordinate production of multi-lingual capabilities for brochures, identify and coordinate with various outlets for dissemination, such as County Tourism Office.
Develops, coordinates and manages an Emergency Management Public Information Program; coordinating the dissemination of same with all media outlets, businesses and public sources.
Analyzes and interprets proposed legislation, documents of technical and non-technical nature, emergency response plans, etc. to develop and provide recommendations and/or impact statements regarding Orange County for the Director and Assistant Director.
Serves as EOC staff member for the Emergency Operations Center, when activated during emergencies.
Assists in writing and processing grant applications for Federal, State, and Local funding programs.
Serves as the representative on a variety of State and County Committees or Task Forces such as the State Special Needs Force.

Minimum Qualifications:

Bachelor's degree from an accredited institution in Communications, Business Administration, Public Administration, or related field and four years experience in public information, education, training, emergency management or an equivalent combination or relevant experience, training, or education.

Must posses and maintain a valid Florida Driver's License in order to operate county vehicles in related job duties. This position is subject to 24-hour call, in case of a disaster event and/or a threat to public safety.

Preferences:

CEM Certification preferred.

Pay Grade: 015 - From $25.00 to $39.98
FLSA Status: Exempt
