Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $81,600 to $97,000/year. The full salary range for this position is $81,600 to $147,800/year.

UCSB Global Studies is an established interdisciplinary department focused on preparing students to be active global citizens. Our curriculum provides a broad background in world history, politics, culture, and economy that will equip students to “think globally” and prepare them for the challenges of the 21st century. Our talented and diverse faculty have knowledge of multiple regions of the world, are interested in global integration of ideas, and are committed to using global thinking to transform world problems. We have a robust and growing undergraduate major with over 400 majors. UCSB’s Master of Arts (MA) in Global Studies is an innovative two-year degree program, which provides hands-on interdisciplinary research training. Alumni from our MA program have gone on to build meaningful careers in civil-society work, including media, socially responsible business, government, environmental protection, policy-research, economic development, local and international NGOs, education, law, and academia. Our PhD Program is a stand-alone degree (approximately 5-6 years), the first of its kind at a Tier-1 Research University in the United States, and the first within the University of California system. It provides a unique interdisciplinary degree for students who wish to study global issues such as conflict, immigration, human rights, environmental sustainability, global cultures, diasporas, and development from an interdisciplinary perspective.

Brief Summary of Job Duties:
The Business Officer is responsible for the full range of management functions for the Global Studies Department encompassing administration, financial management, contract and grant administration, staff and academic personnel, academic and student support services, technical support services, purchasing, facilities maintenance and renovation, instructional resources and safety programs. Develops and implements operating policies and procedures as they relate to overall department goals and objectives. In this capacity, independently solves problems requiring interpretation of a wide variety of federal, state, and campus policies. These responsibilities, therefore, require thorough knowledge of University, state, and federal regulations, policies, guidelines, and procedures, as well as the use of considerable judgment and tact in problem solving and decision making. Handles confidential faculty and staff matters for the department and ensures compliance with the implementation of diversity guidelines and procedures. Provides continuity with regard to department policies and long range goals and develops strategies for implementation. Interprets, implements and insures compliance with staff personnel policies and collective bargaining contracts. Serves as the liaison between the department and external agencies by responding to and recommending a course of action with respect to various inquiries and problems as they may arise.

30% General Administration - The Business Officer has full responsibility for the complex, multi-functions of the Department of Global Studies. Responsible for all management functions necessary for the conduct of teaching, research, and performance missions of the Global Studies, its undergraduate program, PhD emphasis in Global Studies, Masters of Arts in Global Studies, and PhD program. The Department provides research support for visiting scholars from around the globe, hosts academic and cultural events involving faculty, students, guest speakers, and public officials and figures, through conferences, seminars, workshops, and lecture series, on campus, in the community, and internationally. Advises and assists the department chair in all aspects of operations. Provides administrative analysis in all aspects related to operations, budgets, grants/awards, accounting, payroll, space and personnel, and has full functional responsibility for planning, directing, controlling and evaluating the organizational structures, policies, procedures, practices, and cost benefit studies for the Global Studies Department. Provides oversight and administrative leadership in the areas of budget, financial management, contract and grant administration, staff and academic personnel and payroll, instructional program administration, space utilization, facilities and equipment management, and program planning. Actively participates and advises academic leadership in analysis and implementation of both short-term and long-range planning. Oversees academic student affairs. Supervises all support staff. These responsibilities require thorough knowledge of University, State, and Federal regulations, policies, guidelines and procedures. Develops and implements operating policies and procedures as they relate to overall goals and objectives, and interprets policies for faculty, staff, and students. Requires considerable initiative, independent judgment, and professional orientation. Strong problem solving, organizational, verbal and written communications skills required. Serves as the department liaison to other campus/off-campus academic and administrative units/agencies. Represents the department at campus meetings. Maintains broad knowledge of university policies, procedures, and their current interpretations. Assesses and analyzes the effects of changes in policies and procedures on department operations and implements appropriate modifications as required. Executes sound judgment and tact in problem-solving and decision making. Handles confidential faculty and staff matters and ensures compliance with and implementation of affirmative action guidelines and procedures. Provides consultation and advice to the Chair and faculty and staff on University, State, and Federal regulations, policies, guidelines and procedures. Attends faculty meetings, helps set agenda and coordinates minutes.

30% Financial Management - The Business Officer is responsible for the supervision of the financial affairs of the department, deriving from multiple funding sources including state and federal monies, as well as extramural funds in the form of both grants and gifts. Extramural funding includes several multi-year grants/gifts in addition to the management of all aspects of research support and programming needs for 2 Endowed Chairs. Projects and monitors expenditures within the department operating budgets, gift and grant accounts, and a variety of one-time allocation accounts (e.g. faculty start-up and retention funds, Instructional Development, and L&S computer funds). In consultation with the Chair, provides fiscal priorities as well as long-range planning in the budget. Responsible for overseeing the program financial affairs, including monitoring allocations, expenditures, and ensuring compliance to campus, state and federal agencies for all fund sources. Oversees funding of events (multiple lectures and several multi-day workshops and conferences per year) and jointly funded events with other departments. Establishes, monitors, maintains, updates, and insures compliance of department policies and procedures in conjunction with established campus and systemwide policy. Authorizes expenditures of funds and has signature authority for all department support budget functions. Must report on all financial matters. Has responsibility and authority to identify administrative areas for analysis, to develop plans for necessary changes, and to implement those changes. Maintains an ongoing review of financial goals, and evaluates their degree of attainment. Identifies anomalies in data, defines problems behind them, and devises solutions. Prepares the Temporary Faculty/TA FTE and the Summer Sessions teaching and budget requests in consultation with the Chair, including recommendations of course assignments, visiting appointments, and preparation of the budget request. Responsible for supervising the day-to-day processing of financial transactions via payroll transactions, reimbursements, recharges, purchasing, travel, and equipment inventory. Advises faculty on policy regarding budgets, fellowships, and grant requests; establishes procedures for submissions of applications and reports; and is responsible for the administration of such university-funded budgets as Instructional Development grants, Faculty Research grants, and extramural grants. Monitors all contract and grant activity to ensure compliance with regulations established by the granting agency and the Sponsored Projects Office. Works with faculty to develop proposals and related budgets; advises faculty on alternative funding possibilities and campus funding resources.

25% Personnel Management - ACADEMIC PERSONNEL Responsible for all aspects of academic personnel for 17 permanent faculty, including 2 Endowed Chairs, lecturers, Visiting Researchers, several visiting faculty members each year, and TA/Reader appointments. Responsible for permanent ladder faculty recruitment, appointments, retentions, leave requests, promotion and merit review, faculty retirement, and additional compensation. Maintains confidential and non-confidential files for academic appointments. Writes drafts of exception and appointment letters. Analyzes individual cases, interprets and applies policies and procedures, recommends appropriate course of action. Ensures compliance with appropriate campus collective bargaining agreements including Unit 18, academic personnel, and affirmative action policies. Provides consultation and advice to the Chair and faculty regarding academic personnel policies. Ensures information presented in personnel cases is accurate, supporting material is appropriately prepared and deadlines are met. Provides assistance to the Chair on processes such as teaching assignments, visiting appointments, TAships and readerships for yearly and Summer Sessions Curriculum Plan. Consults and works closely with Chair and faculty regarding new academic FTE. Directs travel and reimbursement to prospective new faculty. Oversees the administrative aspect of the recruitment, advertising, meeting affirmative action guidelines and ensuring that overall general procedures are followed. Works closely with the final candidate and Chair to develop a start-up package, including equipment, summer salary, research support, space needs and housing support. Oversees and coordinates all administrative aspects of the Visiting Faculty, Fellows, Speakers and other academic appointments. Adheres to all relevant regulations governing personnel actions and is responsible for developing procedures that carry out related program and university policy. Maintains a broad knowledge and functional understanding of all academic personnel policies and procedures. STAFF PERSONNEL The Business Officer supervises the recruitment, training, and evaluation of all staff regardless of funding sources; ensures that staff understand and adhere to department and University policies and procedures. Oversees all recruitment, hiring, and payroll for the Department's 4 permanent staff and 3+ student staff. Monitors hours of limited appointments, and insures that casual staff hired to assist with lectures, conferences, and workshops are hired in accordance with UC policy and adhere to workload limitations for students. Evaluates staffing needs in the department, monitors workloads, establishes office procedures and work standards, and reallocates workload & FTE as necessary. Supervises maintenance of files, leave-reporting records, oversees UC Path preparation for career, casual and student staff.

10% Student Affairs - Responsible for the supervision of the student affairs function of the program. This consists of undergraduate affairs serving approximately 400 majors, and graduate affairs serving approximately 30 students. The Business Officer is responsible for overseeing the instructional budget and ensuring that all campus policies are followed. UNDERGRADUATE STUDENT AFFAIRS Supervises all undergraduate functions including curriculum scheduling, course evaluations, degree checks for each graduating major, preparation and updates to the General Catalog. Responsible for insuring all campus policies regarding advising, scheduling, curriculum changes, and graduate degree requirements are followed. GRADUATE STUDENT AFFAIRS Supervises graduate student academics, admissions, awarding of financial support in the form of fellowships, tuition waivers, TAships, Readerships, block grant disbursements, and internship support from gift funds. The department awards approximately $250,000 in fellowships and internship support from gift and block grant funds each academic year.

5% Space Management/Facilities/Equipment - The Business Officer allocates offices to faculty, staff, teaching assistants, and visiting personnel. Prepares space request to obtain additional temporary and permanent space, recommends building modifications to the Chair, administrative committees and oversees construction operations. Considers departmental equipment needs, prepares recommendations and justification for purchase of office, classroom, and computing equipment. Responsible for inventory of all departmental space and equipment. Acts as department liaison with Physical Facilities and outside contractors and vendors.
