Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $123,000 to $155,796/year. The full salary range for this position is $123,000 to $237,800/year.

Brief Summary of Job Duties:
The Director of Human Resources Information Systems (HRIS) and UCPath Organizational Manager reports directly to the Associate Vice Chancellor and Chief Human Resources Officer, with a dotted-line relationship to the Vice Chancellor for Administrative Services. The position provides strategic HR technology leadership and operational oversight for the campus' HCM software. The Director leads the HRIS team, prioritizing both the functional and technical solutions that support continuous improvements for several platforms, including UCPath and ServiceNow. In this capacity, the position applies advanced organizational development concepts to identify and resolve complex issues that are diverse in scope while leading workforce administration, data analytics, and strategic initiatives for campus staff. This includes leading the assessment of UCPath-related organizational challenges and developing solutions that enhance performance across central offices, including Academic Personnel, Budget, Business & Financial Services (BFS), and HR. The Director represents the campus in a number of system-wide efforts, while coordinating escalated case management and operational alignment with the UCPath Center. Furthermore, the role manages the integrity of staff appointment data and Position Management within UCPath, overseeing many aspects of the lifecycle of staff employees. The position directs data analytics and reporting by leading the development of high-level dashboards to provide actionable insights while ensuring strict adherence to data privacy regulations and internal controls. As a supervisor of a team of analysts, the Director oversees cross-functional training programs and communication and formulates strategies with a high degree of autonomy. The work requires frequent problem-solving and the evaluation of variable factors to manage projects of campus-wide scope with significant organizational impact.
Required Qualifications:
Bachelor’s degree in HR, Information Systems, Business, or a related field, or equivalent combination of education and experience
4 to 6 years of HRIS experience in a large-scale, multi-entity environment
4 to 6 years of leadership experience with a proven ability to build team buy-in, foster trust, accountability, and professional growth, and drive results through sound decision-making
Expert knowledge of PeopleSoft
Proficiency in data querying and visualization tools such as Tableau or Power BI
Strong understanding of HR processes, payroll, HRIS, data governance, and compliance requirements
Knowledge of federal and state laws and regulations across core HR and payroll functions
Advanced knowledge of organizational development and effectiveness, including theories, models, and interventions
Advanced knowledge of project management principles, best practices, risk implications, and large-scale initiative leadership
Ability to assess campus and business needs related to process improvement, organizational structure, and organizational effectiveness, particularly in the UCPath environment
Ability to translate senior leadership vision into actionable work plans aligned with operational priorities, culture change, and process improvement goals
Strong communication, collaboration, stakeholder management, and relationship-building skills
Ability to explain complex technical concepts to non-technical audiences and communicate effectively with technical and non-technical personnel at all levels

Job Functions and Percentages of Time:
35% Strategic Leadership - Management of HRIS Team: Provide strategic oversight of the HRIS Center of Excellence (CoE), ensuring governance, system integrity, and alignment of HR technology with organizational goals and compliance requirements. Lead cross-functional collaboration to optimize HRIS processes, drive continuous improvement, and ensure effective delivery of HR data, reporting, and system capabilities to stakeholders. Oversee HR data stewardship and the development and governance of HR data dashboards to ensure data accuracy, consistency, and actionable workforce insights for leadership decision-making. Act as the primary point of contact and subject matter expert for UCPath (Peoplesoft), providing ongoing support and guidance to internal stakeholders. Roadmap Planning: In partnership with ITS PMO and UCPath Center, develop a long-term strategy for system upgrades and location implementation/input. Liaison Duties: Serve as the primary contact between HR and ITS, APO and BFS to ensure system architecture supports campus-wide needs and leverage UCPath capabilities to drive efficiency, automation, and innovation.

25% Operational Alignment of Shared UCPath Activities - Applies wide-ranging experience and proficiency in organizational development, effectiveness, business process analysis and strategic planning to UCPath-operational alignment projects that involve multiple stakeholders and multiple organizations. Applies advanced professional concepts to recommend and facilitate organizational improvements ensuring alignment with organizational strategy. Provides guidance to management in responding to issues. Functions as a subject matter expert with a strong understanding of the priorities of senior leaders and the organization. Leads the assessment of UCPath-related organizational issues, and develops solutions to enhance organizational performance aligned with the objectives of central campus offices. Provides analysis for moderate to highly complex, issues that require escalated case management, problem-solving, and operational alignment between the UCPath Center, campus departments, and the central campus offices of Academic Personnel, Budget, Business & Financial Services, and Human Resources. Consults with leaders, departments, and user groups to address root causes of organizational effectiveness issues using a systematic approach. Serves as a liaison for UCPath related issues with the UCPath Center as well as other UC locations. Data Governance and Analytics: Develop and implement governance processes and standards to ensure data integrity, security, and compliance within the UCPath environment. Lead the resolution of complex technical issues and system-related challenges, working closely with cross-functional teams to implement effective solutions. Direct the production of mandatory and other requested reports Partner with ITS to build dashboards for campus stakeholders. Establish protocols for data entry to ensure clean records across campus. Work closely with IT and cybersecurity teams to maintain the highest standards of data security and privacy compliance throughout all HRIS initiatives. Process Optimization and Compliance: Provide strategic direction and recommendations for the continuous improvement of HR processes and functionalities within the UCPath system. Redesign manual paper processes into automated digital workflows.
20% UCPath Coordination for Functional Owners - Provides guidance to management and senior leaders in responding to issues. Functions as a subject matter expert with a strong understanding of organizational priorities. Establishes work plans to ensure best practices and internal procedures to achieve excellent customer service, aligned with the objectives of central campus offices of Academic Personnel, Budget, Human Resources and Payroll. Translates central campus guidance into appropriate organization strategies and practices. Assigns work, reprioritizes work when needed, monitors work assignments and work progress of contractor SMEs and UCSB staff assigned to support UCPath-related projects. Undertakes a variety of functional, technical, communication, and logistical responsibilities in the execution and implementation of assigned projects. Interacts and may serve as the coordinating point between senior internal staff (UCPath Governance Committee, Strategic Advisory Committee, Project Sponsors, other stakeholders) and external personnel (UCPath Center, PMO, vendors, other UC locations). Oversees the resolution of important and urgent requests to/from the campus for UCPath topic specific items and/or ongoing matters. Supports the staff in Academic Personnel, Budget, Business & Financial Services, Human Resources and other central campus offices (i.e., Financial Aid, Parking Services, ETS) where project management and cross coordination between the UCPath Center and the central campus office is required. The position coordinates and oversees cross functional efforts in communication to UCPath functional users, stakeholders, sponsors, and other constituent groups. Serves as the gatekeeper and editor for campus communications distributed via [email protected] from the central campus offices.
10% Coordination of UCPath-related Training & Communication - The position oversees the project plan for delivery of on-going training to support the campus' strategic training objectives for UCPath. The position coordinates and oversees cross functional efforts in training UCPath functional users. Works with campus UCPath trainers to maintain a consistent and repeatable training program that can be sustained in future years with minimal support. Ensures that training is aligned with organizational strategy. Monitors UC-wide UCPath training materials and ensures that content changes and system changes are reflected in local training materials. Works together with campus and UCPath SMEs to maintain up-to-date training materials, and works with LMS Administrator to implement eLearning courses in the campus UC Learning System. Standardizes the distribution and communication of alerts/notices received from the UCPath Center. Drafts on-going and periodic UCPath-related campus communications in collaboration with appropriate stakeholders and central campus offices. Serves as the gatekeeper and editor for the UCPath website. Coordinates website updates, track new and expiring content, and works with UCPath web contacts in the central campus offices to maintain an up-to-date website. Provides logistical and meeting support for governance groups (i.e., Steering Committee, Sponsors, and Strategic Advisory Committee). Training and Change Management: Coordinate communications to roll out system changes without causing change fatigue among the campus community.
10% Future State Planning - Facilitates process for leaders to implement changes needed to improve functional performance. Leads the HRIS future state effort, prioritizing technical solutions and researching emerging HR technologies to recommend campus improvements. Identifies and resolves complex issues that are diverse in scope while leading workforce administration and strategic initiatives for campus staff.
