Brief Summary of Job Duties: The Office of Strategic Asset Management (SAM) at UC Santa Barbara provides leadership and a broad range of professional services to support vital campus development initiatives, including physical planning, environmental assessment, and long-range development for all campus projects. SAM manages a diverse real property portfolio that includes agricultural, institutional, research, residential, and commercial assets, which are administered in direct support of the University's educational mission. Its core functions encompass the development and management of on-campus and off-campus leasing programs, the administration of complex contracts, and the oversight of faculty and staff housing communities. Furthermore, SAM facilitates third-party development partnerships, oversees the due diligence process for acquisitions, and manages specialized licensing programs, including telecommunications and retail.
Within this strategic framework, the Real Estate Leasing Officer is a vital member of the Office of Strategic Asset Management. Reporting to the Executive Director, this role is responsible for the professional administration of leases, day-to-day management, and operational oversight of properties and contracts owned or acquired by the University. The Officer ensures that all real estate operations and transactions incorporate facilities management requirements and cost accounting principles while remaining in strict compliance with University of California (UC) policies and campus regulations, directly in support of the University's educational mission.
Required Qualifications:
Must have a Real Estate License in the State of California
Bachelor's degree or equivalent combination of education and experience.
4-6 years of professional experience in a related area/field.

Job Functions and Percentages of Time:
35% Legal Instrument Development & Lease Management - Negotiate, draft and review contracts related to University real property, including lease agreements, license agreements, easement agreements, and tenant improvement and work agreements. Administer lease agreements, license agreements, easement agreements, joint development agreements, and other real property-related agreements to ensure adherence to terms and conditions, including those related to tenant improvements, termination, option exercise, and payment obligations. Protect University rights and ensure compliance with University obligations under real property contracts and title matters.
Coordinate with the University’s Campus Counsel for the execution of leases and other instruments, as required. Serve as the office of record for real property documents.
30% Fiscal Administration & Property Accounting - Conduct basic financial analysis in support of real estate transactions to support decision-making efforts. Responsible for the tracking, paying, and disputing of property taxes, as well as researching potential tax exemptions for University-held assets. Manage the specialized financial needs of unique holdings, including the oversight of rents, deposits, and detailed financial reporting.
Participate in the development of operating budgets; complete required operational forecasts, budget analyses, and reports regarding property activities and trends. Maintain and manage accurate operational accounting for each individual property within the portfolio. Oversee and track insurance requirements and compliance for both University properties and their respective tenants.
20% Property Management, Operations & Asset Oversight - Provide project management and real estate expertise in the oversight of the University’s real estate assets. Manage UCSB real property leased or licensed to non-University parties.
Administer all real property-related agreements to ensure absolute adherence to terms, specifically regarding tenant improvements, termination clauses, option exercises, and payment obligations.
Respond to, evaluate, and address all issues related to the maintenance and repair of University property. Interface directly with landlords and lease administrators to resolve enforcement issues and outstanding maintenance requests. Resolve operational items with tenants and follow up with landlords to ensure all deficiencies are corrected.
10% Academic & Departmental Liaison - Coordinate leasing requests from various campus units, evaluating the viability of these requests and recommending preferred operational alternatives to senior management. Secure formal letters of commitment from departments requesting leases to ensure departmental alignment and financial responsibility.
5% Due Diligence for Potential UC Acquisitions - Support the due diligence requirements for potential UC acquisitions, ensuring prospective properties meet University standards and policies. Coordinate the procurement and review of essential reports, appraisals, inspections, seismic reports, ADA reviews, and code compliance/safety inspections. Assist the Real Estate Services team in serving as the office of record for all land title issues and other issues of record connected with campus real property. Research and correct deficiencies in title. Respond to and evaluate issues related to easements and rights of way. Advise campus constituents regarding existing easements and the potential implications of the issuance of new easements.
