The City of Santa Clarita is hiring one position in the City Manager’s Office at either an Administrative Analyst or Project Development Coordinator level, depending on skill level and qualifications. Under the direction of the Intergovernmental Relations Officer, this position serves as the City’s primary coordinator for the emergency management program, including Emergency Operations Center (EOC) readiness, training, exercises, emergency planning, regional coordination, and disaster response preparedness. In addition, this position will also support strategic City Manager’s Office initiatives, such as legislative research, grant coordination, executive reports, organizational projects, and cross-department initiatives. This position requires the ability to work nights, weekends, holidays, and extended hours during emergencies, as needed.
Administrative Analyst Duties and Responsibilities:
- Coordinates the day-to-day administration of the City's emergency preparedness and emergency management programs
- Assists in developing, maintaining, and updating the City's Emergency Operations Plan (EOP), departmental emergency procedures, and other emergency planning documents
- Coordinates the City’s Emergency Operations Center (EOC) readiness activities, including, but not limited to, maintaining resource information, contact lists, emergency documentation, and operational procedures
- Assists with planning, organizing, and coordinating Citywide emergency preparedness training, tabletop exercises, functional exercises, drills, and employee preparedness programs
- Coordinates meetings with City departments, regional agencies, public safety partners, schools, utilities, nonprofit organizations, and other stakeholders to support emergency preparedness initiatives
- Researches emergency management best practices, applicable regulations, and emerging trends; prepares recommendations to improve organizational readiness and resilience
- Assists with emergency grant applications, reimbursement documentation, reporting requirements, and grant compliance
- Maintains emergency management records, preparedness documentation, corrective action plans, and project tracking systems
- Assists during EOC activations and other emergency incidents as assigned
- Researches proposed legislation, public policy issues, grant opportunities, and emerging trends affecting local government
- Assists in preparing legislative summaries, executive briefing materials, and recommendations for City leadership
- Coordinates meetings, agendas, follow-up activities, and implementation efforts related to legislative and intergovernmental initiatives
- Assists with the preparation, administration, monitoring, and reporting of grants supporting City priorities
- Monitors consultant agreements, budgets, grant expenditures, and related administrative documentation
- Prepares executive reports, staff reports, City Council agenda materials, correspondence, presentations, briefing papers, and other written communications
- Maintains current knowledge of new trends and innovations in the field of emergency preparedness, disaster relief, and legislation; participates in professional development
- Represents the City Manager's Office at meetings, workshops, community events, and regional committees as assigned
- Develops and maintains collaborative working relationships with City departments, governmental agencies, community organizations, consultants, and members of the public
- Responds to inquiries, researches issues, and provides information regarding assigned programs and projects
- Performs other related duties as assigned
Project Development Coordinator Duties and Responsibilities:
In addition to the job duties and responsibilities listed for the Administrative Analyst, this level
- Serves as project manager for the City's emergency preparedness and business continuity programs, independently managing complex, multi-department projects from planning through implementation
- Leads the development, implementation, evaluation, and continuous improvement of the City's EOP, recovery plans, and related emergency management programs
- Develops long-range project implementation strategies, work plans, schedules, performance measures, and resource requirements for major emergency management initiatives
- Plans, directs, facilitates, and evaluates Citywide emergency preparedness exercises, EOC training, drills, and activations; prepares after-action reports and oversees implementation of corrective actions
- Coordinates complex emergency preparedness initiatives with City departments, Los Angeles County, Cal OES, regional emergency management organizations, public safety agencies, school districts, utilities, nonprofit organizations, and other governmental partners
- Administers consultant contracts, professional service agreements, grant-funded projects, and project budgets; develops scopes of work, evaluates consultant proposals, monitors contract performance, and ensures compliance with contractual and grant requirements
- Conducts complex organizational, operational, and strategic analyses; evaluates alternatives, identifies organizational risks, and develops recommendations for City leadership
- Represents the City Manager's Office before regional committees, interagency working groups, professional organizations, and community stakeholders on emergency management and assigned strategic initiatives
- Evaluates emerging legislation, technologies, best practices, and industry trends affecting emergency management and municipal operations; recommends program enhancements and long-range strategic improvements
- May provide technical leadership and project direction to assigned staff, consultants, contractors, and cross-functional project teams to ensure successful project completion
Administrative Analyst Education and Experience:
- Bachelor’s Degree in Emergency Management, Business Management, Public Administration, Public Policy, Communications, or a related field
- Experience with public speaking is desirable
- Experience in emergency preparedness, emergency operation center functions and activations, coordinating emergency services and/or related programs is desirable
- Experience in legislative analysis and intergovernmental relations is desirable
- Possession of, or ability to obtain, a valid Class C California driver license
Project Development Coordinator Education and Experience:
- Bachelor’s Degree in Emergency Management, Business Management, Public Administration, Public Policy, Communications, or a related field
- Three years of increasingly responsible experience in project management or related field, including one year of supervisory experience
- Experience in emergency preparedness, emergency operation center functions and activations, coordinating emergency services and/or related programs is highly desirable
- Experience with public speaking is highly desirable
- Experience in legislative analysis and intergovernmental relations is highly desirable
- Possession of, or ability to obtain, a valid Class C California driver license
- Knowledge of emergency management principles, including Incident Command System, Standardized Emergency Management System, National Incident Management System, EOC operations, emergency planning, business continuity, disaster recovery, preparedness, mitigation, response, and organizational resilience
- Knowledge of the county, state, and federal legislative process
- Ability to independently organize, prioritize, coordinate, and complete multiple complex projects simultaneously while balancing competing priorities, deadlines, budgets, and stakeholder expectations
- Ability to gather, analyze, interpret, and synthesize complex operational, legislative, financial, and technical information into practical recommendations for City leadership
- Strong written skills with the ability to prepare executive reports, presentations, briefing papers, grant applications, policies, emergency plans, and City Council staff reports
- Strong verbal communication skills with the ability to clearly present complex emergency management concepts, plans, and procedures to audiences of all sizes
- Knowledge of project management and grant administration
- Ability to represent the City of Santa Clarita in a professional, positive, and effective manner
- Ability to work both independently and collaboratively and function as an integral part of a cohesive team
- Builds and maintains collaborative working relationships with City leadership, City departments, elected officials, agency representatives from all levels of government, regional agencies, consultants, community organizations, business groups, private sector partners, the media, and the public
- Ability to facilitate meetings, lead multidisciplinary workgroups, influence without formal authority, and successfully coordinate projects involving diverse stakeholders
- Strong organizational skills with strong attention to detail, follow-through, documentation, and the ability to anticipate project needs before issues arise
- Ability to exercise discretion, political awareness, sound judgment, and professionalism when handling confidential or sensitive assignments during routine operations and emergency situations
- Strong computer skills and proficiency in Microsoft Outlook, Word, and Excel
- Knowledge of public relations, marketing, social media platforms, and mass communications principles
- Ability to lift, drag, and push files, paper, and documents weighing up to 25 pounds is required

Compensation includes enrollment in California Public Employees’ Retirement System as a replacement for Social Security plus a competitive benefits package. All appointments are made at step 1 of the salary range unless otherwise authorized by the City Manager.
