Job Overview

Seeking an experienced Associate Civil Engineer to serve as a Project Manager for public agency clients. This role involves managing projects of moderate complexity, coordinating multidisciplinary teams, and serving as a primary liaison between Transtech and client agencies.

The ideal candidate combines strong technical expertise with the ability to independently manage scope, schedule, and budget.

Key Responsibilities

Manage public works projects from initiation through construction
Serve as Project Manager for municipal clients
Prepare and oversee plans, specifications, and cost estimates
Review development projects, traffic studies, and engineering reports
Coordinate with clients, contractors, and regulatory agencies
Monitor project budgets, schedules, and deliverables
Prepare staff reports, technical memoranda, and presentations
Evaluate change orders, RFIs, and construction issues
Ensure compliance with local, state, and federal regulations

Project Types

Capital Improvement Programs (CIP)
Roadway, intersection, and traffic improvements
Public facility design and rehabilitation
Private development review and entitlement support
Stormwater, NPDES, and environmental compliance

Minimum Qualifications

Bachelor’s degree in Civil Engineering
4+ years of progressively responsible experience
California Professional Engineer (PE) license (required)
Experience working with public agencies or as a consultant

Core Competencies

Strong analytical and problem-solving skills
Ability to interpret plans, specifications, and engineering data
Effective written and verbal communication
Proficiency in Microsoft Office and familiarity with AutoCAD/Civil 3D

Role Differentiator

This position operates with significant autonomy and is expected to manage projects with minimal oversight while mentoring junior staff.

Pay: $144,487.00 - $195,058.00 per year
