THIS POSITION REQUIRES FULL-TIME, ON-SITE PRESENCE IN SANTA FE.

The New Mexico Department of Finance and Administration (DFA) is the state's central fiscal agency, responsible for oversight of state and local government financial operations. The Local Government Division (LGD) provides financial oversight, technical assistance, and grant administration to New Mexico's local governments, including municipalities, counties, and special districts. The Legislative Grant Management Bureau (LGMB) is committed to supporting the development and revitalization of communities across the state through full lift-cycle administration of grants funded by the New Mexico Legislature.
Why does the job exist?

LGMB is a dynamic bureau dedicated to managing and overseeing capital outlay projects and legislative appropriations effectively. We work collaboratively with grantees, legislative staff, and other stakeholders to ensure the efficient allocation and utilization of funding for critical infrastructure projects across various communities. The Legislative Grant Management Supervisor will play a pivotal role in assisting the LGMB Bureau Chief in managing, tracking, and providing guidance on capital outlay projects and legislative appropriations. This position will involve coordinating training opportunities, creating tracking mechanisms, troubleshooting issues, and collaborating with various departments and external partners to facilitate project success.
How does it get done?

The Legislative Grant Management Supervisor will directly supervise Legislative Grant Managers in day-to-day operational oversight. The Supervisor will manage the grant life cycle to include training grant managers in the Project Accountability Reporting System (PARS). Supervisor will track capital outlay projects and legislative appropriations throughout the year, ensuring compliance with funding requirements and deadlines. Assist in developing and implementing training opportunities and materials for legislative staff and grantees, covering topics such as capital outlay processes, funding mechanisms, and project management best practices. Work with the LGMB Bureau Chief to provide guidance and troubleshooting assistance to grantees and legislative staff on capital outlay and legislative issues as they arise, offering one-on-one support as needed. Update the organization's website with relevant information, deadlines, presentations, policy changes, and other pertinent updates related to capital outlay projects and legislative appropriations. Work closely with Administrative Services Department, LGD Leadership and local government grantees to oversee projects and provide support to related communities. Provide administrative support to upper management, including budget analytics, presentation creation, document preparation, and form development. Serve as an analytical resource during legislative sessions, assisting with Fiscal Impact Reports and other special projects as assigned.

Minimum Qualification

Bachelor's degree and five (5) years of relevant experience as it relates to the essential duties of the position. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling nine (9) years may substitute for the required education and experience.

State issued ID or Driver's License.

Working Conditions

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive computer and phone usage. The position requires regular communication with local government officials via phone, email, and video conference. Some in-state travel may be required to conduct site visits or attend trainings and meetings. Work is primarily performed during standard business hours.
