Why does the job exist?
The Behavioral Health Quality Analyst will:
Support the Behavioral Health Services Division (BHSD) by monitoring, reporting, and analyzing trends related to Medicaid and non-Medicaid behavioral health programs;
Track behavioral health delivery system performance, evaluate existing data trends, and coordinate required compliance reporting;
Ensure reports align with required monitoring protocols from the Substance Abuse and Mental Health Services Administration (SAMHSA), Centers for Medicare and Medicaid Services (CMS) or other federal partners which are associated with Serious Mental Illness (SMI), Serious Emotional Disturbance (SED), and serious Substance Use Disorder (SUD) conditions amongst beneficiaries of New Mexico's behavioral health programs;
Prepare and maintain recurring and ad-hoc administrative and performance reports to ensure data transparency for internal staff, executive leadership, legislative oversight bodies such as the Legislative Finance Committee (LFC), and external stakeholders;
Provide essential technical and administrative support for the Mental Health Statistics Improvement Program (MHSIP) and Consumer Satisfaction Project (CSP).
How does it get done?
The Behavioral Health Quality Analyst is responsible for:
Data compilation and reporting:
Developing and maintaining recurring behavioral health performance spreadsheets, tables, and data summaries to present complex data sets in a clear, accessible format for internal staff, legislative entities, and external partners.
Compliance monitoring:
Tracking reporting timelines, business rules, and compliance mandates established by state and federal partners.
Program evaluation and project management:
Coordinating the overarching project deliverables of the Mental Health Statistics Improvement Program (MHSIP) and Consumer Satisfaction Project (CSP)
Managing timelines
Running stakeholder meetings
Drafting agendas and official minutes
Tracking survey project progress and preparing data presentations and project reports
Data Quality Assurance:
Validating, reconciling, and verifying complex behavioral health data from multiple sources ensuring data integrity, accuracy, consistency, and standard methodology documentation
Stakeholder Information Sharing:
Coordinating with division staff, Managed Care Organizations (MCOs), state agencies, and contracted vendors to collect data, resolve reporting discrepancies, and disseminate data insights to inform program staff and partners

Minimum Qualification
High School diploma or equivalent and two (2) years of experience directly related to the position in providing GIS support, research, statistics, computer science, data analysis, accounting, auditing, finance, economics, business, public administration, budgeting, management, and/or systems analysis or related professional certification as determined by the hiring agency. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling two (2) years may substitute for the required experience.
Employment Requirements
Must possess and maintain a valid driver's license.
Must obtain a Defensive driving certification.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage with extended periods of sitting.
