Full Job Description

HTE is seeking a detail-oriented Project Analyst to serve as the financial backbone of our project delivery team. This role owns job cost tracking, change order accounting, budget management, and profitability reporting across a portfolio of high-voltage utility construction projects — and prepares accurate, timely billings under both Time & Materials (T&M) and fixed-price (lump sum) contract structures. The ideal candidate bridges field operations and accounting, translating raw job data into clear financial visibility for project managers and executive leadership.

This position is well suited to someone who wants ownership over the numbers behind the work — not just recording costs after the fact, but flagging variances, projecting profitability, and making sure every dollar earned in the field gets billed and collected.

Key Responsibilities:

Job Cost Tracking & Reporting

Maintain accurate, up-to-date job cost records across labor, materials, equipment, and subcontractor costs for all active projects.
Reviewing field-reported costs (timesheets, material tickets, equipment logs) against the accounting system on a weekly basis.
Produce weekly/monthly job cost reports comparing actual costs to budget by cost code (labor, material, equipment, sub, other).
Identify and escalate cost variances, trending overruns, or unusual cost activity to project managers and leadership.

Change Order Management

Track all change order requests (COs) from initiation through client approval, maintaining a current CO log for every project.
Support pricing and documentation of change orders, working with project managers and estimating to substantiate cost and scope impacts.
Ensure approved change orders are properly reflected in project budgets, contract values, and billing schedules before work proceeds where required.
Maintain backup documentation (RFIs, directives, correlated cost detail) to support change order claims and reduce billing disputes.

Budget Management & Forecasting

Set up and maintain project budgets in the job costing/ERP system based on approved estimates and contract values.
Update budget versions to reflect approved change orders, scope changes, and re-forecasts.
Work with project managers to develop and update Cost-to-Complete (CTC) and projected profitability forecasts.
Maintain budget version control so current forecasts, original budgets, and approved changes are always distinguishable.

Job Profitability Analysis

Calculate and report gross margin by project, comparing budgeted vs. actual profitability on a recurring basis.
Build and maintain profitability dashboards/reports for leadership review (by project, project manager, and project type).
Flag underperforming jobs early and support root-cause analysis (labor productivity, material overages, unbilled change orders, scope creep).
Support monthly Work-in-Progress (WIP) schedule preparation, including percentage-of-completion calculations and over/under billing analysis.

Billing – Time & Materials and Fixed Price

Prepare and issue T&M billings, ensuring labor hours, rates, materials, and markups are accurately supported by field documentation and contract terms.
Prepare and issue fixed-price (lump sum) progress billings, including schedule-of-values-based pay applications (e.g., AIA-style formats where applicable) and percentage-of-completion billing.
Ensure all approved change orders are incorporated into billings promptly to avoid unbilled revenue.
Coordinate with project managers and clients/GCs to resolve billing questions, retention releases, and disputed items.
Track billing status, aging, and collections; support cash flow forecasting by monitoring unbilled and past-due receivables.
Ensure compliance with contract-specific billing requirements, including prevailing wage/certified payroll documentation where applicable on public works projects.

Cross-Functional Coordination

Serve as the liaison between field operations, project management, and accounting/finance on all cost and billing matters.
Support month-end close by providing accurate job cost and WIP data to the accounting team.
Monitor contract requirements to flag billing terms, retention, payment schedules, and notice requirements at project kickoff.

Essential Skills:

Accounting and/or billing experience – 2 years (Preferred)
Knowledge of basic accounting and billing principles
Time management and ability to meet strict deadlines
Extremely detail oriented
Intermediate to advanced proficiency of Microsoft Office Suite required
Ability to type 50+ WPM
Effective written and verbal communication skills
Ability to work cohesively within a team environment
Possess above average organization and document control skills
Self-motivated with a desire to learn
Ability to be discreet and maintain the security of confidential information
In-depth knowledge of industry best-practices a plus
Position may require ability to lift up to 25 pounds, bending, reaching above shoulder level, climbing stairs, pulling, prolonged standing and/or sitting

All applicants will be tested on their level of Excel knowledge and typing speed. Candidates with Excel skill levels of basic or lower, and / or typing speed less than 50 WPM, will be excused from the testing process and will not advance on to the interview.

Pay: $28.00 - $35.00 per hour
