Under general supervision, performs professional, technical, statistical, and analytical duties involving transit operations and provides professional and technical support in planning studies and projects; prepares a variety of documents and reports for compliance with federal, state, and local environmental and planning laws and regulations; prepares planning documents and survey analysis reports; and performs related work as required.
Receives general supervision from assigned supervisory or management personnel. Exercises no supervision of staff.
This is the entry-level classification in the Planner series. Assignments are provided in general terms and the incumbent is expected to use judgment and initiative in developing and completing work assignments. As experience is gained, assignments become more varied, complex, and difficult; general supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work more independently.

Ø Compiles, analyzes, produces, and coordinates statistical data and reports related to the development, implementation, and operation of District transportation and related projects.
Ø Conducts a variety of research and planning efforts related to District’s rail service and first/last mile connectivity (pathway, transit, microtransit).
Ø Prepares spreadsheets, statistical tabulations, computations, charts, and graphs related to user trends, system performance, transit fare information.
Ø Assists in the development of presentations, reports, and studies prepared within the planning department regarding system improvement, expansion, and compliance.
Ø Participates in formulation of planning studies, grant applications, new programs, and special projects.
Ø Prepares maps related to the development, implementation and operation of rail transit and pathway projects; assists other departments with mapping requests.
Ø Supports agency transit data reporting to support compliance with federal regulations.
Ø Maintains General Transit Feed Specifications.
Ø Develops and maintains a variety of complex files, records, and databases pertinent to assigned planning and/or project activities and runs scheduled and ad hoc reports.
Ø Supports the agency’s planning and policy development.
Ø Adheres to all required safety procedures and programs.
Ø Performs related duties as assigned.

Ø Principles, concepts, and practices of urban and regional planning.
Ø Principles and practices of research and data collection, including demographic and economic data.
Ø Transportation and land use, including environmental, economic, and social implications involved in transportation planning and transit-oriented development.
Ø Transit data reporting requirements to local, state and federal agencies.
Ø Organizational relationships for transit funding and planning in the District’s geographical region.
Ø Geographic information systems’ applications and uses.
Ø Techniques for gathering, evaluating, and transmitting information, including effective writing and graphic techniques.
Ø Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and District staff.
Ø The structure and content of the English language, including the meaning and spelling of words, rules of composition and grammar.
Ø Modern equipment and communication tools used for business functions and program, project and task coordination, including computers and software programs relevant to work performed.
Ability to:
Ø Read, comprehend, interpret, and apply laws, ordinances, codes, policies and regulations in the preparation of written reports and in oral communications.
Ø Read planning design, grading, transit, and construction-related plans.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education:
Ø Equivalent to a bachelor’s degree from an accredited college or university with major coursework in urban planning, public administration, geography, or a related field.
Experience:
Ø One (1) year of professional experience in transportation planning or a related field.
Licenses and Certifications:
Ø Possession of, and ability to maintain, California Class C driver’s license.
