Under general direction, plans, schedules, assigns, reviews and supervises the work of staff performing passenger rail service. Performs dispatch duties for passenger trains, train control, and radio communication duties; plans and coordinates day-to-day passenger operations; ensures appropriate staffing for transit operations and services; serves as a liaison among engineers, conductors, and management to ensure safe and consistent service delivery; provides appropriate staff training; ensures staff adheres to District policy and procedures; provides staff assistance to management in areas of expertise; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from assigned management personnel. Exercises direct supervision over train crews and bridge tender staff.
CLASS CHARACTERISTICS
This is the supervisory-level class that exercises independent judgment on diverse and specialized transit services and operations on an assigned shift. Incumbents are responsible for supervising, reviewing, and evaluating the work of staff and providing technical support to management in a variety of areas. Performance of the work requires the use of independence, initiative, and discretion within established guidelines.

Ø Organizes, assigns, supervises, and reviews the work of staff performing passenger operations duties in the Transportation division. Performs railroad dispatch, train control, and radio communications; trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.
Ø Monitors activities of transit services and operations; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes and reviews with appropriate management staff; implements improvements.
Ø Oversees rail operations by use of computer-generated displays; monitors and interprets train control display board, computer workstation displays and radio communications to determine the status of revenue passenger train operations; responds with appropriate computer commands and verbal instructions to Engineers and other Operations personnel to maintain system performance and safety.
Ø Resolves complex customer questions and provides information to the public; investigates and responds to complaints and inquiries from staff, passengers, other departments, and agencies; recommends corrective actions to resolve issues.
Ø Assists, monitors, and oversees staff with special re-routing due to rail closures caused by weather, street construction, or traffic accidents.
Ø Responds to critical incidents and accidents, reports of trespassers, and right-of-way issues.
Ø Serves as a bridge tender; operates drawbridges to ensure the safe passage of water, rail, vehicle, and pedestrian traffic.
Ø Recommends schedule adherence to ensure adequate coverage of all transit routes and dispatch services.
Ø Performs various field supervisory duties such as customer relations, on-time performance, ride checks, route evaluation, re-routing, transit stop and passenger shelter inspections, and accident/incident investigations.
Ø Reports discrepancies and/or unsafe conditions to appropriate personnel; recommends and implements corrective actions; coordinates with management for the maintenance and repair of vehicles.
Ø Serves as dispatcher, engineer, or conductor in cases of emergency or due to unforeseen circumstances such as staffing shortages.
Ø Ensures the availability of engineers and conductors and assigns to transit vehicles in computer systems; monitors accurate performance via AVL/MTD and two-way radio systems.
Ø Compiles comprehensive and timely investigation reports of collisions, incidents, and unusual occurrences; ensures operator documentation is complete.
Ø Assists in organizing and conducting classroom and on-the-job training, including safety training.
Ø Coordinates with management on track inspections and repairs, testing crossings, and signals.
Ø Participates in the development of goals, objectives, policies, and procedures for assigned services and programs; recommends and implements policies and procedures including changes to standard operating procedures for assigned operations.
Ø Maintains files, databases, and records related to passenger operations; prepares a variety of written reports, memoranda, and correspondence.
Ø Ensures staff observe and comply with all District and mandated safety rules, regulations, and protocols.
Ø Performs other duties as assigned.

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education:
Ø Must possess a high school diploma, GED or recognized equivalent.
Experience:
Ø Four (4) years of increasingly responsible experience in transit operations, railroad system environment, or a related industry; including two (2) years as a certified Engineer or one (1) year as an Engineer-Conductor for the SMART District.
Ø Meet or exceed the District’s requirements for the status of designated Supervisor of Locomotive Engineers as described in 49 CFR 240.105.
Ø Must be at least 21 years of age.
Licenses and Certifications:
Ø Possession of a valid California driver’s license, to be maintained throughout employment.
Ø Possession of a Federal Rail Administration (FRA) Certificate as a Locomotive Engineer.
Ø Possession of a Certificate as a Passenger Conductor.
Ø Possession of a certification issued by a railroad with a Certification Program that complies with rules of and is approved by the Federal Railroad Administration, as described in 49CFR Part 240.
Ø There is a 12-month probationary period following appointment to this position.
Ø FLSA Status: Non-Exempt.
Ø Position subject to Hours-of-Service DOT and FRA regulations.
