Full Job Description

Position Summary

The Program Supervisor-Independent Living Services (ILS) is a leadership position that reports directly to the Director of Residential Services. The Program Supervisor-ILS oversees the coordination, delivery, and quality assurance of Independent Living Services for adults with developmental disabilities. This position ensures participants receive individualized, person-centered supports that promote independence, safety, self-determination, and community integration. The Program Supervisor-ILS provides leadership, guidance, and supervision to ILS staff; ensures compliance with Regional Center, Department of Developmental Services (DDS), and agency policies and procedures; and maintains effective communication with participants, families, staff, Regional Center representatives, and interdisciplinary team members.

This is a hybrid position that includes office-based work, fieldwork, and work-from-home flexibility. The Program Supervisor-ILS will provide support to participants assigned to programs located in the Whittier and Monrovia areas, ensuring consistent service delivery across both locations. This role requires regular travel between sites and flexibility to meet program and participant needs in various community settings.

Eligibility & Intake

Coordinating and scheduling initial participant assessments/home visits.

Conduct intake interviews and develop eligibility assessments for new ILS participants.
In collaboration with the Director of Residential Services, review prospective participant referrals and determine whether applicants meet program entrance criteria and are appropriate for Independent Living Services.
Collaborate and communicate with the Consumer Relations Specialist to ensure intake paperwork, documentation, and participant communications are completed in a timely manner.
Review documentation and coordinate with Regional Center Service Coordinators to ensure timely authorization.
Determine appropriate levels of support and match participants with qualified staff.

Planning & Goal Development

Collaborate with participants to develop individualized, person-centered service plans.
Assist participants in establishing and pursuing SMART goals that promote skill building and independence.
Ensure goals are meaningful, measurable, and aligned with Regional Center guidelines.
Supporting staff in implementing participant goals consistently.

Case Management & Monitoring

Monitor participant progress and outcomes through regular communication, visits, and documentation.
Complete timely progress notes, quarterly and annual reports, and data entry into case management systems.
Track participant hours, attendance, and authorizations to ensure accurate billing and compliance.
Create and maintain participant schedules that maximize utilization of authorized service hours.
Maintain up-to-date participant files in accordance with REACH and CA DDS regulations.

Staff Management & Team Collaboration

Supervise Life Skills Coaches and ensure consistent quality of service delivery.
Support staff through training, coaching, and performance evaluations.
Coordinate staff schedules, manage caseload assignments, and ensure adequate coverage.
Participate in interdisciplinary team meetings and provide input to promote best practices.

Direct Support

Provide field-based support as needed, including modeling teaching strategies and assisting participants directly.
Respond to participant needs, crises, or schedule adjustments when necessary.
Build strong rapport with participants and their families to support engagement and satisfaction.

Leadership & Program Oversight

Uphold REACH’s mission, values, and person-centered approach across all ILS activities.
Analyze data and provide feedback to improve program outcomes and efficiency.
Collaborate with leadership on program growth, staff development, and compliance initiatives.
Identify trends, service gaps, and opportunities for program improvement, and recommend or implement corrective action plans as needed.
Represent the ILS program in internal and external meetings, audits, and collaborative planning sessions as requested.
Maintain confidentiality and adhere to ethical standards and agency policies.

Minimum Education and Qualifications (Knowledge, Skills, and Abilities)

Bachelor’s degree in a Human Services-related field and demonstrated ability to provide staff training, supervision, and planning; or in lieu of a degree, three years of successful supervisory experience in a human services program.

Working knowledge of Regional Center systems, Title 17 regulations, and community-based resources supporting individuals with developmental disabilities.
Strong communication, documentation, organizational, and problem-solving skills.
Proficiency in Microsoft Office Suite and electronic case management systems.

Other Requirements

Must be at least 18 years of age.
Successfully complete and pass health and Live Scan fingerprint screenings.
Must have a California driver’s license and have a clean driving record
Must have reliable transportation and show proof of auto insurance
Must attend in-person meetings, conduct supervisor field audits, and travel between worksites and company offices located in Whittier, CA and Monrovia, CA.
Must be able to maintain confidentiality and comply with all agency policies, training requirements, and applicable state/regulatory standards.
