Full Job Description

Job Summary

King County Housing Authority (KCHA) is currently recruiting a talented, resourceful, and passionate Resident Services Coordinator that will serve King County Housing Authority households including families, senior and disabled residents in the Southwest Region of King County, specifically in the White Center and surrounding areas. The goal of this position is to assist residents by providing residents information and referrals to community resources, fostering community engagement and supporting resident stability and independence.

Under the general supervision of the Resident Services Manager, the Resident Services Coordinator will work with residents and act as a liaison between residents, KCHA Property Management and local service agencies. The successful candidate will provide resource and referral services to Family and Mixed Population (senior/disabled) Public Housing residents and will coordinate community building events and activities to promote resident engagement. This involves outreach on the properties and collaboration with property Management and outside agencies.

This position will be based in SW Region in more than one of our Public Housing sites working closely with our residents and local agencies. SW Region includes properties in Burien, White Center, Tukwila, Normandy Park, Des Moines and Federal Way. Work locations will include multiple sites throughout these cities based on business need. Some remote work may be authorized after the initial probation period.
An essential function of the work is to maintain client confidentiality and document all resident contact in client software systems including ETO. A successful candidate will be familiar with data entry and documentation.

Essential Functions

The Resident Services Coordinator will:

Work with KCHA staff and Public Housing participants to support resident stability.
Assess resident needs and provide information about and referrals to social services; provide information and connect participants to programs and services that will help participants achieve their goals; help residents apply for and maintain social services and entitlements.
Establish and maintain positive working relationships with community partners to ensure residents have access to information, services, and assistance for which they qualify, act as a liaison between local community governmental agencies, community councils, individuals and residents.
Maintain client confidentiality and document all resident contact in client software systems including ETO.
Coordinate, plan, and implement community events (e.g., summer BBQ, resource fairs, community network meetings and learning workshops), as KCHA policy allows. This requires following KCHA guidelines and VRT policies. Community and partner meetings through Zoom and resident meetings over the phone are an acceptable alternative.
Meet with residents to discuss their situation and help problem solve; assist residents in identifying and resolving challenges and issues.
Participate in the development and implementation of goals, work plans, performance measures, and continuous improvement of service delivery to assist in attaining the program initiatives and goals, agency core strategies, and mission.
Use data tracking software/systems (OnBase, ETO, TenMast and Yardi) to input participant data on a regular basis; access data and verify accuracy of data on a regular basis.
Complete all required paperwork, documentation and maintain participant files per department standards.

Qualifications and Competencies

Required Qualifications:

Bachelor's Degree with degrees preferred in social work, human services, public administration or related field AND
Considerable experience (3+ to 5 years) in social work, early education, housing programs and/or community development programming OR
An equivalent combination of education and experience that provides the necessary knowledge, skills, and abilities to perform the essential functions of this position.

Knowledge of theories, principles, and practices used to organize, implement, and monitor resident service programs and support for implementation of individual/family supportive services and programs.
Interacts effectively with others to establish and maintain positive working relationships; demonstrates techniques for building community partnerships.
Applies effective written and verbal communication techniques to convey clear and timely messages to internal and external stakeholders; listens to people's ideas and concerns.
Strong, positive interpersonal skills, including the ability to work collaboratively; remains professional, calm, and tactful in stressful situations while adhering to a high standard of integrity, honesty, and confidentiality; knowledge of basic de-escalation and mediation skills.
Values organizational diversity; treats other with respect; promotes cooperation; works effectively and positively with individuals of diverse cultural and socioeconomic backgrounds and educationally diverse populations.
Uses systems to organize, prioritize, and keep track of information and/or work in progress; maintains accurate and complete electronic and manual records; exhibits attention to detail; ability to multi-task in a high-pressure environment.
Analyzes problems, identifies alternative solutions, and implements recommendations; demonstrates critical, creative, and reflective thinking.
Demonstrates responsible personal and professional conduct, which contributes to the overall mission and goals of KCHA; accepts personal responsibility for the quality and timeliness of work.
Works effectively and efficiently to provide quality service to satisfy service expectations; seeks ways to improve service delivery; demonstrates strong project management skills.
Proficiency with MS Office to include Word, Excel, Outlook. Willingness to learn and utilize database software, including OnBase, ETO, TenMast and Yardi.

Must be able to travel regularly between work sites as required to perform the essential functions of the position and have a reliable means of transportation to meet those travel requirements. A valid driver's license may be required for positions where driving is an essential job function AND/OR
Must possess a valid driver's license and be able to travel regularly between work sites as required to perform the essential functions of the position. Employees must have access to reliable means of transportation that enables them to meet the travel requirements of the position.

Salary & Benefits:

The salary range for this position is $40.76 - $47.88 hourly dependent on qualifications and professional experience. The complete salary range for this position is $40.76 - $55.01 hourly. Performance based merit increase opportunities and COLAs are reviewed on an annual basis. A comprehensive health care benefits package for you and your dependents includes medical, dental and vision insurance, life and long-term disability insurance plans, vacation, sick and personal leave, tuition reimbursement, and retirement benefits are also available.

Incumbent(s) must be able to meet the physical requirements of the classification and have mobility, balance, coordination, vision, hearing and dexterity levels appropriate to the functions performed. After initial onboarding, this role will have the opportunity to work remotely up to 40% in accordance with the KCHA's flexible work arrangements; however, remote work conditions will be reviewed on a regular basis based on business and program need. Employees must reside in Washington State and having the ability to report to the Central Office in Tukwila will be required. Some local travel may be required to support KCHA business needs.

Work is performed in an office environment and at KCHA sites. This position will be required to travel to work sites and housing sites as needed.
