Position Summary
The Employment Consultant II is an advanced-level vocational rehabilitation and employment services classification responsible for providing individualized, person-centered employment services to adults with disabilities and individuals experiencing complex barriers to employment. This position focuses primarily on Division of Vocational Rehabilitation (DVR) participants and competitive integrated employment outcomes while also supporting other community employment and supported employment programs as assigned.
The Employment Consultant II works with participants requiring increased vocational support, advanced employment planning, customized employment strategies, independent case coordination, and complex employment stabilization services. Responsibilities include vocational assessment, employment development, employer engagement, job placement, workplace accommodation support, employment retention planning, and ongoing coordination with community partners and service providers.
This position requires advanced working knowledge of vocational rehabilitation principles, supported employment practices, employment-development strategies, documentation standards, and participant-centered service delivery models. The Employment Consultant II is expected to exercise independent judgment, manage complex caseload responsibilities, and support high-quality employment outcomes consistent with organizational standards and contractual expectations.
The Employment Consultant II serves as an advanced vocational rehabilitation resource within the department and may support complex participant engagement and employment stabilization efforts requiring increased professional judgment and coordination.
This is an hourly, non-exempt position and is not covered by any Collective Bargaining Agreement (CBA).

Essential Duties and Responsibilities
· Provide individualized vocational rehabilitation and employment support services using person-centered and strengths-based service approaches.
· Manage complex participant caseloads involving significant employment barriers, employment stabilization needs, or advanced vocational support requirements.
· Conduct vocational assessments, discovery activities, employment planning, and employment readiness evaluations.
· Develop and implement individualized employment goals and service strategies consistent with DVR and organizational program requirements.
· Provide advanced job development, customized employment, and employer engagement services.
· Identify and cultivate employment opportunities with community employers and workforce partners.
· Provide workplace support, accommodation coordination, and employment-retention services.
· Assist participants with workplace adjustment, problem solving, communication strategies, and employment stabilization planning.
· Coordinate services with DVR counselors, Kitsap County Developmental Disabilities personnel, employers, behavioral health providers, families, guardians, and community service agencies.
· Maintain accurate and timely participant documentation, case records, progress reports, billing support documentation, and compliance records.
· Support participant dignity, rights, informed choice, independence, and full community inclusion.
· Maintain confidentiality and protect participant information in accordance with HIPAA, Washington privacy laws, agency policy, and applicable contractual requirements.
· Support participant transportation coordination, employment-access planning, and community-based employment activities as appropriate.
· Maintain familiarity with labor market trends, workforce resources, employment supports, and community employment opportunities.
· Assist with onboarding support, informal mentoring, knowledge-sharing, and operational guidance for newer Employment Consultant staff as assigned.
· Participate in departmental meetings, trainings, case reviews, compliance activities, and organizational initiatives.
· Maintain compliance with all Peninsula Services policies, safety requirements, accreditation standards, and operational procedures.
· Perform additional duties consistent with the scope and intent of the position.

Qualifications
· Must be at least 18 years of age.
· High school diploma or GED required.
· Associate degree in human services, psychology, rehabilitation counseling, social services, business, education, or related field preferred.
· Minimum of three (3) years of experience in vocational rehabilitation, supported employment, workforce development, behavioral health, human services, or related employment-support services preferred.
· Equivalent combinations of education, training, certifications, and experience may be considered.
· Strong understanding of vocational rehabilitation principles, employment support practices, and community employment services.
· Ability to independently manage complex caseloads and competing priorities.
· Strong professional communication, problem-solving, and interpersonal skills.
· Ability to maintain accurate documentation and compliance records.
· Proficiency with Microsoft Office applications and electronic documentation systems.
· Ability to maintain confidentiality and exercise professional judgment.
· Ability to work independently and collaboratively within a multidisciplinary environment.
· Valid Washington State driver’s license, proof of current automobile insurance, and reliable transportation required due to regular community-based travel and participant service activities.
Preferred Qualifications
· Experience working with DVR participants and vocational rehabilitation programs preferred.
· Certified Employment Support Professional (CESP) credential preferred.
· ACRE Employment Services certification or supported employment training preferred.
· Experience supporting individuals with behavioral health conditions, developmental disabilities, or complex employment barriers preferred.
· Familiarity with benefits planning, workplace accommodations, customized employment, and employment retention strategies preferred.
· Experience working with publicly funded vocational rehabilitation or supported employment programs preferred.
Required Background Screening and Vulnerable Adult Compliance
This position works directly with vulnerable adults and individuals receiving state and county-funded services. In accordance with Washington State Department of Social and Health Services (DSHS) background check requirements, Division of Vocational Rehabilitation (DVR) program requirements, Kitsap County Developmental Disabilities contractual requirements, the Washington State Vulnerable Adults Act, and applicable federal and Washington State law, successful completion and ongoing maintenance of all required background screenings is a material condition of employment.
All employees, volunteers, and contractors who may have supervised or unsupervised access to vulnerable adults must successfully pass a comprehensive criminal background check prior to commencing work. Screening may include, but is not limited to, Washington State Patrol background checks, national FBI fingerprint-based background checks, and review of applicable protective service or abuse registries consistent with applicable law, contractual requirements, and program standards. Continued employment may be contingent upon successful completion of periodic or renewed background screenings in accordance with applicable organizational requirements, contractual obligations, and Washington State law.

Compensation and Benefits
Benefits are provided in accordance with applicable federal, state, and organizational policies.
Wage Rate: Effective Fiscal Year 2026, the hourly wage range for the Employment Consultant II classification is:
$28.50 – $32.08 per hour
Placement within the pay range is based upon qualifications, relevant experience, certifications, internal equity considerations, and organizational needs.
This is a non-exempt hourly position eligible for overtime compensation in accordance with the Fair Labor Standards Act (FLSA) and applicable Washington State wage and hour laws.
