Full Job Description

Position Overview

The People Services Manager is responsible for overseeing and administering all People Services functions, including employee relations, labor relations, compliance, talent management, and organizational development. This role partners closely with the Chief People Officer and leadership team to ensure HR programs align with organizational objectives, collective bargaining obligations, and applicable laws and regulations.

The position operates as a key advisor to leadership and serves as a primary point of contact for complex employee relations and labor matters. This role also serves as a designated backup to the Payroll Manager, ensuring continuity of payroll operations as needed.

Key Responsibilities

HR Strategy & Operations

Partner with the Chief People Officer to develop, implement, and maintain HR policies, procedures, and programs.
Ensure consistent application of HR practices across bargaining and non-bargaining populations.
Maintain and update the employee handbook, policies, and internal HR documentation.

Labor Relations & Compliance

Represent management in labor relations, including interpretation, administration, and negotiation support for collective bargaining agreements (CBAs).
Provide guidance to leadership on CBA compliance, grievance handling, and just cause standards.
Ensure compliance with all applicable federal, state, and local employment laws, including intersection with collective bargaining agreements.
Monitor and implement legislative updates impacting HR operations and labor compliance.

Employee Relations & Performance Management

Investigate and resolve employee relations issues, complaints, and workplace concerns in accordance with CBAs and applicable laws.
Provide coaching and guidance to managers on performance management, corrective action, and workplace conduct.
Oversee and continuously improve performance management programs and processes.

Compensation, Classification & HRIS

Analyze compensation structures, job classifications, and internal equity considerations.
Ensure wage and classification compliance with CBAs, state/federal wage-hour laws, and internal pay practices.
Maintain HRIS accuracy for personnel actions (including leave, status changes, and compensation updates) and coordinate with payroll.

Recruitment & Talent Management

Oversee recruitment strategies to support organizational growth and workforce planning.
Partner with hiring managers to align staffing strategies with operational needs.
Evaluate recruitment effectiveness and adjust sourcing strategies accordingly.

Leave Administration & Accommodations

Manage and oversee the interactive process for employee accommodations in compliance with ADA, ADAAA, EEOC, and applicable state laws.
Ensure proper documentation, communication, and consistency in leave and accommodation practices.

Reporting & Analytics

Manage required federal and state reporting (e.g., EEO-1, Department of Labor surveys, internal reporting metrics).
Monitor and report on HR metrics including turnover, retention, and engagement trends.
Oversee exit interview processes and analyze data to inform retention strategies.

Payroll Partnership & Backup

Partner with Payroll to ensure alignment on wage administration, deductions, and compliance requirements.
Serve as a backup payroll processor, including the ability to:
Execute payroll runs in ADP Workforce Now (or equivalent system)
Validate pay data, deductions, and adjustments
Ensure timely and compliant payroll processing during absences or peak periods

Travel

Travel to remote offices or sites as needed to support operations, employee relations, and leadership alignment.

Minimum Qualifications

Bachelor’s degree in Human Resources, Business Administration, or related field
Minimum of 5 years of progressive HR experience, including experience in a unionized environment
Demonstrated knowledge of labor relations and collective bargaining agreements
Working knowledge of ADP Workforce Now (HRIS and payroll modules preferred)
Strong understanding of federal, state, and local employment laws and their interaction with CBAs
Proven ability to manage complex employee relations matters
Strong organizational and prioritization skills with the ability to meet deadlines
Professional communication style with the ability to influence and deliver difficult messages

Preferred Qualifications

6–10 years of HR leadership or management experience
Prior hands-on payroll processing experience
Master’s degree in Human Resources, Organizational Development, or related field
HR certification (e.g., SPHR, SHRM-SCP)

Physical & Mental Requirements

Ability to perform detailed work across multiple concurrent tasks with frequent interruptions
Ability to read, analyze, and interpret complex data, legal documents, and policies
Ability to solve complex and non-routine problems
Strong written and verbal communication requirements
Ability to work under deadlines and manage competing priorities

Work Environment

Primarily office-based work under typical business conditions
Occasional travel to support remote operations
