Position Title: Utility Technician
Department: Utilities Operations
Reports to: Utility Field Foreman
FLSA Status: Full Time, Non-Exempt
Pay Grade: 6 - Starting at $17.00

Summary:
Under direction of the Utility Field Foreman, the primary function of this position is to ensure the water metering system, water distribution system and the wastewater collection systems are maintained and operational. This position exercises technical and functional judgement when assessing a variety of utilities construction projects, preventative maintenance, emergency repairs, and in the day-to-day operations and maintenance of field utility related duties.
Employees in this department are required to participate in a rotating on-call schedule for emergency after-hours response and may be required to work after normal operating hours to complete emergency repairs, as needed.
Essential Job Functions (Illustrative Only):
- Oversees the District’s water meter system including meter installation, meter reading, valve maintenance, daily/weekly routine lift station checks, testing and monitoring of irrigation ponds, monthly and annual reclamation reports, flushing, makes recommendations to Supervisor of any system work orders.
- Supports utility billing by verifying readings, conducting field checks, testing, performs evaluation to correct errors, provides reinstate services, and locking meter, as necessary.
- Assists with technical work or troubleshooting of fixed networks and smart grid system hardware, as trained and directed.
- Reviews development project plans to mark and verify locations of water and wastewater facilities and points of connection.
- Completes simple administrative tasks such as document scanning, data input for Excel spreadsheets, reviews GIS based images and information.
- Performs a variety of construction, maintenance, and repair of the departments systems and related facilities – for emergency and non-emergency related work.
- Ensures the care and maintenance of District vehicles, tools, and equipment.
- Responds to emergency situations or repairs to oversee the repairs and reports all major maintenance and damages to the Supervisor, Department Head, and General Manager.
- Performs other related work as required.

Knowledge of:
- Methods, materials, equipment, and procedures used in the operation and maintenance of wastewater plants and utilities maintenance.

- Rules and regulations pertaining to handling, storage, and disposal of hazardous and toxic materials and waste.
- Safe operation of, and use of, a wide variety of light, moderate, heavy, and power-driven equipment.
- Calculation of water flow and capacity, techniques, and practices of regulation water flows.
- Operation and application of Microsoft Office products (Word, Excel, and Outlook)
- Correct application and use of the English language, including spelling, grammar, and punctuation.
- Read, write, and make math computations at the level required for successful job performance

Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and the ability to adjust focus.
Education/Certification/License:
- High School Diploma or General Education Degree (GED) required
- Must possess a valid Florida Driver’s License, have a satisfactory driving record, and insurable by the District to operate District vehicles.
- Other licenses or certifications relevant to wastewater or utilities construction preferred
Experience:
Minimum or five (2) years of progressively responsible experience in the operations and maintenance of underground utilities and/or wastewater utilities of similar complexity. Experience/certification operating heavy equipment preferred.
Work Hours:
Typical working hours for this position is Monday-Friday, from 8:00a to 4:30p. This schedule is subject to change as required to meet the needs of the District. Must be willing to work overtime and/or alternate schedules as required. Must be willing to participate in the on-call standby rotation on a regular basis which may include some holidays. This position is disaster essential and may be required to report to work immediately following a natural disaster (such as a hurricane).
