Job Summary:
The purpose of this position is to perform a variety of semi-skilled and skilled work in the operation of light, medium and some heavy equipment and machinery to assist in the maintenance and repair of the City's infrastructure. This is accomplished by preparing machinery and equipment for use, locating utilities, replacing pipes, pumps and meters, maintaining streets, performing preventative maintenance, repairing equipment, and assisting department crews with manual tasks.
Minimum Qualifications:
1. High School diploma or GED
2. 2 years’ experience as an Equipment Operator 1 with the City of Sedalia or 4 years of experience in construction as an equipment operator or equivalent combination of education and experience.
3. Must have a valid Missouri driver’s license and must maintain a Missouri Class “B” CDL license with air brake endorsement.
Essential Duties and Responsibilities:
General Duties Required of All Positions in this Class:
1. Accepts guidance and direction from supervisory and management staff.
2. Operates one or more of the following, including but not limited to: a front-end loader, track loader, backhoe, dump truck, pick-up trucks, skid steer, forklift, road grader, dozer, heavily loaded trailer, crane hoist, dozer, track trencher, tractor, track hoe, cable plow, boom truck, dump truck, automated side-loading garbage truck, rear-load garbage truck, grapple truck, container truck (i.e., swap loader), bucket truck, mechanical broom, roller, oil distributor, crack sealer, sweeper, mechanical broom, mini-excavator and snow removal equipment. Equipment may be diesel or gasoline powered. Assignment to this position presumes the operation of such equipment as a regular assignment.
3. Performs required manual labor on projects when not operating equipment/machinery and to ensure timely and efficient completion of projects.
4. Operates various hand and power tools, such as chain saws, jack hammers, air compressors, welding machines, drills, saws, trimmers, shovels, hammers, etc.
5. Responds to citizen inquiries and/or complaints in a courteous and timely manner.
Provides customer notifications, using hang tags, mail, electronic media and other systems, for events such as water outages, testing meters/backflows, excavating, road improvements,capital projects, etc.
6. Performs routine maintenance of garages, yard, storage areas and equipment, including performing minor repairs.
7. Performs locates for buried municipal utilities.
8. May weld and fabricate parts.
9. Performs preventive maintenance on trucks, equipment and hand-tools, as needed.
10. Performs surface restorations, including yards, sidewalks, driveways, curbs, roads, etc. Work areas are to be returned to acceptable condition upon completion of project. Cleans and restores job site to acceptable condition. This may include placing sod, raking and other landscape types of jobs.
11. Maintains a clean and orderly work area and assists in maintaining clean common areas, such as breakrooms and restrooms.
12. Trains and provides guidance to less experienced operators in the operation and care of equipment/machinery.
13. Attends any classes, as requested and funding allows.
14. Follows all safety rules, City of Sedalia regulations and reports hazards to relevant supervisor.
15. Flags traffic and performs spotting activities, as necessary.
16. Loads and offloads materials used at the job site.
17. Arrives at assigned time, gets along well with others, manages time efficiently, and promotes utility efficiency. Assists in keeping clean and maintaining order in yard and shop areas.
18. May function as a crew leader, on a limited basis.
19. Work extra hours and serve on assigned 24/7 on-call rotation, including weekends and holidays.
20. Regular attendance is a necessary and essential function.
21. In times of inclement weather or following severe storms, other emergencies, due to employee illnesses or at the request of the Public Works Director, equipment operators may be called upon to work in other than their assigned Public Works department (i.e., Mowing & Alley Maintenance, Recycling & Sanitation, Street, Water, and Water Pollution Control).
22. Responsible for turning in worked time reports by the due date, accurately and complete.
23. Performs duties normally assigned to less skilled workers or as may be assigned.
Duties Specific to Mowing and Alley Maintenance:
1. Operates various pieces of mowing equipment and commercial grade lawn trimming equipment.
2. Performs alley-trimming duties as needed, by cutting or trimming trees and bushes or collecting leaves and other debris collecting in alleys or rights-of-way to ensure the safety of alleys for the operation of garbage and recycling trucks.
3. Hand loads or operates front-end loader or skid steer to pick up small piles of brush and trimmings into containers or on to front-end loaders for deposit into containers and transport to City’s materials management site or for landfill or other disposal, as applicable.
4. Repairs ruts and holes in alleys by blading and adding rock to maintain them in a safe condition for use by garbage and/or recycling trucks and the public. Uses a shovel to manually dig and back-fill job sites, as needed.
5. Assists in cleaning stormwater catch basins.
6. Assists in maintaining vegetation within city, state and federal standards at City owned properties including the Sedalia Regional Airport.
7. Assists the Street Department with snow and ice removal including sidewalk clearing in the downtown area.
Duties Specific to Sanitation & Recycling Department:
1. Operates a large rear-load or automated side-load garbage truck, grapple truck or swap loader to gather, compact and transport garbage to the landfill for disposal or recyclables to the transfer station from transport to the material recovery facility.
2. Operates a large truck to collect brush, tree limbs or other waste materials from streets and alleys to make these residential and business areas safe and clean so that they are free from garbage and debris.
3. Operates a winch, dump truck, grapple truck or swap loader when collecting recyclable materials, such as glass and aluminum or biosolids from the wastewater treatment plants used in compost, so that these materials are efficiently collected under the City's Recycling Program.
4. When trash is not placed in carts or properly placed at curb, picks up, carries and dumps garbage into the truck when not driving to perform garbage pickup function. Makes stops and pushes carts to the truck from residences of disabled customers.
5. Notifies supervisor of problems encountered on streets and alleyways to resolve garbage and recyclable pickup problems.
6. Performs daily pre-trip equipment inspection, fueling unit, and preventive maintenance service by checking: hydraulic and air leaks, lubrication points, grease fittings, structural components and welds, front and rear stops, rear hinge, pivot points, screens, oil level, fluids, filters, tires, hydraulic lines, lamps, reflectors, electrical wiring, back up and hoist up warning systems, etc. to ensure optimum operation and performance of the vehicle. Verifies truck is equipped with tools and equipment necessary to accomplish the garbage pickup function.
7. Maintains vehicle clean by washing, brushing, and cleaning the truck's both interior and exterior to ensure a clean and professional image and safe and sanitary conditions.
8. Maintains activity logs and mileage and maintenance records by documenting odometer readings to provide accountability of vehicle's usage.
9. Performs abatements of property including collection of trash and other debris as provided by the Code Enforcement Office and documents completion of such activities.
10. Works at the City’s Materials Management Site. Assists with moving large piles of brush, tree and yard trimmings and chipped materials for use at the City’s compost facility. Assists City and County residents with depositing recyclables in containers, collecting e-waste materials, household hazardous waste and other duties as may be assigned at the site.
Duties Specific to Street Department:
1. Operates snow and ice control and removal equipment.
2. Loads and hauls fill, rock, asphalt and other road patch materials. Assists in road and street patching operations. Assists with traffic control, sign installation or striping.
3. Uses a shovel to manually dig and back-fill job sites, as needed.
4. Works with asphalt, concrete and other street and road, parking lot, sidewalk or curb and gutter repair and replacement materials. Forms, pours, and finishes concrete. Installs drainage pipe and culverts.
5. Clears and cleans roadways of any debris.
6. Trims trees and bushes along rights-of-way including, but not limited to, instances where a bucket truck is required. Cleans stormwater catch basins.
7. Assists with street and storm sewer repairs; seals and patches cracks and holes in streets.
8. Repairs or replaces fences and landscaping disturbed during construction activities.
9. Installs, repairs, replaces or maintains ditches, drainage and stormwater systems.
10. May operate machinery to spray insecticides for the elimination of insects such as mosquitoes and flies.
Duties Specific to Water Department:
1. Performs maintenance and repair to water systems by operating heavy machinery and equipment such as dump trucks, mini-excavators, backhoes, and loaders; installing water taps; changing valves and fire hydrants; replacing meters; and flushing hydrants.
2. Enters and performs repair work in confined spaces and/or open trenches.
3. Operates valves on water lines to isolate leaking, assists in constructing and repairing water mains and fire hydrants, and measuring and cutting pipe.
4. Must be able to operate backhoe and keep ditch in a safe condition for persons laying pipe. must be able to dig near to or to a specified grade.
Duties Specific to Water Pollution Control Department:
1. Performs maintenance and repair to wastewater systems by operating heavy machinery and equipment such as dump trucks, mini-excavators, backhoes, jet/vacuum trucks, closed circuit television trucks and loaders: repairing sewer mains; install sewer taps; installing or repairing manholes; pipe patching (i.e., point repairs); operating flowmeters; and clearing lines. Assists in installing/connecting new wastewater collection lines; repairing leaks in existing sewer lines; tapping into existing wastewater lines; or clearing blocked lines.
2. Enters and performs cleaning and/or repair work in confined spaces and/or open trenches.
3. Operates jet and vacuum trucks
4. Assists in lift station maintenance and monitoring
5. Performs smoke testing and/or dye testing within the sewer collection and sto rmwater collection systems.
6. Required to fill out Emergency crew complaint forms and keep records of sewer work as required by the supervisor.
7. Must be able to operate backhoe and keep ditch in a safe condition for persons laying pipe. Must be able to dig near or a specified grade.
