Summary
The Director of Human Resources performs personnel and human resource functions in accordance with the Local Government Code, labor laws, federal/state laws, and Guadalupe County policies and procedures. Work involves performing professional administrative management duties and tasks in organizing, managing, and directing the County’s Human Resources Programs. Responsible for advising elected officials and department heads in the area of human resources management, including but not limited to, recruitment, classification, compensation, records, performance evaluations, employee relations, safety, and communications.
Essential Duties
· Monitors and oversees all aspects of Personnel, Health Insurance, and Workers' Compensation matters for county departments and employees.
· Develops and maintains the pay and position classification plan, including the analysis of new or existing positions.
· Maintains appropriate records on recruitment, selection, and other employment actions for reporting purposes.
· Assists with the preparation and revision of job descriptions for all budgeted positions assigned to each department.
· Recommends, plans, and implements changes in personnel policies and procedures, as needed.
· Informs and advises elected officials/department heads of existing and new regulations regarding employee practices and procedures.
· Provides support for personnel-related issues and counseling as requested by elected officials and department heads.
· Develops and maintains employment practices and policies in compliance with ADA, EEOC, FLSA, FMLA, Workers' Compensation laws, HIPAA guidelines, and other State and Federal related statutes.
· Oversees new employee orientation and coordinates pre-employment drug and alcohol testing.
· Prepares Human Resources operational budget including Employee Benefits and Workers' Compensation.
· Plans and implements in-house training programs, as needed.
· Maintains records of insurance coverage, pension plan, and personnel transactions.
· Assists department heads with interviewing, selecting, and evaluating county employees, if needed.
· Maintains employee records according to federal, state, and local laws.
· Maintains and enters employee separation information in Equifax, Guadalupe County Third Party Unemployment Company.
· Receives and verifies all departments' Employee Change Notices to ensure accuracy of position availability and budget requirements.
· Maintains the Guadalupe County Service Award Program.
· Serves as pool coordinator and liaison between the Texas Association of Counties and Commissioners Court.
· Oversees all employment practices, insurance matters, and workers' compensation issues including retirement program, unemployment insurance, and insurance programs such as health plans, workers' compensation, group life, medical benefits, stop loss, and supplemental policies.
· Verifies employment on past and current employees.
· Oversees the preparation and distribution of job vacancy announcements and transfer notices for county departments.
· Responds to internal or external cases of discrimination.
· Assures all grievances are administered effectively and responded to in a timely manner.
· Communicates all changes and personnel activities to Commissioners Court and/or additional elected officials, department heads, and employees as necessary.
· Assures all appropriate county HR staff is trained in the interpretation of personnel policies and procedures.
· Reviews employee separation notices and related documentation to determine reasons for separations and conducts exit interviews.
· Provides budgetary assistance to the county auditor regarding salaries and benefits if requested.
· Assists departments in the budget process, with respect to new positions and salary information.
· Handles requests for employee information requested under the Privacy and Open Records Act.
· Contact for EEOC complaints and responsible for gathering pertinent information and collaborating with department heads/elected officials/outside counsel and EEOC.
· Administers Guadalupe County’s Sick Leave Pool.
· Prepares and reports bi-annual EEOP plan.
· Assists department heads with hiring, terminations, and other employee-related issues as needed.
· Serves as the County HIPAA and COBRA privacy Officer and point of contact.
· Maintains compliance with federal and state laws related to privacy, security, confidentiality, and protection of information resources related to HIPAA guidelines.
· Maintains wellness programs and budget as approved by Commissioner’s Court.
· Responsible for all federal changes to insurance programs such as the Affordable Care Act and maintaining required employee information to be in compliance.
· Serves as TCDRS (Texas County & District Retirement System) Representative.
Education and Experience
· Bachelor’s degree (B.A. or B.S.) in Human Resources Management, Public Administration, Business Administration, or a closely related field.
Seven (7) to eight (8) years of experience in one or more areas of Human Resources can be considered in lieu of education as applicable.
· Knowledge of federal and state regulations related to Human Resources and employee management.
· Familiarity with County government operations and services is desirable.
· Budgetary experience preferred.
· Master’s degree in a related field preferred.
Certificates and Licenses
· Must be bondable.
· Valid Class C driver’s license required.
· Professional certification in Human Resources (PHR/SPHR or SHRM‑CP/SHRM‑SCP), or the ability to obtain certification within twelve (12) months of hire.
Physical Duties
· Duties require the ability to walk, sit, stand, bend, and stoop.
· May occasionally be required to lift, carry, or push/pull supplies, materials, equipment, and items weighing up to twenty (20) pounds.
· Work is primarily performed indoors.
