Full Job Description

The job of Supervisor of Pupil Services & Programs was established for the purpose/s of developing and implementing a comprehensive system of Pupil Services, Mental Health Supports, Special Education, Equitable Participation, and Act 89 Services.

This job is distinguished from similar jobs by the following characteristics: It crosses many programs and divisions within the DCIU.

ESSENTIAL FUNCTIONS

Assures effective appraisal, utilization, and supervision of all assigned personnel for the purpose of providing feedback to staff on performance.
Communicates with internal and external audiences on federal and state initiatives related to Pupil Services, Mental Health, Special Education, Equitable Participation, and Act 89 in addition to representing the DCIU in community and county meetings related to Pupil Services topics for the purpose of effective and efficient program operations.
Coordinates program development and serves as a liaison between organizations for designated programs and coordinates DCIU Threat Assessments and Crisis Postvention Efforts and such activities within Delaware County for the purpose of delivering effective, state of the art programming, and leading the intermediate unit and district schools in Threat Assessments and Crisis Postvention Efforts.
Develops and implements goals and objectives and long-range plans (e.g. for Special Programs, Mental Health Programming, Special Education, Equitable Participation, and Act 89) for the purpose of providing needed programs and services that address the critical needs of DICU and DCIU clients.
Develops operates, plans, implements, assesses, coordinates, and supervises Pupil Services, Mental Health Programming, Act 89, Special Education and Equitable Participation programs of the DCIU for the purpose of meeting the needs articulated by local clients and maintaining compliance with current mandates.
Facilitates and collaborates with department directors, supervisors, district directors, and nonpublic school administrators for the purpose of coordinating program and planned course development, operation, and evaluation.
Implements knowledge of current research and evidenced-based practices in Pupil Services, and Special Education for the purpose of operating effective programs and services.
Provides leadership and expertise related to special education evaluation procedures, timelines, and school psychology practices (e.g., initial evaluations, reevaluations, eligibility determinations, Independent Educational Evaluations, procedural compliance, and implementation of federal and state regulations) for the purpose of ensuring legally compliant, timely, and effective special education services.
Provides leadership and expertise to school-based mental health programs by establishing clinical service delivery expectations, supporting evidence-based mental health curriculum and intervention practices, monitoring progress and outcomes across outpatient and school-based behavioral health services, and ensuring adherence to professional standards, licensing requirements, and applicable state and federal regulations for the purpose of delivering effective, legally compliant, and student-centered mental health services.
Leads education, program, and policy and procedure development and implementation (e.g. analyzes trends, practices, the impact of proposed legislation, use data to inform decisions) for the purpose of providing the best programs in the most effective and efficient manner.
Maintains an efficient records system for programs in order to provide accurate information (e.g. staffing patterns, program usage, facilities use and scheduling) for the purpose of having information available in order to plan and schedule programs and provide requested information to various departments as requested.
Monitors and evaluates programs and services for the purpose of providing feedback to subordinates and others in order to recommend program changes as needed.
Oversees administrative functions (e.g. Approve purchasing plans within budget; implement organizational policy; supervises and assists in the development of federal and state reports and grants) for the purpose of maintaining operations.
Oversees assigned personnel operations (e.g. staffing, recruitment, employment/dismissal of personnel; Implement the Supervision Model with staff for supervision and evaluation; supervise regulation enforcement) for the purpose of providing efficient staffing for programs.
Oversees the collection of required data and report preparation (e.g. Project enrollments; program development and/or modification, space, and staff needs) for the purpose of submitting and fulfilling reporting requirements.
Performs other duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
Provides efficient management and budgeting practices for programs and services (e.g. prepares annual operating budget recommendations based on various program guidelines; work with the business office and other supervisors to develop a final budget; implement approved budget) for the purpose of being cost effective in program development and operating programs effectively and within designated budget and assuring adequate funding for programs as well as proper allocation of funds.
Serves as a liaison of the Delaware County Intermediate Unit in working with local school districts, program supervisors, and various nonpublic school organizations for the purpose of addressing individual placement needs, improving responsiveness of the referral process to district needs and participating in other taskforces as necessary.
Serves as an active member of the organization’s team for the purpose of ensuring the implementation of the DCIU’s mission, goals and objectives.
Supports DCIU mission and goals set by the Office of the Executive Director and the DCIU Board of School Directors and Division Director for the purpose of effective operations of program.

Education Required:
Master’s degree in job related area.

Certification Required:
Principal or Supervisor Pupil Personnel Services certification and Supervisor Special Education certification, Psychology certification preferred.

Experience Required:
Job related experience with increasing levels of responsibility is desired.

Pay: $131,077.00 - $157,249.00 per year
