Full Job Description

Position Summary

He/she will provide technical engineering advice and review on a variety of projects initiated within the borough. He/she will oversee the engineering components of these project to ensure cost efficiency. To successfully execute the daily, weekly, and monthly tasks required of the borough engineer, he/she must be physically present in the borough building or job site or other authorized location during borough administration hours from 8:00 AM to 4:00 PM.

This position requires regular in-person work at the engineer’s office or other locations as assigned and involves regular in person contact with other JH borough employees, JH borough officials, and members of the public. This position cannot be performed remotely on a permanent basis, but requests to temporarily work as remotely as an accommodation for an employee’s medical conditions will be considered on a case-by-case basis.

In the event of a documented medical condition that requires extended absence from the physical borough building during the designated workday, he or she will be required to produce medical justification by his or her doctor.

He/she must also attend borough council meetings, borough planning commission, meetings, planning meetings and engineering meetings. Prepared written reports are necessary components for the meetings. If the borough engineer attends conferences, meets with outside contacts from other municipalities to discuss borough business, he or she should contact the JH borough manager and inform him or her of his or her schedule and location.

I. Supervision

He/she works under the guidance and supervision of the borough manager.

He/she will submit a completed absence report for the use of sick days, birthday, personal, and vacation days to the borough manager. If the totality of sick days, birthday, personal, and vacation days and any other available paid leave are used, then additional absences may subject the employee to potential disciplinary action, depending on the circumstances, and will not be paid.

II. Essential Duties and Responsibilities

These duties listed below are intended as examples and illustrations of the various types of work that may be performed in the role of this position. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this position or required by law. In addition, the employee is expected to undertake any duties assigned by the JH borough council.

1. Plan, direct, complete and supervise borough engineering projects in construction, subdivision land development and public infrastructure projects. This process shall be followed for both residential and commercial land development including maintenance bonds.

2. Oversee engineering exhibit preparation, specification development, and cost/estimating for proposed projects.

3. Oversee preparation of project specifications and bid documents and review and recommend bids with the Engineering Committee and JH Council.

4. Prepare requests for proposal for professional services as required.

5. Work with and oversee outside contractors and consultants in construction/renovation,

demolition/replacement, land development and public work areas such as roads, bridges, storm sewers, park improvement projects, landslide remediation, sanitary sewers, drainage, and right of way/easements. The engineer will oversee preparation pay applications and project close out documents.

6. Plan, direct, oversee and supervise traffic improvement after traffic improvement studies have been conducted. Work with the Police Chief to make recommendations on traffic improvements projects at conclusion of study.

7. Provide technical engineering review and approval for soil and erosion controls plans on projects that do not require an NPDES permit, proposed rights of way and easements, environmental and pollution control issues, property demarcation and use, public infrastructure, grading and excavation, and sewage related issues.

8. Make, maintain, and disseminate all records, construction drawings, plats, and construction documentation in designated area.

9. Oversee inspections of work projects including physically accessing maintenance holes.

10. Oversee assigned projects to assure goals are met.

11. Review and correct error and inconsistencies in plans and technical documents.

12. Examine regional engineering issues and trends; research regulations, and general information, recommend solutions.

13. Prepare, implement, and manage capital and operating budgets for designated projects.

14. Work with other department areas concerning bid specification, project administration and completion, budgeting, and prepared reports.

15. Assist with code enforcement activities as required.

16. Oversee the preparation of, or develop, review, and update the sanitary sewer, water, storm drainage, and street maps data base and other GIS layers.

17. Direct and oversee borough consultants and serve as the primary liaison with outside agencies.

18. Be knowledgeable of the PA Municipalities Planning Code, MS4, Act 537 Plans, NPDES permitting, Allegheny County Act 167 Stormwater Management, FEMA, and the Clean Water Act.

19. Monitor future development in the borough if necessary.

20. Possess a valid PA driver’s license since he/she must be able to travel around all designated areas throughout the borough as needed.

21. Maintain and keep a hard copy of your own personal records of sick days, birthday, and vacation days.

22. Prepare or assist in grant writing/editing as required.

23. Assist in the preparation and dissemination of information relating to RTK’s, PA One Calls, and MS4.

III. Internal/External Responsibilities

1. Return residents phone calls/emails within a 48 hour turn around period unless on an excused absence.

2. Be respectful and professional when speaking to residents, staff, and council members.

3. Reinforce to all employees that residents have the technical means to record visually and auditorily employees on the job during the workday.

4. Attend borough council meetings, planning commission meetings, planning meetings, engineering meetings as directed. Prepare written reports for meetings.

5. Keep informed and update JH council and or borough manager of any outside mail or emails regarding land and water usage that may impact residents in the borough.

6. Work with other selected individuals or groups in an emergency.

7. Exercise safety precautions in the work environment.

IV. Evaluation

The borough engineer will be assessed on his/her performance and given a written formal evaluation by November 15ᵗʰ of each year. The borough manager and the engineering committee will conduct this evaluation. Input from fellow JH council members regarding the engineer will also be included in the formal evaluation. This evaluation will be used to determine the amount of financial raise for the following year. An annual performance evaluation will be placed in your personnel file. He/she will have 10 days upon the receipt of the evaluation to review the evaluation and place a written response to the document if desired.

V. Education and Experience Requirements

1. Bachelor’s degree in civil engineering.

2. Professional Engineer license required.

3. Minimum of four (4) years of municipal government engineering experience.

4. Knowledge of community economic development and issues that may present itself in a growing community.

5. Excellent people skills, analytic skills, and supervision of laborers management skills.

Pay: $120,000.00 - $130,000.00 per year
