The Human Resources Department works as a team to provide our employees with a safe, healthy, and positive working culture and environment. HR functions include recruiting and hiring, benefit administration, personnel data maintenance, employee relations, training and development, assisting employees and citizens with questions, and more.
The Human Resources Director oversees and coordinates all functions of the City’s Human Resources Department. This includes recruitment and staffing, succession planning, organizational development and training, compensation, benefits and insurance administration, policy development and interpretation, worker’s compensation, employee safety, and health programs. It is imperative job duties are performed with respect, integrity, objectivity and in the best interest of the City. This position requires a high level of confidentiality. All City employees are expected to be honest and truthful at all times.
- Extensive knowledge of the principles, practices, and laws pertaining to human resources, including recruitment and hiring programs, nondiscrimination, ADA requirements, federal and state employment relations, and FMLA policies.

Ability to develop and implement performance evaluation systems, compensation programs, job evaluation and classification plans, and employee benefit programs.

Ability to conduct studies, analyze facts, and exercise sound judgment in arriving at conclusions.

Ability to prepare and supervise the preparation of effective reports and records.

Ability to effectively supervise and develop staff.

Ability to establish and maintain strong working relationships with City Administration, the City Council, Department Heads, employees, and the public.

Work Environment:
Work performed is primarily in a standard office environment that includes exposure to computer screens. Primary functions include sufficient physical ability and mobility to work in an office setting, sit and answer phones, and use of computer equipment on a continuous basis. On a frequent basis, the Human Resources Manager must have the ability to stand, walk, sit, talk, and reach with hands and arms and to occasionally lift, bend, stoop and retrieve files and boxes weighing up to 25-30 pounds. Position requires the operation of office equipment and requires repetitive hand movement and fine coordination including use of a computer keyboard. On a semi-frequent basis, the Human Resources Director must have the ability to drive themselves to other city locations for interviews, meetings, trainings, etc. On a semi-frequent basis, the Human Resources Director attends meeting outside of "normal" working hours.
