Full Job Description

Job Summary
Join our dynamic team as a Public Utilities Operator, where you will play a vital role in maintaining and operating essential water and wastewater treatment systems. This energetic position offers the opportunity to work with advanced control systems, heavy equipment, and a variety of mechanical and electrical components. Position may include assistance with the maintenance and repair of streets and roads, including snow and ice control. This position may also require effective observation and documentation of work crews engaged in various work activities of the Town. Duties

Participate in the maintenance and repair of the water distribution and wastewater collection systems.
Inspect, maintain, repair and clean sewer mains, manholes and lift stations.
Inspect, maintain, repair and exercise/flush hydrants and valves.
Inspect, maintain, repair pumping equipment, chemical feel equipment and well houses.
Perform and record measurements of potable water system to comply with WIDNR requirements.
Install, read, and test water meters.
Participate in stand-by duties, which involves working alone or with co-workers at night and on the weekend to resolve situations that occur after normal business hours. Must be able to report to emergency within 45 minutes after receiving call.
Investigate complaints, initiates corrective action, and reports back to Deputy Director of Public Utilities.
Read and interpret water and sewer as-built plans and specifications.
Locate water and sewer infrastructure for leaks, construction, and other improvements.
Operate supervisory control & data acquisition system (SCADA).
Effectively and safely operate all Town and Utility equipment.
Operate vehicles of class A, B,C,D with N endorsement.
Maintains time, material, and equipment records.
Perform minor maintenance and repairs to equipment and vehicles.
Perform tasks and assist co-workers with minimum supervision.
Participate in traffic control.
Demonstrates good workmanship in a neat and timely manner.
Clean up debris and trash along roadway; cuts brush and trees; mows grass and weeds with hand or power mower; performs shovel and pick working digging, widening and backfilling ditches and other excavations works.
Remove and control snow and ice from Town roads and properties.
Complies with all State, Federal and Local safety laws and regulations including required training and DOT mandated drug and alcohol testing.
Keep records of daily work functions, fills out and submits time distribution of activities.

Qualifications

Proven experience operating programmable logic controllers (PLCs) and distributed control systems (DCS).
Strong mechanical knowledge with hands-on experience in equipment repair and maintenance.
Ability to operate heavy machinery including pumps, tanks, excavators, or other construction equipment.
Knowledge of water treatment processes and wastewater management techniques.
Basic math skills for data collection analysis and process calculations.
Familiarity with plumbing systems, chemical handling, and safety procedures related to utility operations.
Physical ability to perform heavy lifting and work in demanding environments; comfortable with outdoor conditions.

Must be able to comprehend both oral and written instructions and to communicate in English, both orally and in writing.

Ability to perform mathematical calculations with fractions, decimals, and percentages.
Ability to perform occasional overtime, night, and weekend work.
Ability to work while wearing personal protective equipment such as steel-toed shoes, rain gear, hard hats, safety glasses, etc.
General working knowledge of, or the ability to learn, the operation of municipal water distribution and wastewater collection systems.
Ability and knowledge to safely enter and operate in confined spaces.
Ability to climb ladders; descend/ascend manholes approximately 25 feet deep.
Work in the presence of adverse and/or nuisance dampness, fumes, odors, dust, noise, biological, electrical, mechanical and traffic hazards.
Ability to drag 100 feet of 3” fire hose.
Ability to operate heavy motorized equipment such as a loader, back hoe, skid steer, snowplow, heavy duty truck and other similar equipment of comparable size and complexity.
Knowledge and ability to identify occupational hazards and safe work practices.
Knowledge of materials, methods, practices, and equipment used in public works and utility construction and maintenance.
High level of accuracy and proficiency in interpreting and compiling records and data, and ability to collate and summarize data and prepare reports.
High School diploma or a GED Certificate.
Possess a valid Wisconsin Driver’s License in good standing and a Commercial Drivers License preferred
Knowledge of modern principles and practices of preventive maintenance of equipment and a working knowledge of minor repairs.
Ability to lift items weighing 100 pounds with frequent lifting and/or carrying of objects weighing up to 50 pounds for extended periods under variable terrain and weather conditions..

Training and Experience

High school graduate or GED equivalent.
Strong mechanical background desired, especially with pumping equipment.
Experience with interior and exterior plumbing. Licensed journeyman plumber desired.
Possession of a valid Wisconsin driver’s license or privilege by the date of employment and thereafter.
Ability to obtain a Class “A” commercial driver’s license, with air brakes, within 1 year of hire date.
Possess Wisconsin DNR Groundwater Supply and Distribution Operator Licenses within 1 year of hire date.
Possess Wisconsin DNR Sanitary Sewer Collections License within 1.5 years of hire date.
