Definition
Review and analyze historical and current financial and accounting records to assist in preparing, maintaining, monitoring, and analyzing the State and Federal Career Technical Education (CTE) budgets; provide regular and scheduled reports to the Director of CTE to ensure accountability and for effective decision making. Assist in reviewing Oracle documents and maintaining a database to ensure positions are allocated within allotted funding. Prepare various other analyses and reports as requested by the Director of CTE.
Duties and Responsibilities
- Assist the Director of CTE in preparing, maintaining, monitoring, and analyzing the State and Federal annual budgets.
- Set up and maintain files of a large and varied number of subjects.
- Monitor spending compliance for all funds to ensure that funds are spent according to state and federal regulations per the CTE Fiscal Policy Guide.
- Interpret various statutes, policies, and compliance standards in order to ensure budgetary and spending compliance.
- Prepare various analyses of expenditures and funding trends; analyze these data and make recommendations for budget adjustments.
- Submit federal budgets for approval to the Department of Public Instruction (DPI) via the LEA Budgeting and Amendment System (LBAAS).
- Assist the Director of CTE with reviewing PARs.
- Maintain a database for state and federally-funded positions to ensure positions are within allotted numbers.
- Respond to the training needs of schools with state and federal budget preparation, analysis, and clarification of financial data.
- Attend and participate in meetings with human resource personnel related to the allocation of school personnel positions.
- Prepare various other analyses and reports as requested by the Director of CTE.
- Keep financial records and reports.
- Maintain a variety of records, spreadsheets, notebooks, and files to support the department’s budgeting and accounting system.
- Prepare spreadsheets and maintain files of school positions allotted.
- Other duties as assigned.
Knowledge, Skills, and Abilities
- Thorough knowledge of bookkeeping practices and methods and generally accepted accounting principles.
- Ability to follow established policies and procedures.
- Ability to operate a variety of office machines such as a computer, fax, copier, calculator, and others required for the position.
- Proficient in using the AS400 program.
- Proficient in Excel and Microsoft Word.
- Ability to exercise good judgment in analyzing and solving problems and performing financial research projects.
- Ability to meet deadlines and work under pressure.
- Ability to establish and maintain effective professional working relationships with co-workers, supervisors, departmental and school managers, employees, and the general public.
- Ability to communicate effectively in oral and written forms.
Physical Requirements
- Must be able to exert up to 50 pounds of force occasionally, and/or up to 25 pounds of force frequently, and/or up to 10 pounds of force constantly.
- Requires climbing, stooping, kneeling, crouching, hearing, reaching, standing, lifting, walking, grasping, and talking.
- Hearing: perceiving nature of sounds by ear.).
- Must possess the visual acuity to prepare data, work with records processes, and do extensive reading and research.
- Must be physically able to operate a variety of equipment including computers, copiers, etc.
Desirable Education and Experience:
- Completion of an Associate Degree in accounting from a community college and four years of experience in accounting or fiscal operation in an automated environment; or an equivalent combination of education and experience.
- Bachelor’s degree in accounting, or related business field preferred.
- Considerable knowledge of accounting and fiscal practices and procedures.
