The Sheridan County Clerk and Recorder is looking for a highly motivated customer service-oriented individual with experience in A/P, Payroll and Bookkeeping to join their team. Open Position: Financial Coordinator
Salary: $51, 573.54 to $55,539.07 D.O.E., Grade 16

Position Summary: Provides financial support to the County Clerk and to the County Clerk as the County Budget Officer with budget, payroll, accounts payable, warrants, data entry and general accounting. Provides administrative support to the County Clerk and to the County Clerk as Clerk to the Board of County Commissioners by managing and archiving all Board and Clerk email, mail, files, records, including financial records. Cross trains and works in tandem with County Clerk Administrative and Account Coordinator.
MAJOR DUTIES
- Performs all duties or general accounting required to implement the Uniform Municipal Procedures Act.
- Assist the County Clerk as the County Budget Officer with County Budget, Accounts Payable, Payroll, and Monthly County Clerk Bookkeeping.
- County Budget:
- Coordinates with Elected Officials, County Departments, and County Boards.
- Receives, prepares and files Requested Budget with the Board.
- Prepares the Proposed Final Budget for adoption and delivers to the Board.
- Provides Interim Financial Reports to the Board.
- Reviews Budget for any errors and highlights any concerns for the Board’s consideration.
- Receives and drafts all requests to Amend the Budget, present to County Attorney to review, and to the Board for approval.
- Notifies Board of any required amendments due to line-item adjustments.
- Accesses Grant Software and runs reports for Grants as needed.
- Notifies/confirms with Board to add all Budget items to the Board Agenda.
- Accounts Payable and Payroll:
- Reviews Accounts Payable to original invoices and reviews Payroll to all relevant documents after data are entered by Board employee.
- Identifies and corrects discrepancies; provides report of discrepancies to Board.
- Retrieves and maintains warrant reports and all relevant documents pertaining to Accounts Payable and Payroll.
- Submits all Accounts Payables to Board for approval.
- Notifies/Confirms that Warrant Review and Consideration of Warrant Approval are added to appropriate Board Agendas.
- Generates approved Accounts Payable Warrants; prepares warrants for distribution; files paid warrants and related reports.
- Generates Interim Warrants and/or direct deposits without the formal Board approval, reviews original invoice and all related paperwork and reports any discrepancies to Board prior to issuance.
- Compiles and prepares approved warrants for publication in Board minutes.
- Prepare monthly expense and revenue reports for County Elected and departments.
- Maintains inventory of checks, envelopes, and tax forms.
- Monthly Statement of Monies received by Elected or Appointed County Officers:
- Receives and files Monthly Statements.
- Presents the Monthly Statements to the Board Chair for Consent Agenda.
- Monthly County Clerk Bookkeeping:
- Collects payments as needed for the Clerk; maintains and balances cash drawer.
- Reviews, inputs, and verifies daily Clerk receipts into spreadsheets.
- Balances Clerk spreadsheet and supporting documents to monthly Clerk bank statement and presents monthly Clerk bank statement and balance report to Clerk.
- Oversees and maintains all stages of Revenue Receipt Process of Clerk Fees.
- Assists with audits as needed or requested.
- Manages and archives Board and Clerk email, mail, files, records, and financial records in accordance with state record retention schedules, excepting Grants and Fixed Assets.
- Sorts and distributes all courthouse incoming mail.
- Research and analyzes information as needed and compiles and summarizes information.
- Works with sensitive information with discretion to maintain confidentiality and security and ensure compliance with privacy policies and regulations.
- Maintains organization with time management, multitasking and flexibility.
- Assists in the coordination of administrative functions, document requests, and other duties as assigned. Maintains calendars. Prepares and publishes notices and media releases.
- Greets, receives, and assists the media, County Elected, employees, staff, and the public.
- Attends all Regular, Special, and Emergency Board meetings.
- Maintains and updates handbooks for Budget, Accounts Payable, and Payroll.
Other Duties:
- Cross trains with the County Clerk Administrative Coordinator.
- Orders and manages all supplies for the County Clerk.
- Creates and maintains all recording documents according to the State of WY Archives.
- Oversees monthly RIZ files from WYDOT to ensure document status and accuracy.
- Assists the Election Supervisor the week of elections as needed.

MINIMUM QUALIFICATIONS:
- Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
- Ability to be bonded.
- Ability to be a registered voter.
