Full Job Description

JOB SUMMARY

Located in the nation’s capital, the Office of the Attorney General (OAG) is the chief legal office of the District of Columbia. The OAG enforces the laws of the District, defends, and provides legal advice to the District’s government agencies and protects the interests of the District’s residents. The Public Advocacy Division (PAD) of OAG enforces the District’s civil rights, environmental, workers’ rights, anti-fraud, consumer protection, housing conditions, elder protection, antitrust, and non-profit corporation statutes.

This position is located within the Consumer and Tenant Response (CTR) program in PAD. The OAG CTR Program tries to resolve consumer and tenant complaints outside of court. OAG CTR supports all the sections within PAD, and other divisions within OAG. This is a fast-paced, high-volume, public-facing position.

The primary responsibility of a CTR Program Support Specialist is to provide legal, administrative, and logistical support to CTR and assist in furthering the goals of the program.

DUTIES AND RESPONSIBILITIES

The successful candidate will possess strong organizational and time management skills. The candidate must be reliable and possess good judgment and a high level of attention to detail. The candidate must be committed to working on behalf of others, which includes demonstrable interpersonal and customer service skills. Experience with case management software, PowerPoint, Microsoft Outlook, Microsoft Excel, and Microsoft Word is required. Ability to type an average of 60 Words Per Minute (WPM) is preferred.

Duties include but are not limited to:

Address complaints involving consumer issues (such as refunds, contract performance, and scams), as well as complaints involving tenant issues on behalf of renters.
Work directly with consumers and tenants.
Communicate directly with businesses and landlords through phone calls and written letters/emails.
Respond to calls received on the OAG CTR Hotline.
Support ongoing investigation and litigation matters in PAD.
Work individually and as part of a team.
Provide assistance to attorneys within PAD.
Perform legal research, including into statutes, regulations, legislative history, case law and other legal authorities.
Review, analyze, and organize facts, documents, and other related materials.
Handle sensitive information, confidential information, and information subject to the attorney client privilege, the attorney work product privilege, and various agency privileges.
Attend meetings where relevant legal and factual issues are discussed.
Attend community events and give presentations.
Draft consumer and tenant alerts.
Draft public-facing materials that advance the goals of CTR.
Train CTR staff and interns.
Perform other related duties as needed.

QUALIFICATIONS AND EDUCATION

Candidates must have at least one full (1) year of specialized experience equivalent to at least the CS-09 level in the District Service. A paralegal certificate or college degree from an accredited organization is preferred.

Specialized Experience – Experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

WORKING CONDITIONS/ENVIRONMENT

Work is generally performed in an office setting. Some work is performed off-site, within the local community.

Tour of Duty: Monday – Friday; 8:45 a.m. – 5:15 p.m.

Pay Plan, Series, Grade: CS-0301-11

Salary: $74,893; based on available funding for this position.

Number of Vacancies: One (1)

Collective Bargaining Unit (Union): this position is in the collective bargaining unit represented by AFSCME Local 2401.

Remote Work Status: A hybrid remote telework/in-office schedule option is available, consistent with office policy.

POSITION DESIGNATION: This position has been deemed Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.

RESIDENCY PREFERENCE: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
