Full Job Description

Axiom is seeking a Technical Proposal Writer to drive the development of clear, compelling, and compliant proposal content that articulates strong technical and management solutions for our federal customers.

This role is part writer, part analyst: you will translate complex technical concepts, requirements, and solution ideas into persuasive proposal narratives, graphics, and supporting documentation. You’ll work closely with business development, solution architects, project managers, and subject matter experts (SMEs) to turn solution strategies into high quality written content.

The ideal candidate has strong writing skills, a solid technical/analytical background, and enjoys “connecting the dots” between requirements, approaches, and benefits. This position offers an excellent opportunity to deepen experience in federal proposal development, solution design, and emerging technologies such as AI and workflow automation.

Proposal Development

Analyze solicitations, Statements of Work (SOWs), and evaluation criteria to understand technical, management, and staffing requirements.
Develop clear, concise, and persuasive proposal sections (e.g., technical approach, management approach, staffing, transition, past performance, and resumes).
Translate solution concepts and SME input into well structured narratives that highlight value, differentiators, and customer benefits.
Ensure proposal content is compliant, consistent, and responsive to RFP/RFQ requirements and evaluation factors.
Edit and refine contributions from SMEs and partners to ensure consistency of voice, clarity, and technical accuracy.
Support color team reviews and incorporate reviewer feedback into revised proposal content.
Lead proposal kickoffs, solutioning sessions, and content development workshops.
Facilitate working sessions with SMEs to capture technical details, approaches, and win themes.
Prepare reports, slide decks, and written summaries that communicate solution concepts and proposal strategies to leadership.
Maintain and organize reusable proposal assets, boilerplate content, graphics, process documentation, and knowledge management resources.

Solution Development & Articulation

Collaborate with solution architects, project managers, and technical SMEs to understand solution designs, workflows, and implementation approaches.
Help shape and document solution strategies that align with customer requirements, constraints, and evaluation criteria.
Create technical narratives that describe architectures, tools, integrations, data flows, security, and operational processes in accessible language.
Assist with developing solution artifacts such as process flows, workflow diagrams, organizational charts, and technical graphics for use in proposals and presentations.
Work with internal stakeholders (BD, operations, recruiting, finance, project teams) to elicit and document requirements that inform solution and proposal development.
Document current processes and workflows to understand how proposed solutions improve efficiency, quality, or compliance.
Analyze operational data and performance metrics to support claims made in proposals (e.g., improvements, efficiencies, quality outcomes).
Create dashboards, trackers, and reporting solutions that support proposal operations, pipeline visibility, and performance reporting.
Research and summarize emerging technologies and best practices to be leveraged in future proposals and solutions.

Qualifications

Bachelor’s degree in Business, English, Communications, Information Technology, Computer Science, Engineering, Management, or a related field.
3–7 years of experience in proposal writing, business analysis, solution development, consulting, project support, or related disciplines.
Demonstrated experience writing technical or business content (proposals, reports, white papers, or technical documentation).
Strong ability to analyze requirements and translate them into structured, compliant, and persuasive written responses.
Excellent written and verbal communication skills, with strong attention to clarity, organization, and logic.
Proficiency with Microsoft Office and collaboration tools (e.g., Word, PowerPoint, Excel, SharePoint, Teams).
Experience creating proposal graphics, workflows, and technical documentation.
Highly organized, detail oriented, and able to manage multiple deadlines in a fast paced proposal environment.
Interested in automation, AI, and continuous improvement—both for customer solutions and internal proposal processes.

Pay: From $80,000.00 per year
