JOB SUMMARY
The Benefits Administrator is responsible for administering the self-funded Employee Benefits Program; ensuring compliance with IRS Section125 regulations and HIPAA regulations; and performing a variety of accounting functions and administrative tasks.
ESSENTIAL JOB FUNCTIONS:
- Schedules and Facilitates New Hire Orientation to ensure new employees understand San Patricio County policy and employee benefit entitlements;
- Prepares benefit packets for employees upon termination of employment;
- Processes all new hire and terminated employees' paperwork for group medical and supplemental insurance policies by adding/dropping employees in online systems;
- Sends all changes of status to payroll administrator prior to each payroll in order to update information in a timely manner;
- Assists third parties with supplemental benefits during open enrollment;
- Contacts person for Third Party Administrator;
- Answers medical questions for employees and assists in filing claims;
- Maintains up-to-date employee benefit files and eligibility;
- Sets up insurance deductions and contributions in Human Resources module when an employee is eligible for insurance;
- Enters all changes related to employee benefits in Human Resource Module and makes changes in other supplemental insurance online systems;
- Prepares all paperwork and schedules for yearly open enrollment;
- Processes all paperwork for COBRA and monitors if payments have been made in a timely manner by COBRA participants;
- Makes necessary additions and terminations in third-party COBRA online system;
- Monitors Retiree Insurance through third-party administrator to make sure that participants make payments in a timely manner. If participant discontinues Retiree insurance, makes appropriate updates in the online medical system;
- Serve as back-up by entering agenda items in the AgendaQuick portal;
- Enrolls all New Hires into the Texas County & District Retirement System (TCDRS);
- Serve as back-up by handling the FMLA leave administration process from the employee’s initial notice of the need for leave to the return to work. This includes gathering and completing all required paperwork, determining leave eligibility, designating leave as FMLA-qualifying, requesting medical certification as needed, and accounting for intermittent and reduced schedule leave use.
- Works with contracted third parties to conduct random drug screenings;
- Assist with events (Christmas party, Awards, etc…) and
- Performs other assigned duties.
MINIMUM REQUIREMENTS TO PERFORM WORK:
- Bachelor’s degree or equivalent;
- Five (5) years of related work experience;
- Or equivalent training, education, and/or experience in general office and human resource procedures;
- Valid State of Texas Driver’s License.
ADDITIONAL REQUIREMENTS:
- Must submit to and pass a pre-employment drug test and physical standard exam as described in the personnel handbook; and
- Must provide reliable transportation when a county vehicle is not available to perform job duties.

- Skill in the use of small office equipment, including copy machines or multi-line telephone systems;
- Skill in using computers for data entry, word processing, and/or accounting purposes;
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals;
- Ability to write routine reports and correspondence;
- Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, and volume;
- Ability to read and comprehend a broad scope of policy and procedures;
- Ability to organize and communicate effectively;
- Ability to work independently with minimal supervision; and
- Ability to establish and maintain effective working relationships and communicate effectively with other employees and the general public.
PHYSICAL DEMANDS:
Work requires no unusual demand for physical effort.
WORK ENVIRONMENT:
Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office or meeting and training rooms, e.g., use of safe workplace practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations, and traffic signals when driving.
Full-Time Regular Position Salary: $4,194.93 Monthly
