PAY GRADE: Grade 84 ($82,626-$110,374/annually, contingent upon qualifications and prior experience)

JOB GOAL: The Public Records, Policy, and District Compliance Coordinator oversees the district's public records program, Board policy management processes, and district compliance initiatives. This position ensures compliance with North Carolina General Statutes, State Board of Education requirements, federal regulations, and Johnston County Board of Education policies and procedures. The coordinator serves as the primary point of contact for public records requests, facilitates policy development and maintenance, monitors district compliance requirements, and works collaboratively with district departments and legal counsel to mitigate risk and ensure transparency, accountability, and operational excellence.

Degree in Public Administration, Business Administration, Legal Studies, Communications, Records Management, or a related field required; bachelor's degree preferred.

Minimum of three years of progressively responsible experience in administrative services, records management, policy administration, compliance, or local government operations.

Experience with North Carolina Public Records Law and records retention requirements preferred.

Experience in policy development, regulatory compliance, or school district administration preferred.

Knowledge of federal, state, and local laws governing public education and public records.

Ability to manage multiple priorities and deadlines simultaneously.

Strong analytical, organizational, and problem-solving skills.

Ability to work independently and exercise sound judgment.

Proficiency with electronic records management systems and office technology applications.

Ability to establish and maintain effective working relationships with district personnel, government agencies, legal counsel, and community stakeholders.
DUTIES AND RESPONSIBILITIES:

Serve as the district's point of contact for public records requests.

Analyze, process, track, and respond to public records requests in accordance with North Carolina General Statutes and Board policies.

Coordinate with departments to identify, collect, review, and produce responsive records.

Evaluate records with legal counsel to determine exemptions and ensure appropriate redactions.

Maintain documentation and reporting systems related to public records requests.

Develop and implement procedures and guidelines for records storage, retrieval, tracking, and retention.

Coordinate the development, revision, maintenance, and dissemination of Board policies and administrative procedures.

Monitor changes in federal and state laws and recommend policy updates as needed.

Maintain the district's policy manual and ensure accessibility and accuracy of policy information.

Provide guidance and training to administrators and staff regarding Board policies and procedures.

Assist with policy research, interpretation, and implementation.

Monitor district compliance with applicable federal and state laws, regulations, and Board policies.

Coordinate districtwide compliance activities and maintain required documentation and records.

Develop systems and processes to ensure timely completion of compliance requirements, reports, and corrective actions.

Conduct periodic reviews and audits of district processes and procedures to identify compliance concerns and recommend improvements.

Collaborate with departments to address compliance issues and implement corrective measures.

Assist in preparing reports, presentations, and communications related to district compliance initiatives.

Develop and deliver training for district staff regarding records management, policy implementation, and compliance procedures.

Serve as an active participant on district leadership and communication teams as assigned.

Perform administrative duties and special projects as assigned.

Perform other duties as assigned by the Superintendent or designee.

Ability to communicate effectively in written and oral forms.

Ability to speak before groups of people with poise, voice control, and confidence.

Ability to sit, stand, walk, bend, reach, lift, push, pull, and perform repetitive motions as required by the position.

Must possess a valid North Carolina driver's license.

Ability to attend meetings and trainings outside of regular working hours when necessary.
