Are you ready to lead meaningful change that expands choice, independence, and opportunities for people with disabilities to participate fully in community life? The South Carolina Department of Public Health is seeking a strategic, collaborative leader to serve as its Administrator of Community Living Integration and help shape the future of community-based services across the state.

The Administrator of Community Living Integration provides statewide leadership for DPH policies, programs, and initiatives supporting people with disabilities and others who rely on state-funded services. This position leads cross-agency collaboration, guides program and policy development, and drives measurable progress in community-based care, person-centered service delivery, and compliance with the Olmstead decision and related federal and state requirements.

The Administrator of Community Living Integration plays a critical role in advancing South Carolina's commitment to ensuring that individuals with disabilities have access to community-based services and supports, promoting independence, self-determination, and full participation in community life. This position serves as a key leader in transforming systems of care to align with the principles of community inclusion and person-centered service delivery.

The Administrator of Community Living Integration serves as the Department's lead authority on community integration policies, programs, and initiatives that support individuals with disabilities and other populations who require state-funded care and support services. This position provides strategic leadership and oversight to ensure compliance with the principles of the Olmstead decision and related federal and state laws that affirm the right of individuals with disabilities to receive services in the most integrated setting appropriate to their needs.

The Administrator of Community Living Integration collaborates across state agencies, healthcare providers, community organizations, advocates, and individuals with lived experience to develop, implement, and evaluate policies and programs that promote community-based care, reduce unnecessary institutionalization, and improve health outcomes and quality of life for South Carolinians with disabilities. This position reports to the Director of Strategic Initiatives.

How You Will Make an Impact

Lead statewide initiatives that advance community integration and assess the current state of community-based services and supports in South Carolina.
Develop and implement strategic plans, policies, goals, and performance measures, including objectives to support the State Health Plan.
Advise agency leadership on emerging issues, regulatory changes, and best practices related to disability rights, long-term services and supports, and community integration.
Identify barriers to community-based care and recommend policy, programmatic, and operational solutions.
Direct the implementation, monitoring, and evaluation of programs supporting transitions from institutional care to community-based care.
Oversee program budgets, contracts, grants, funding opportunities, and compliance requirements.
Develop systems to track outcomes related to community integration, access to services, and quality of care.
Facilitate steering and advisory committees and serve as a primary liaison to state agencies and community partners.
Build meaningful partnerships with advocates, providers, community leaders, and individuals with lived experience.
Represent DPH at public meetings, conferences, task forces, and professional forums.

Minimum and Additional Requirements

State Minimum Requirements: A bachelor's degree and relevant program management experience.

Agency Additional Requirements: Knowledge of South Carolina's long-term services and supports systems and community-based service networks. Experience managing grants, contracts, and public-sector budgets. A valid South Carolina driver’s license and the ability to travel statewide are required. Overnight travel may also be necessary.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

"Any equivalent combination of education and/or experience that demonstrates the required knowledge, skills, and abilities may be considered in meeting the minimum qualifications, subject to approval by the DPH Chief Human Resources Officer, or their delegate."

Preferred Qualifications

A master's degree in public health, Public Administration, Social Work, Rehabilitation Counseling, Health Administration, Disability Studies, Human Services, Law, or a closely related field.
At least three years of supervisory or executive-level management experience.
At least five years of progressively responsible experience in disability services, Medicaid programs, long-term services and supports, public health, or community integration, with demonstrated knowledge of the Olmstead decision, the Americans with Disabilities Act, and community-based service systems.
Demonstrated experience leading statewide or similarly complex initiatives involving disability services, Medicaid programs, or community integration.
