Full Job Description

Utility Partners of America (UPA) is seeking an experienced Estimating Coordinator with at least 10 years of estimating, proposal, preconstruction, or project coordination experience within the utility construction or infrastructure industry.

This individual will support estimators in developing accurate, competitive, and commercially sound estimates for electric, gas, water, telecommunications, and related utility service opportunities. The Estimating Coordinator will assist with organizing solicitation documents, gathering pricing and operational inputs, coordinating internal reviews, maintaining estimate documentation, and preparing proposal deliverables.

The Estimating Coordinator will serve as a key point of coordination among Estimating, Sales, Operations, Finance, Safety, Legal, subcontractors, suppliers, and executive leadership to ensure estimators receive the information needed to complete estimates accurately and on time.

The ideal candidate is highly organized, detail-oriented, and deadline-driven, with the ability to support multiple complex bids simultaneously. This position requires strong analytical and communication skills, as well as the ability to review solicitation requirements, identify missing information, coordinate required inputs, and assist estimators with developing complete pricing models, proposal deliverables, assumptions, clarifications, and clearly defined scopes of work.Key Responsibilities

· Review RFPs, RFQs, invitations to bid, statements of work, drawings, specifications, addenda, pricing schedules, and contractual requirements.

· Coordinate the estimating process from initial opportunity review through proposal submission, bid clarification, negotiation, and final handoff to Operations.

· Prepare bid schedules, compliance matrices, responsibility assignments, and submission checklists to ensure all requirements and deadlines are satisfied.

· Solicit subcontractor quotations for estimating purposes.

· Identify scope gaps, exclusions, assumptions, clarifications, commercial risks, and opportunities for cost optimization.

· Coordinate with Sales and Proposal teams to align the technical approach, staffing plan, project schedule, and pricing strategy.

· Prepare proposal-ready scopes of work, pricing narratives, assumptions, exclusions, and commercial clarifications.

· Schedule internal estimate reviews, bid-strategy meetings, and executive approval discussions.

· Maintain estimate files, pricing databases, labor and equipment rates, subcontractor information, historical cost data, and bid documentation.

· Track solicitation questions, addenda, due dates, bonding requirements, insurance requirements, and other compliance items.

· Support post-bid interviews, customer clarification requests, best-and-final-offer submissions, and pricing negotiations.

· Prepare a complete estimate handoff package for Operations following contract award.

· Compare estimated costs and production assumptions against actual project performance to improve future estimates.

· Assist with change-order pricing, scope revisions, contract amendments, and project-specific commercial evaluations.

· Support the continued improvement and standardization of UPA's estimating processes, templates, databases, and internal controls.

Required Qualifications

· At least 10 years of progressive experience in estimating, preconstruction, proposal coordination, project controls, or a related utility construction function.

· Demonstrated experience supporting electric, gas, water, telecommunications, utility locating, meter installation, line construction, or other infrastructure projects.

· Experience reviewing technical specifications, contractual requirements, pricing sheets, drawings, and solicitation documents.

· Advanced proficiency in Microsoft Excel, including formulas, lookups, pivot tables, data validation, and cost-model development.

· Proficiency with Microsoft Word, PowerPoint, Outlook, Teams, and document-management platforms.

· Strong written and verbal communication skills, with exceptional organization, time management, and attention to detail.

· Ability to manage multiple bids and competing deadlines in a fast-paced environment.

· Demonstrated ability to collaborate with field operations, sales, finance, legal, safety, suppliers, subcontractors, and senior leadership.

· Ability to handle confidential pricing, customer, and company information with discretion.

Preferred Qualifications

· Bachelor’s degree in construction management, Engineering, Business, Finance, or a related discipline; equivalent utility-industry experience may be considered.

· Experience with estimating platforms such as Accubid, HeavyBid, B2W, HCSS, or comparable systems.

· Experience with CRM, ERP, procurement, and sourcing platforms, including Coupa, Ariba, Woods MacKenzie or similar systems.

Pay: $100,000.00 - $120,000.00 per year
