Full Job Description

The purpose of this position is to assist and perform intermediate-level work in the operations and oversight of a section of the City’s parks and recreation system including tasks such as maintenance, recreational programming and services, and revenue collections of assigned areas.
This class works under general supervision, assisting in the development of work methods and sequences.

Essential Functions

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

Assists in the supervision, direction, and evaluation of assigned part-time staff.
Assists in planning, directing and implementing a broad and varied program of parks and recreation activities and services to meet the needs of the public to include children ages 3 – 18, adult and senior programming.
Assists in the planning, organizing, supervision, and implementation of programs and specialized recreation activities and special events, including leisure activities, arts and crafts, special needs programs, festivals, concerts, fairs, athletic leagues, tournaments, fitness programs, after school programs, dances, clinics, summer day camps, etc. Provides input in the preparation of the annual budget for assigned programs for parks and recreation for review by supervisor.
Assists in supervising the work of subordinate personnel engaged in recreational programming, security and maintenance services.
Collects revenues from recreational programs, activities, special events and admissions; reports the progress and potential of revenue production through investigations or special studies.
Explains and interprets rules and regulations, fees and charges, and recreational operations to park patrons; enforces or refers enforcement to proper authorities.
Conducts periodic inspections of all park areas and facilities; observes efficiencies in operation, safety and condition; prepares verbal and written communications to correct deficiencies.
Prepares and maintains various operational reports on attendance, inventory, revenues and related information.
Processing requisitions for materials and supplies for park operations and maintenance; maintains revenue records; assists with park expenditures and submits all for review to management
Meets with organized groups, individuals, or other interested parties to provide information, assesses community-wide program needs and interests, formulates new programs, and furthers public relations for the City.
May occasionally operate up to a 15-passenger city vehicle for the transportation of program participants.
Interacts and communicates with a variety of groups and individuals including department and City staff, community groups, volunteers, senior citizens, special needs population and the general public
Ensures the safety of all program, activity and event participants and providers by following City policies and procedures and monitoring participants' activity
Monitors recreation facilities to ensure security, proper working order of equipment, cleanliness of area and other potential maintenance hazards
Greets visitors to the office and recreational facilities
Maintains inventory of supplies and equipment; requisitions supplies and equipment as necessary
Assists in planning and monitoring programs for all ages.
Other duties, responsibilities, and activities may change or be assigned at any time with or without notice.

Typical Qualifications

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

High School Diploma or GED equivalent
6 months of experience in parks and recreation or related field or an equivalent combination of education, training and experience.
Must possess and maintain a valid state driver’s license with an acceptable driving history.
CPR/First Aid Certifications (or must obtain within 6-month probationary period and remain valid throughout employment)

PREFERRED EDUCATION AND EXPERIENCE REQUIREMENTS:

Certified Parks and Recreation Professional (CPRP) from the Florida Parks & Recreation Association.

Knowledge of the philosophy, objective, equipment requirements, and benefits of a diversified program of public recreation.
Knowledge of the operational, safety and maintenance requirements of a park or recreational area.
Knowledge of current trends and developments in the field of parks and recreation management.
Knowledge of budget preparation and administration.
Knowledge of the principles of supervision, organization and administration.
Knowledge of the basic laws, rules and regulations relating to the use of facilities as applicable to City operations.
Skill in budget analysis and financial/accounting principles.
Skill in coordinating the work of others and prioritizing work assignments.
Skill in resolving problems or situations requiring the exercise of good judgment.
Skill in preparing clear and concise written reports.
Skill in interpreting policies.
Ability to manage large community parks with responsibility for designated areas of operation. Ability to prepare and maintain reports and conduct research and special studies.
Ability to plan, direct, communicates and supervises the work of subordinates in a manner conducive to full performance and high morale.
Ability to establish and maintain effective working relationships with the general public co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, color, religion, age, gender, ethnicity, disability, sexual orientation, marital status or political affiliation.
Ability to accept, receive, and collect payments, prepare and process purchase orders, and maintain inventory.
Ability to manage grand funds and maintain budget and make budget recommendations.
Ability to use small office equipment and computers.
Ability to work with and supervise all age groups including seniors, adults, and youth, with and without special needs

PHYSICAL DEMANDS:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Performs light to medium work that involves walking or standing virtually all of the time and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis or skill, adeptness and speed in the use of the fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy.

WORK ENVIRONMENT:
Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.
Involves routine and frequent exposure to:

Bright/dim light; Dusts and pollen.
Extreme heat and/or cold; Wet or humid conditions

WORK HOURS:
Sunday – Saturday: Days/hours vary (May be required to work nights, weekends and holidays to meet the business needs of the City.)

Finally, each employee must immediately report any unsafe work practices or unsafe conditions as well as any on-the-job injury or illnesses.
Every manager/supervisor is responsible for enforcing all safety rules and regulations. In addition, they are responsible for ensuring that a safe work environment is maintained, safe work practices are followed, and employees are properly trained.

SICK LEAVE

Employees start to accrue sick leave effective at the start of the first full month of employment. Employees sick days shall be credited at the rate of eight (8) hours or one (1) working day for each month of completed service.

RETIREMENT PLAN

The City provides a defined contribution plan under Section 401(a) of the U.S. Internal Revenue Code. The City contributes eight percent (8%) of your salary as an employee, and you as an employee contribute four percent (4%) of your salary. The City has a 5-year Vesting Schedule. Vesting refers to your ownership of the money in your account. Based on your period of service completed you are gradually vested in your employer contributions: 20% in 1 year, 40% in 2 years, 60% in 3 years, 80% in 4 years and 100% upon the completion of 5 years of service.

Employees may also make voluntary contributions to a 457 Deferred Compensation Plan, up to the annual limit as defined by the IRS.

EDUCATIONAL REIMBURSEMENT PROGRAM
Full-time employees are eligible to receive educational reimbursement for undergraduate and graduate coursework according to the following criteria and schedule of benefits. Employees who have completed their one (1) year of employment are eligible to participate in the Educational Reimbursement Program. With approval of the course(s) and subject to availability of funds, employees may be eligible for reimbursement (other than Master's Degree program courses) of 100% for a grade of A, 90% for a grade of B, and 75% for a grade of C. The City will provide reimbursement up to a maximum of $5,250.00 per tax (calendar) year based on current federal taxation requirements and limits, or as may be modified in future years. Per IRS regulations, tax-free benefits under an education assistance program are limited to $5,250 per employee, per year.

ANNUAL EVALUATIONS
An annual evaluation will be given on the anniversary date of employment. Annual evaluations are eligible for merit increases to commensurate with the City’s pay for performance policy of up to 3%.

The City offers a variety of discount programs. The following are some areas for available discounts: Tickets at Work, Government Car Rental, Tri-Rail EDP Discount., and etc.

WELLNESS PROGRAMS
Employees on the City's medical plan may participate in the City’s Wellness Program to help offset the cost of their medical premiums. For new hires, points toward the Wellness Program can be accumulated starting from your date of hire through the last day of the year. Existing employees may begin participating in the program at any time. Please note, points will only be tallied on a calendar-year basis.
