Full Job Description

Overview

East Houston Medical Center is seeking an experienced, hands-on Facilities Manager to take full ownership of our physical plant. You will be responsible for the entire facility — every building system, every safety and life-safety requirement, and every regulatory inspection — keeping our 24-hour hospital safe, functional, code-compliant, and always survey-ready.

This is the person who makes sure the lights stay on, the HVAC runs, the fire systems are tested and tagged, the oxygen is where it needs to be, and nothing falls out of compliance. ResponsibilitiesBuilding Systems & Maintenance

Oversee the operation, maintenance, and repair of all building systems — HVAC, electrical, plumbing, mechanical, and boiler/utility systems — to keep the hospital safe and fully functional on a 24/7 basis.
Develop and manage preventive and predictive maintenance programs and a work-order / CMMS system.
Maintain the interior and exterior of the building and grounds, including carpentry, painting, and groundskeeping.
Plan and manage minor renovations, office moves, and facility improvement and construction projects.

Life Safety, Fire & Regulatory Compliance

Ensure the facility remains in continuous compliance with Joint Commission Environment of Care (EOC) and Life Safety standards, CMS Conditions of Participation, NFPA 101 (Life Safety Code), and all applicable state and local authorities having jurisdiction (AHJ).
Maintain life-safety systems — fire alarms, sprinklers, emergency lighting, and exit signage — and coordinate all required inspections, testing, and documentation.
Schedule and oversee fire inspections and fire drills, and ensure all fire extinguishers are inspected, serviced, and tagged/up to date at all times.
Maintain survey readiness and complete, accurate compliance documentation, and serve as a point of contact during regulatory inspections and surveys.
Lead safety, fire control, emergency preparedness, and disaster planning, and participate in required drills.
Oversee hazardous-materials handling and waste management in accordance with regulations.

Medical Gas & Utilities

Ensure medical gas systems are properly maintained and that oxygen tanks and cylinders are correctly stored, secured, in place, and inventoried in accordance with code.
Manage utility systems and their distribution (power, water, emergency generators), and ensure emergency power and backup systems are tested and operational.

Leadership, Vendors & Budget

Supervise, train, schedule, and evaluate maintenance and plant-operations staff and contractors.
Negotiate and manage vendor and service contracts, and hold vendors accountable to scope and code.
Develop and manage the facilities operating budget and control expenditures.
Coordinate maintenance activities around patient care to minimize disruption to clinical operations.

General

Respond to facility emergencies and remain available on-call as needed for a 24-hour hospital.
Maintain accurate records, logs, and regulatory documentation.
Willingly assist with other duties as assigned.

Qualifications

Required

High school diploma or GED.
Five (5) or more years of facilities, plant operations, or building maintenance experience, with hospital or healthcare experience strongly preferred.
Hands-on working knowledge of HVAC, electrical, plumbing, and mechanical systems.
Knowledge of Joint Commission Environment of Care / Life Safety standards, NFPA 101, CMS requirements, and applicable building and fire codes.
Supervisory experience and demonstrated budget-management ability.
Ability to be on-call and respond promptly to facility emergencies.
Physical ability to walk, stand, climb, bend, and lift as required to inspect and service equipment throughout the facility.

Preferred

Associate's or Bachelor's degree in engineering, construction management, facilities management, or a related field.
Certified Healthcare Facility Manager (CHFM) certification.
Experience with medical gas systems, CMMS software, and capital construction projects.
Relevant trade license or certification (e.g., HVAC, electrical).
