POSITION PROFILE
The GIS Analyst will support the City of Houston’s Enterprise Geographic Information System (EGIS) by performing advanced GIS development and technical support. This role requires a detail-oriented individual who is highly proficient in GIS editing, spatial analysis, data management, and web GIS applications. The selected candidate will play a key role in supporting desktop and web-based GIS projects that align with the City’s enterprise goals and provide technical solutions to internal and external stakeholders and will be expected to modify enterprise GIS database for addressing-related data changes and validation.
DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

Produces maps, reports and analyses using GIS and various database software.

Researches and evaluates source data using routine methods.

Develops and implements data topology methods and procedures.
-
Converts data from one software platform to another.

Geocodes data files; enters, corrects and modifies data.
Specific Responsibilities:
-
Design and produce high-quality maps, reports, and spatial analyses using ArcGIS Pro, ensuring consistency with established cartographic standards.

Perform advanced GIS editing in a multi-user versioned environment with strong attention to detail.
-
Create, maintain, and document GIS data layers in the enterprise database.
-
Develop and maintain ArcGIS Online (AGO) web maps, dashboards, and apps.
-
Conduct spatial and network analysis using Esri’s Spatial Analyst and Network Analyst extensions.

Automate GIS workflows using ModelBuilder, Python, and Arcade.
-
Provide geocoding support, including address rematch, validation, and quality assurance.

Collaborate with city departments to identify GIS needs and recommend appropriate data products or tools.

Support public information requests, planning initiatives, and contribute to external data-sharing platforms such as ESRI Community Maps.

Works directly with customers internally and externally on inquiries related to Chapter 41 compliance and is independently responsible for follow-up, scheduling, and customer coordination to resolve all questions.

Serves as directly as a primary contact on addressing team email and Planning Department Addressing hotline for assisting in ad-hoc requests.

Assign addresses, road centerlines / ranges within the full purpose city limits and the Huffman/New Caney area

Provide daily data maintenance and quality assurance to address and street name data.

Independently identifies, analyzes, and resolves GIS-related issues by gathering, evaluating, and manipulating spatial data with minimal supervisor guidance.

Provide customer support in assigning addresses, validating existing addresses, and verifying road names.

Make GIS presentations to users, prospective users, and the public as needed.

Performs other duties or assists with special projects as needed.

WORKING CONDITIONS
The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces.
There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.
This is a Planning and Development position at the Tier II Level.
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Geographic Information Science, Planning, Geography, Computer Science or a closely related field.
EXPERIENCE REQUIREMENTS
No experience is required.
Substitution:
Professional experience working with a comprehensive geographic information system may be substituted for the degree requirement on a year-for-year basis.
