Overview
Join our dynamic team as a Utility Superintendent and lead the operation, planning, coordinating and overseeing all underground utility construction activities, including water distribution systems, sanitary sewer systems, storm drainage systems, force mains, lift stations, precast utility structures, and related infrastructure. This position provides leadership and direction to utility foremen, pipe crews, subcontractors, and vendors to ensure projects are completed safely, on schedule, within budget, and in compliance with all project specifications, municipal standards, and regulatory requirements.
The Utility Superintendent serves as the primary field leader for utility operations and is accountable for productivity, quality, safety, crew performance, utility testing, inspections, and successful project delivery.
Duties
Project Planning & Execution
- Plan, coordinate, and direct all utility construction activities on assigned projects.
- Develop utility installation strategies, material positioning, and assist PM on sequencing plans.
- Coordinate manpower, equipment, materials, subcontractors, and resources.
- Participate in project kickoff and preconstruction meetings.
- Coordinate utility activities with earthwork, concrete, paving, electrical, and other project operations.
- Identify and resolve conflicts involving existing utilities, structures, and site constraints.
- Ensure work progresses according to project schedules and milestones.
- Enforce sitework housekeeping on foremen and subcontractors.
- Schedule excess material returns with vendors on completion of task work (i.e., water line, sewer line, storm line)
Underground Utility Operations
- Oversee installation of:
- Water mains
- Fire lines
- Sanitary sewer mains
- Force mains
- Storm drainage systems
- Culverts
- Precast utility structures
- Manholes
- Inlets
- Headwalls
- Junction boxes
- Lift stations
- Service connections
- Primary Electrical Service
- Ensure proper trenching, bedding, pipe installation, backfill, and compaction procedures.
- Coordinate utility crossings and utility conflict resolution.
- Verify pipe grades, alignments, and elevations meet project requirements.
- Managed dewatering operations when required.
- Coordinate utility relocations and tie-ins.
Production Management
- Establish daily, weekly, and monthly production goals.
- Monitor installation rates and production against project budgets.
- Track completed quantities and installed footage.
- Analyze labor and equipment productivity.
- Identify production obstacles and implement corrective actions.
- Coordinate staffing and equipment needs to maintain schedule compliance.
- Develop recovery plans when productivity falls behind schedule.
Erosion Control Maintenance
- Oversee erosion control maintenance until project acceptance.
- Conduct routine inspections of all erosion control measures.
- Coordinate maintenance and repairs of:
- Silt Fence
- Inlet Protection
- Check Dams
- Sediment Traps
- Construction Entrances
- Temporary Stabilization Measures
- Ensure compliance with SWPPP requirements.
- Coordinate corrective actions resulting from inspections.
- Maintain erosion control documentation and reports.
- Ensure compliance with environmental permits and municipal requirements.
Safety Management
- Enforce all company safety policies and OSHA regulations.
- Conduct daily safety meetings and job hazard analyses.
- Ensure trench safety systems comply with OSHA requirements.
- Verify proper use of trench boxes, shoring systems, and excavation protection.
- Conduct site safety inspections.
- Investigate incidents and implement corrective actions.
- Promote a culture of safety and accountability.
Quality Control & Testing
- Ensure utility installations comply with project specifications and municipal requirements.
- Coordinate and oversee:
- Hydrostatic testing
- Chlorination and disinfection
- Water quality testing
- Sewer leak testing
- Hydrant flow testing
- Mandrel testing
- Vacuum testing
- CCTV inspections
- Coordinate inspections with municipalities, engineers, and utility providers.
- Review testing reports and address deficiencies.
- Minimize rework through proactive quality management.
Personnel Leadership
- Supervise Utility Foremen, Pipe Layers, Equipment Operators, Laborers, and subcontractors.
- Review and approve timecards for hours worked and proper cost coding for all foreman direct reports and their crews.
- Provide leadership, coaching, and workforce development.
- Conduct employee performance evaluations.
- Assist in recruiting and staffing efforts.
- Support employee training and career progression initiatives.
- Promote accountability, teamwork, and professionalism.
Equipment & Resource Management
- Coordinate utility equipment needs with Fleet Management.
- Monitor equipment utilization and productivity.
- Ensure operators perform daily inspections and preventative maintenance.
- Manage specialty equipment requirements.
- Minimize downtime and maximize resource efficiency.
Utility Coordination & Regulatory Compliance
- Coordinate with utility owners, municipalities, engineers, inspectors, and regulatory agencies.
- Ensure compliance with local, state, and federal regulations.
- Coordinate utility permits and inspections.
- Manage utility shutdowns, tie-ins, and service interruptions.
- Maintain compliance with environmental and stormwater requirements.
Communication & Documentation
- Maintain communication with Project Managers, Survey, Safety, and Executive Leadership.
- Participate in project progress meetings.
- Coordinate utility staking and layout activities.
- Provide regular updates regarding schedule, production, testing, and inspections.
- Maintain accurate project documentation and reports.
- Identify and communicate project risks and opportunities.
- Review plans, specifications, utility profiles, geotechnical reports, and contract requirements.
Requirements
- Proven experience working in the energy & utilities sector with specific expertise in water treatment or wastewater treatment plants.
- Strong mechanical knowledge with hands-on experience in equipment repair, industrial pump maintenance, plumbing, and heavy equipment operation.
- Familiarity with programmable logic controllers (PLCs), distributed control systems (DCS), and data collection techniques for operational analysis.
- Knowledge of wastewater systems, water systems management, environmental compliance standards, and construction processes.
- Ability to perform basic math calculations accurately for data analysis and operational adjustments.
- Physical capability to perform heavy lifting, operate heavy machinery safely, and conduct routine inspections requiring physical effort.
- Excellent analysis skills to troubleshoot issues efficiently and implement effective solutions promptly.
- Valid tanker endorsement or experience handling liquid transport is preferred but not mandatory.
Qualifications
Education
- High School Diploma or GED required.
Experience
- Minimum 8 years of underground utility construction experience.
- Minimum 3 years of supervisory experience managing utility crews.
- Extensive experience with water, sewer, and storm drainage systems.
- Experience managing multiple utility crews and complex utility installations.
- Experience working with municipalities, utility providers, and regulatory agencies.
Preferred Experience
- Residential subdivision development.
- Commercial site development.
- Lift station construction.
- Utility rehabilitation and replacement projects.
- GPS grade control and survey coordination.
Knowledge, Skills & Abilities
- Thorough understanding of underground utility construction means and methods.
- Knowledge of water, sewer, and storm drainage systems.
- Knowledge of OSHA excavation and trench safety regulations.
- Ability to read and interpret plans, utility profiles, specifications, and survey information.
- Strong leadership and team-building skills.
- Excellent communication and problem-solving abilities.
- Understanding of utility testing and inspection requirements.
- Production planning and scheduling capabilities.
- Computer proficiency, including Microsoft Office and project management software.
