The 31st Judicial Circuit Court in Greene County is seeking a qualified applicant to serve as their Division Support Court Manager, an advanced leadership position responsible for overseeing the daily operational support of all division and court support functions. This position provides leadership, guidance, training, and operational oversight for nineteen or more division clerks and support staff while ensuring consistent court operations through staff scheduling, cross-training, quality assurance, and division coverage. Success in this role requires the Court Manager to be proactive in building and maintaining strong working relationships with our Judges/Commissioners, division clerks and support staff, fellow court managers, the Circuit Clerk, and the Secretary to the Presiding Judge. The Court Manager must exercise sound judgment, discretion, and independent decision making in accordance with Missouri statutes, Supreme Court Rules, Court Operating Rule 7, and the local court rules and procedures. Successful performance will depend on effectively fulfilling these responsibilities, along with the duties and expectations outlined throughout this announcement.
Responsibilities - What you’ll do
SPECIFIC TO THE COURT MANAGER ROLE IN THE 31ST JUDICIAL CIRCUIT
PRIMARY RESPONSIBILITIES & DUTIES:
- Scheduling, Coverage, and Staff Management:
o Schedules and provides in-court and in-office coverage for Division Clerk absences.
o Ensures adequate coverage and staffing of divisions.
o Ensures Division Clerk tasks are addressed and completed during Division Clerk absences.
o Provides coverage and support for division overflow work when requested by division; this is in addition to coverage for absences.
o Routine monitoring of Division and Support Staff to ensure accurate and complete work performance. This relates to new clerks during training and for established staff when appropriate to do so.
o Oversight of staff; maintain accessibility and communication with Clerks for informal and formal status check-ins and support
o Develops, maintains, and updates written resources and materials for needs of the types of courts — Circuit, Associate Circuit, and Family Court.
o Develops, maintains, and updates written resources and materials for Show Me Courts and OSCA procedures, including, but not limited to: comprehensive training notes; appropriate codes for different settings; docket entries; scheduling; suspending cases; and other functions under SMC.
o Creates and maintains a list of “critical” or important must dos (or must not to dos) for division specific cases (i.e., a short list of things that cannot be missed/ must be addressed, such as dockets being sent to jail, warrants, double checking jail list each day, re: civil TROs, checking casenet scheduled cases to ensure all entries made, etc.)
o Develops, maintains, and updates written resources and materials for other Division Clerk duties and responsibilities.
- This includes, but is not limited to, materials on processing of Orders/Judgments/Rulings; processing of Action Que/in-box.
- Examples include, que-ing entries for Clerk’s Office action; information on disbursement to different agencies (such as DMH contact list); notices to parties; mass resetting of case; and others.
o Identifies division/judge specific processes and procedures to facilitate support fill in during absence of Division Clerk and with new Division Clerk training, i.e., individual differences between courts. Provides written materials on same.
o Effectively trains new Division and Support Clerks (with written materials).
o Provides on-going training Division and Support Court Clerks for smooth operation of the Courts. This includes, but is not limited to, personally providing, as well as, organizing training by others in basic, intermediate, and advanced court procedures. Creating and maintaining a list of completed training topics and future suggested topics.
o Establishes and maintains a centralized location for Clerks and Judges to access written materials and resources
- Employee Records and Reviews:
o Monitors attendance and leave requests. Ensures attendance and compliance with leave policies – when assigned to do so.
o Reviews and submits time sheets for Division Clerks – when assigned to do so.
o Conducts performance reviews during probationary periods and annually – when assigned to do so.
o Follows established protocol for employee discipline as necessary – when assigned to do so
o Maintains employee records in coordination with the Circuit Clerk.
SECONDARY RESPONSIBILITIES & DUTIES:
o Reviews/revises current procedures to increase employee understanding and court efficiency; ensure statutes and local court rules are followed.
o OSCA: compiles OSCA updates and applicable procedures; disburses written information and trains on OSCA updates and procedures; point person to obtain OSCA information and answer questions from divisions related to OSCA items.
o Legislature: point person for information; compiles legislative updates and procedures; disburses information and provides materials for training.
o Runs division or case-type specific reports as may be requested by divisions, including but not limited to reports related to monitoring of time standards; dismissal docket; cases under advisement; cases with no future date; active case reports; case management reports on open/closed cases; and other pertinent/supportive reports.
o Understands and provides written materials and reports as needed related to COGNOS reporting.
- Collaborates with the Secretary to Presiding Judge to provide mutual support to ensure the continuity of court operations and administrative functions.
- Communicates with and provides support to Judges as requested and as appropriate.
- Coordinates with other Court Managers (including attending Manager meetings) to optimize processing prioritization, accuracy and efficiency.
- Provides, and tracks down as needed, resources and support to employees, divisions, and Judges as the need arises.
ADDITIONAL DUTIES:
- Receives and processes information from attorneys and general public regarding issues with staff and/or processing of filings.
- Serves as a point of contact for communications concerning the activities and operations of the court; provides information to and answers questions from judges, attorneys, court officials and the general public.
- Prepares the National Instant Criminal Background Check System Problem Log (NICS) report and addresses issues.
- Oversees the protection of confidential records, including confidential personnel records, in a secure location.
- May be required to monitor portions of the budget.
- Performs other functions as required.
Qualifications - All you need for success
Minimum Qualifications
Bachelor’s Degree in a related field and four years of related experience, three years of which must have been in a supervisory capacity
Additional experience above the minimum stated may be substituted on a year for year basis for the required education.
Employment is contingent on authorization to run a criminal background check and the receipt of a clean criminal record that must be maintained throughout employment.
Preferred Qualifications
- Comprehensive knowledge of court procedures, legal documents, laws and legal factors pertaining to the court
- Comprehensive knowledge of the organization, functions, responsibilities and procedures of the court
- Thorough knowledge of effective management, supervisory techniques and employment regulations
- Thorough knowledge of modern principles and practices of public administration
- Ability to organize, direct and coordinate administrative activities in an effective manner
