Full Job Description

At Clark County Board of Developmental Disabilities, we believe that every person deserves the opportunity to live a full, meaningful life. We are building that investment into the structure of our Human Resources Department, and we are looking for the right person to lead it.

The Learning & Development Specialist is a newly established position within our HR Department. This is a rare opportunity to shape a training and development function from the ground up — designing curriculum, building programs, and creating the learning infrastructure that supports our people and keeps our organization audit-ready and growing.

You will work in close partnership with our HR Business Partner and have a direct line to agency leadership. Your work will touch every department, every level of the organization, and ultimately every person we serve.

Specific responsibilities include:

Conducting agency-wide training needs assessments and designing curriculum for a variety of delivery formats
Delivering training programs for new and existing employees, including new hire orientation and mandatory annual training
Monitoring and responding to ORC/OAC and regulatory changes affecting training requirements
Maintaining training compliance tracking across all positions with mandatory certification or continuing education requirements
Coordinating provider training in the county, including CPR and medication administration
Building and delivering leadership development programming to support succession planning
Preparing training and orientation records for accreditation and regulatory review

Bachelor's degree in Human Resources, Organizational Development, Communication, Education, or a related field required; Master's degree preferred
Minimum of three (3) years of experience in curriculum design, training delivery, or workforce development; experience in a human services, healthcare, or regulated environment preferred
Demonstrated ability to design and deliver engaging training in both in-person and virtual formats
Proficiency in Microsoft Office and Canva; experience with e-learning authoring tools such as iSpring Suite or equivalent preferred
Ability to manage training databases and learning management systems
Strong platform and presentation skills
Excellent written and verbal communication skills
Strong organizational skills with the ability to manage multiple priorities and deadlines
Ability to monitor regulatory change and respond proactively
High level of professionalism, discretion, and confidentiality
Valid Ohio driver's license with fewer than six (6) points
CPR and CPI instructor certification preferred; will be required post-hire
Must pass pre-employment drug screening and background check

This position is classified at pay grade 25-070, with a salary range of $58,656 to $83,971 annually. Starting salary is determined based on qualifications and experience; new hires typically begin between the minimum and midpoint of the range.
