Full Job Description

POSITION SUMMARY

The Employment Navigator assists individuals with developmental disabilities in finding and maintaining competitive, integrated employment. This role brings deep expertise in employment planning and a genuine belief that every individual can enter the workforce and succeed with the right support.

WHAT YOU'LL DO

Employment Planning & Job Seeker Support

Collaborate with Service and Support Administrators (SSAs), providers, and support teams to connect individuals with community resources and training.

Assess job seeker skills and interests and develop person-centered employment plans.

Track progress, provide ongoing support, and ensure long-term job retention.

Understand where each individual is on the Path to Employment and develop short- and long-term supports to advance their vocational goals.

Employer & Community Engagement

Build and maintain relationships with local businesses to identify job openings and secure placements.

Serve as a dedicated liaison between job seekers, employers, and employment service providers.

Link individuals to partner agencies (OOD), training, transportation, and other community supports.

Cultivate partnerships with Ohio Means Jobs (OMJ), local school districts, and OOD.

Systems Navigation & Problem Solving

Apply deep knowledge of provider capacity and expertise to optimize workforce outcomes.

Exhibit creative, tenacious problem-solving to dismantle systemic barriers and build innovative pathways to employment.

Understand funding mechanisms through OOD and DODD for employment services.

Maintain detailed records for reporting, billing, and outcome tracking using state and county databases.

QUALIFICATIONS

Education

Bachelor's degree in Social Work, Special Education, Human Services, or a related field.

Experience

3+ years of experience working with individuals with developmental disabilities.

Background in vocational rehabilitation, job coaching, employment planning, or placement services.

Knowledge & Skills

Knowledge of person-centered planning principles, vocational rehabilitation, and community integration.

Familiarity with OOD, OMJ, local school districts, and community employer relationships.

Understanding of DODD and OOD funding mechanisms for employment services.

Proficiency in Microsoft Word and Excel for plan management and data tracking.

Ability to navigate state and county databases for documentation, budgeting, and billing.

Comfortable using video conferencing tools (Zoom, Microsoft Teams) for virtual meetings.

Strong written and verbal communication skills; ability to work effectively with individuals, families, providers, and other team members.

REQUIRED LICENSES & CERTIFICATIONS

Must be eligible for and maintain Service and Support Administrator (SSA) certification per Ohio Administrative Code.

Must complete DODD initial training and maintain annual continuing education requirements.

Valid Ohio Driver's License with fewer than 6 points; must maintain personal auto liability insurance.

Employees are enrolled in the Ohio Public Employees Retirement Plan and the Board contributes an amount equal to 14% of the employee's wages to their retirement plan.
Employees have the option to enroll in medical, dental, and vison insurance plans which have very low premiums. Once deductibles are met, our medical plan pays 100% for most prescriptions and medical treatments.
Employees who take advantage of the insurance plans will have a health savings account setup and can contribute through payroll deductions. To ensure that employees can afford medical costs the Board contributes $2,000 for single or $4,000 for family to the employee's health savings account.
Rest and time with friends and families is important. Each year employees have ten holidays, one personal day, board administration days (the days between Christmas and New Year's Day), and generous sick and vacation leaves.
Employees can apply for tuition assistance.

COMPENSATION: Clark County Board of Developmental Disabilities is committed to equitable and consistent compensation practices. The annual salary range for employees in this position is $51,829 to $73,061. Offers are typically made between the minimum and the midpoint of the range, based on the candidate’s experience, education, and alignment with the role’s responsibilities.
