Salary/Compensation Statement:

Hourly wage reflects an approximate annual salary of $57,092 – $83,727.
New employees may not be placed on the salary schedule higher than any current employee in this classification with the same or greater number of years’ relevant experience.
Lane’s robust Benefits package includes a generous contribution toward medical, dental and vision insurance, basic term life insurance, long term disability, vacation leave, personal time and paid sick leave.
Lane Community College is considered a qualifying public employer for the purposes of the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness program, full-time employees working at the College may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan. Questions regarding your loan eligibility should be directed to your loan servicer or to the US Department of Education.

Grant Statement:

This is a grant funded position. Continuation of this position is contingent upon grant-funding.

Working Schedule:

Forty (40) hours per week; variable work hours based upon department needs; morning, evening and weekends may be required.
Additional hours are granted based on department needs.

Required Qualifications

Required Education:

Bachelor’s degree with coursework or training in Early Childhood Education, Education, Human Services, Social Work, Psychology, Program Management, Public Administration, or a related field; or Step 10 or higher in the Oregon Registry.
An equivalent combination of education and relevant experience may be considered.

Required Experience:

Two (2) years of direct experience in a combination of:
- Early Childhood Care and Education, including teaching, providing technical assistance, training, classroom observation, assessment, and reflective feedback.
- In program coordination, including independent project management.

Licensure or Certification Requirements

Valid Oregon driver’s license or ability to travel throughout Lane County

Conditions of Employment:

The selected candidate must adhere to the confidentiality guidelines of the Department of Early Learning and Care and pass a criminal background check per OAR 471-007-0220.
Must work and reside in the state of Oregon at the time their work is being performed.

Preferred Qualifications

Bachelor’s degree in Early Childhood Education.
Step 10 in the Oregon Registry Online (ORO).

Preferred Experience

Experience with the Oregon Child Care System, including work as a child care center director, family child care owner/operator, Child Care Resource and Referral or system trainer.
Experience in public speaking, presentations, and trainings in English and Spanish.
Experience working with people from a variety of cultures, preferably the Latino Community.
Experience in monitoring projects and compiling grant reports.
Experience working in a community college or other public agency setting.

Position Purpose:

The Bilingual Early Learning Specialist coordinates and implements quality improvement initiatives, provider supports, bilingual outreach and engagement activities, technical assistance, coaching support, and grant-funded early learning projects through Quality Care Connections. Supports equitable access to early learning services and professional development opportunities for English- and Spanish-speaking providers through culturally responsive relationship-based practices, project coordination, and community collaboration.

Essential Functions:

Coordinate and implement quality improvement initiatives, grant-funded projects, provider support systems, and early learning activities by developing work plans, organizing priorities, tracking deliverables, and ensuring alignment with program goals, funding requirements, and organizational priorities.
Provide relationship-based coaching, consultation, technical assistance, and individualized support to English- and Spanish-speaking child care providers and early learning programs through on-site visits, virtual support, observation, reflective practices, and resource navigation.
Develop and facilitate professional development opportunities, trainings, Communities of Practice, and provider learning activities by identifying training needs, coordinating logistics, preparing materials, and delivering presentations in English and Spanish.
Coordinate culturally responsive outreach, engagement, recruitment, and retention efforts for child care providers, particularly Spanish-speaking and historically underrepresented providers, through relationship-building, communication, presentations, and community partnerships.
Support implementation of quality improvement systems, coaching practices, continuous quality improvement activities, and state or local early learning initiatives by assisting providers with goal setting, planning, documentation, and access to resources and supports.
Develop, adapt, translate, and distribute bilingual communications, training materials, outreach materials, newsletters, presentations, social media content, and program resources to support provider engagement and equitable access to services.
Coordinate and support meetings, collaborative initiatives, special events, and community engagement activities by scheduling, organizing logistics, communicating with partners, preparing materials, and supporting implementation and follow-through.
Collect, maintain, track, and analyze program data, provider information, participation records, surveys, and documentation to support evaluation, reporting, compliance, continuous quality improvement, and informed decision-making.
Prepare reports, summaries, evaluations, grant documentation, and other written materials for leadership, community partners, funding agencies, and state reporting requirements.
Collaborate with Quality Care Connections staff, DELC, school districts, community organizations, higher education partners, and other agencies to coordinate services, strengthen provider supports, and advance program and community goals.
Monitor program activities, timelines, expenditures, and deliverables to support compliance with grant requirements, contracts, organizational procedures, and state guidelines.
Research community needs, provider trends, and funding opportunities and assist with development, coordination, and implementation of new projects, initiatives, grant activities, and program improvements.
Problem solve and manage sensitive information with appropriate awareness of FERPA standards; maintain confidentiality and sensitivity to the privacy needs of students.

Supervision Statement:

Reports to and works under the general supervision of a department chair or other supervisor. Work is performed independently according to College and department policies, State and federal rules or regulations and a knowledge of budgeting procedures, personnel practices, information analysis and report preparation. Work is reviewed for the accuracy of internal and external reports by verbal feedback, periodic conferences and annual evaluations.

This position may coordinate and lead the work of project team members, office support staff, student employees, temporary staff, interns, and volunteers in support of assigned programs and projects. Responsibilities may include planning and organizing work, providing guidance on work methods and procedures, assigning and monitoring project-related tasks, establishing priorities and timelines, and serving as a resource to answer questions and resolve day-to-day operational issues. This position provides functional direction but does not have formal supervisory authority.

Physical Demands/Working Environment:

Work is primarily performed in an office, classroom, and community-based environment.
Frequent sitting, computer use, virtual meetings, standing, walking, bending, reaching, and occasional lifting or carrying of materials up to twenty-five (25) pounds may be required.
Position requires travel by car throughout Lane County to meetings, trainings, provider sites, and community events.
