Position Overview
This position supports the legal operations of the Department and is primarily responsible for the administrative aspects of subpoena processing, administrative rules, and administrative hearings. Attention to detail is essential, as is the ability to competently utilize track change and similar formatting functions in Word. This position is well suited for someone who is self-motivated and able to maintain their own task list and prioritize appropriately. There will be daily duties, like monitoring a shared inbox, that will not be ‘assigned’ each day, but will be expected to be completed and addressed throughout the day without prompting. There will be other assignments where a due date is identified. It will be up to the employee to determine what to address when to best meet operational needs and expectations. Many administrative processes assigned to this role have extensive written guidance; the successful candidate will be able to follow written outlines and instructions and propose ideas of how to handle something that is not directly addressed in the outline. Training, guidance, and support will be provided, and other legal staff are available as a resource for questions, etc. This is a small legal team, and duties do not overlap between positions; the success of the team depends on everyone doing their part and communicating clearly and professionally. This position requires working in the office, though remote work is an option following successful completion of the probationary period, subject to supervisor approval and operational needs. Full time remote work is not an option.
Essential Functions
Under direction, as the Functional Administrator, organizes, plans, evaluates and implements the necessary components of the regulatory violation process.
In collaboration with higher-level positions, plans for the utilization and execution of current administrative rules for the Illinois Department of Agriculture's rulemaking program.
Conducts research, provides written findings, and performs data entry and validation.
Under the direction of the IDOA Attorneys, provides technical guidance during the Department’s contract execution process.
Responsible for managing and implementing department policies for compliance with subpoena requests.
Facilitates the process of Court of Claims lapsed appropriation cases between IDOA and the Office of the Attorney General (AG).
Assists with Freedom of Information Act (FOIA) requests received by the Department.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Specialized Skills
Requires coursework in legal or pre-legal field.
Requires 2 years of professional experience in legal services, legal support or comparable work such as a legal research specialist, or in legal case/litigation management.
Minimum Qualifications
Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.
Requires one year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.
Preferred Qualifications
Prefers coursework in the legal or pre-legal field.
Prefers two (2) years professional experience in legal services, legal support or comparable work such as a legal research specialist, or in legal case/litigation management.
Prefers thorough knowledge of common laws and Federal and State laws and regulations pertaining to agriculture.
Prefers one (1) year experience with judicial, quasi-judicial, and administrative procedures and rules.
Prefers one (1) year experience drafting complex and technical legal documents.
Prefers two (2) years' experience conducting legal research and using Lexis+ or similar software for legal research.
Prefers two (2) years' experience analyzing and organizing facts, evidence, and precedents and drafting written material for presentation to legal staff in a clear and logical format.
Prefers one (1) year experience processing subpoenas and FOIA requests.
Prefers Intermediate proficiency with using MS Office Suite, Adobe Acrobat and Webex or similar programs.
