Full Job Description

Director of Federal Grants

Salary: $90,000.00 Annually

Description

Under the general direction of the Commissioner or designee, the Director of Federal Grants is responsible for overseeing all aspects of securing, managing, and executing federal grant programs within the organization. This is highly administrative and management work which involves supervising employees and overseeing the coordination of federally funded programs supervision of employees and oversight as well as coordination of federally funded programs. Incumbent also functions as a liaison between the organization, federal agencies, and other stakeholders to ensure that grant programs are executed effectively and in compliance with all regulations. This position requires a confidential relationship to a policymaker.

Duties and Responsibilities

Supervises the development and promulgation of policies and procedures related to the management of federal grants.
Provides recommendations for new procedures for better accountability, controls, record keeping and reporting for federal programs.
Supervises activities conducted in the Grants Unit with the support and assistance of assigned personnel.
Champions the resolution of audit findings and compiles data for annual Single Audit Review; Serves as agency liaison to federal government regarding performance and funds.
Reviews and process federal program documentation to include grants applications, agreements, written quarterly reports, set up, and uploads.
Provides leadership and supervision to subordinate staff assigned within the unit.
Coordinates, handles and provides information requests relating to all federal grants within the organization.
Plans and coordinates financial and grant management activities.
Researches historical records for grants and ensures program staff receives, understands, and interprets guidance received from grantor agency.
Reviews budgets to ensure proper recording of federal-aid funds on the Department of Finance system.
Prepares various reports to be used for internal and external agencies.
Ensures the confidentiality of information while developing, administering, and making decisions to prevent unlawful or unintended use, and/or disclosure of information; takes appropriate action to address issues of confidentiality when identified.
Manages and reports any acts of prohibition against intervention or attempts to override established controls to the appropriate authority.
Schedules recurring meetings with fiscal and program to align spending plans.
Conducts budget/cost analysis to align with program goals and objectives.
Analyzes data to develop cost allocation plans.
Compiles and analyzes data in preparation of budget estimates.
Provides assistance to the department with preparation for Legislative hearings.
Performs other related duties as required.

Minimum Qualifications

Master’s degree in Business Administration (MBA), Accounting or Finance which include twenty-one (21) credits in accounting or finance from an accredited institution supplemented by four (4) years professional experience in a related field.

Bachelor of Arts degree in Business Administration, Accounting, or Finance including twenty#2;one (21) credits in accounting or finance from an accredited institution supplemented by six (6) years professional experience in a related field.

Position Factors

FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION
Knowledge of Virgin Islands Government and departmental policies, laws, rules and regulations governing accounting, personnel and procurement procedures. Knowledge of federal grant guidelines, financial management, and program evaluation.
Knowledge of all aspects of program development and the ability to understand and implement programs within federal guidelines.
Skill in federal grants management.
Skill in MS Office Suite (Word, Access, Excel, Power Point).
Skill in attention to detail
Skill in leadership and supervision of staff
Ability to conduct training and seminar sessions.
Ability to analyze data and formulate conclusions.
Ability to learn changing technologies related to grants and contracts management.
Ability to communicate both verbally and in writing with all levels of the organization.
Ability to manage and prioritize multiple projects/tasks simultaneously.
Ability to create verbal and written reports.
Ability to coordinate the fiscal operations in absence of Director of Business Administration
Ability to speak and write clearly and concisely
Ability to chair meetings, lead discussions, and elicit individual and group cooperation
Ability to establish and maintain effective relationships with those contacted in the course of work including contact with the public and government officials
Ability to coordinate activities between federal program managers, top management, and other federal and local government departments.

FACTOR 2- SUPERVISORY CONTROLS
Work is performed under the general direction of a higher-level officer. Assignments are defined within broad guidelines. Incumbent uses independent, sound judgment in carrying out the work, setting priorities, objectives, and deadlines. Work is performed with little to no supervision. Work is rarely reviewed and when reviewed, it concerns such matters as fulfillment of program objectives.

FACTOR 3- GUIDELINES
Guidelines include departmental policy and procedure manuals, Virgin Islands Code, directives, Executive Orders, and Federal laws and regulations.

FACTOR 4- COMPLEXITY
Work involves developing and implementing plans and policies, coordinating program activities and ensuring fiscal responsibility.

FACTOR 5- SCOPE AND EFFECT
The purpose of work is to oversee the successful grants management, and performance of federally funded program services of the Department/Agency.

FACTOR 6- PERSONAL CONTACTS
Contacts are high-ranking local officials and federal officials, when necessary, officials of other agencies, the public, program staff, and other departmental program staff.

FACTOR 7- PURPOSE OF CONTACTS
Contacts are made to justify, defend, negotiate, and settle matters involving issues. Participation in conferences, meetings, hearings, or presentations involving problems or issues of considerable consequence or importance.

FACTOR 8- PHYSICAL DEMANDS
Work is mostly sedentary. No unusual physical demands are required.

FACTOR 9- WORK ENVIRONMENT
Work is performed primarily in an office setting. Travel may be required.
